In short

ISO 42001 certification in Uganda at a glance

In Uganda, ISO/IEC 42001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Automated decisions are already regulated in Uganda: section 27 of the Data Protection and Privacy Act lets a person require that significant decisions are not based solely on automated processing, and requires the controller to say when they are. The Personal Data Protection Office also asks for impact assessments before new projects, products or systems that process personal data go live. ISO/IEC 42001 gives lenders, insurers, fintechs and government technology suppliers a management system for AI: an inventory of systems, risk and impact assessment, data governance, human oversight and monitoring. It does not replace legal duties, and NITA-U's security framework does not address AI management directly. Certificates come from certification bodies accredited for ISO/IEC 42001, usually with foreign accreditation since the Uganda National Accreditation Service does not list the standard; Sterling does not certify. Sterling's Nairobi office leads the work alongside existing ISO/IEC 27001 systems.

The need

Who needs ISO 42001 in Uganda, and what happens without it

In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Lenders, insurers and fintechs using automated decisionsThe Act gives individuals rights over decisions based solely on automated processing that significantly affect them.
  • Organisations launching AI-based services that use personal dataThe PDPO asks for impact assessments for new projects, products, systems or services that process personal data.
  • Government bodies and their technology suppliersNITA-U's 2026 framework strengthens governance requirements for digital government services.

ISO 42001 requirements in Uganda

Strip away the vocabulary and ISO/IEC 42001 requires a company to prove six things about how it governs the AI it builds or uses.

You know where AI is usedThe AI systems you develop, provide or use are identified, together with the role your organisation plays for each.
Leadership sets the rules for AITop management sets an AI policy and objectives, assigns accountability and provides resources for responsible use.
You assessed AI risks and impactsRisks from AI systems, and their impacts on individuals, groups and society, are assessed before and during use and then treated.
Each AI system is managed through its lifeDesign, data, testing, deployment, monitoring and retirement follow defined processes with records you can show.
Data and third parties are under controlThe quality and origin of data, and suppliers of models or components, are managed against your own requirements.
You monitor, audit and improveAI systems and the management system are monitored, audited internally and reviewed by management, with problems corrected.

In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 42001 explained →

How Sterling gets an Ugandan company certified

How to get ISO 42001 certified in Uganda

One team from the Nairobi office carries the work from scoping to certificate. Clients across Uganda are served from Sterling's Nairobi office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 42001 and the Ugandan requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 42001 certification take in Uganda?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.

  • Number of AI systems and use cases in scope
  • AI risk and impact assessment maturity
  • Data governance for training and input data
  • Certification body availability for this newer standard

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 42001 certification cost in Uganda?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.

  • Number of AI systems and teams
  • Impact assessment and testing effort
  • Monitoring and human oversight tooling
  • Certification body audit fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 42001 consultants and certification bodies in Uganda

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 42001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

InstrumentHow it treats the standard
Data Protection and Privacy Act, 2019 (Cap. 97), section 27Does not name ISO/IEC 42001
A person may require that significant decisions are not based solely on automated processing, must be told when they are and may ask for reconsideration, subject to listed exceptions.
Personal Data Protection Office (PDPO) portalDoes not name ISO/IEC 42001
Impact assessment submissions for new projects, products, systems or services that process personal data.
National Information Security Framework (NISF) 2026, NITA-UContext
Governance and security requirements for digital government services; the announcement does not address AI management systems.

Accreditation, audit language and remote audits in Uganda

Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. UGANAS lists an accreditation scheme for management system certification bodies in line with ISO/IEC 17021, and the Ministry of Trade, Industry and Cooperatives stated in 2025 that the testing and certification facilities in Uganda accredited by then held accreditation from foreign accreditation bodies, so ask each body for its accreditation certificate and scope. ISO/IEC 42001 is not listed by name on UGANAS's scheme page, so ask each body which accreditation backs its AI management system certificates. Edition and transition details: ISO/IEC 42001 hub →

Audit language

English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Document review and some interviews can be remote at the certification body's discretion; operational areas, plants and service locations are normally visited during the stage audits.

ISO 42001 in Uganda: questions clients ask

Does Uganda's data protection law cover automated decisions?

Yes. Under section 27, a person can require that significant decisions about them are not based solely on automated processing; where they are, the controller tells the person, who may ask for reconsideration. Exceptions cover contracts and decisions authorised by law. Have counsel review each automated use case.

Is an impact assessment needed before launching an AI service in Uganda?

If the service processes personal data, likely yes: the PDPO asks for an impact assessment for new projects, products, systems or services that do so. ISO/IEC 42001 adds an AI-specific impact assessment covering wider effects. Confirm the submission route with the PDPO.

Who can certify ISO/IEC 42001 for a Ugandan organisation?

A certification body accredited for ISO/IEC 42001, which is still a newer accreditation scope that relatively few accreditors offer. UGANAS does not list the standard by name, so expect foreign accreditation and ask to see the scope and the accreditation certificate before committing to an audit date.

What does ISO/IEC 42001 add to an ISO 27001 system?

AI-specific governance: an inventory of AI systems, risk and impact assessments, data quality controls, human oversight, transparency and monitoring across the life cycle. Information security controls remain useful and can be shared, but they do not answer questions about bias, explainability or misuse of an AI system.
