In short

ISO 27701 certification in Uganda at a glance

In Uganda, ISO/IEC 27701 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Privacy programmes in Uganda revolve around the Data Protection and Privacy Act and the Personal Data Protection Office, which registers collectors, processors and controllers, takes impact assessments and transfer applications, and receives breach reports. ISO/IEC 27701 extends an ISO/IEC 27001 system into a privacy information management system, with controls for lawful basis, notice, processor contracts, rights requests and retention. That matters for banks, lenders, clinics and insurers, because financial information, health status and medical records are special personal data under the Act. The certificate supports evidence of compliance but replaces neither PDPO registration nor any duty in the law. Certificates come from certification bodies accredited for the standard, through the Uganda National Accreditation Service where its scope covers it or an accreditation body within the international arrangements; Sterling does not certify. Sterling's Nairobi office builds both standards together where needed.

The need

Who needs ISO 27701 in Uganda, and what happens without it

In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Controllers handling special personal dataFinancial information, health status and medical records are special personal data under the Act.
  • Processors serving Ugandan controllersThe Act requires controllers to bind processors by contract to confidentiality and security measures.
  • Organisations registering and renewing with the PDPOA privacy information management system keeps registration, impact assessments and transfer approvals organised.

Requirements

ISO 27701 requirements in Uganda

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

Time

How long does ISO 27701 certification take in Uganda?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.

  • Whether an ISO/IEC 27001 system already exists to extend
  • Number of processing activities and systems mapped
  • Controller and processor roles across group entities
  • Certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Uganda?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.

  • Number of entities and processing activities in scope
  • Privacy notice, consent and contract updates
  • Technical controls for rights requests and retention
  • Certification body audit fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Uganda

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Principles, consent, notice, data protection officer, security, processor contracts, breach notification, overseas processing and data subject rights.
Personal Data Protection Office (PDPO) portalDoes not name ISO/IEC 27701
Registration with annual renewal, impact assessment submission, transfer approval applications and breach reporting.
UGANAS accreditation of management system certification bodiesContext
UGANAS lists a scheme for management system certification bodies in line with ISO/IEC 17021; ask each body which accreditation covers ISO/IEC 27701.

Accreditation, audit language and remote audits in Uganda

Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. UGANAS lists an accreditation scheme for management system certification bodies in line with ISO/IEC 17021, and the Ministry of Trade, Industry and Cooperatives stated in 2025 that the testing and certification facilities in Uganda accredited by then held accreditation from foreign accreditation bodies, so ask each body for its accreditation certificate and scope. ISO/IEC 27701 certification supports evidence of compliance with the Data Protection and Privacy Act but does not replace PDPO registration or any other duty. Audit language

English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Document review and some interviews can be remote at the certification body's discretion; operational areas, plants and service locations are normally visited during the stage audits.

ISO 27701 in Uganda: questions clients ask

Does ISO/IEC 27701 prove compliance with Uganda's data protection law?

No certificate does. ISO/IEC 27701 organises privacy controls that support the Data Protection and Privacy Act, such as notice, consent, processor contracts and rights handling, but registration with the PDPO and the Act's other duties still apply. Use it as evidence, and take legal advice on your obligations.

Can ISO/IEC 27701 help with PDPO registration and impact assessments?

Yes, as an organising tool. The PDPO asks for registration with annual renewal, impact assessments for new projects and applications before transfers abroad. A privacy information management system keeps the records behind each of these current and assigns owners, so submissions are less rushed.

    Do we need ISO/IEC 27001 before ISO/IEC 27701?

Yes. ISO/IEC 27701 extends an ISO/IEC 27001 information security management system rather than standing alone, so certification bodies audit the privacy controls on top of the security system. Organisations in Uganda without ISO/IEC 27001 usually build both in one project, sharing the risk assessment, internal audits and management reviews.

Which processing in Uganda gets extra attention in a 27701 project?

Special personal data. The Act treats financial information, health status and medical records as special, alongside religious or philosophical beliefs, political opinion and sexual life, so banks, lenders, clinics and insurers need careful lawful-basis analysis, tighter access controls and clear retention rules for those records.
