In short

ISO 42001 certification in Türkiye at a glance

In Türkiye, ISO/IEC 42001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Turkish software houses in technoparks, banks scoring credit applications and companies embedding third-party models all face the same buyer question: who governs the AI? ISO/IEC 42001 is the certifiable answer, setting out an AI management system with an inventory of systems, impact assessment, data governance, testing and monitoring. It is voluntary. The data protection law gives people a right to object to results produced solely by automated systems, and the Cyber Security Law adds audit tasks, yet neither regulates AI management as such. Global ACI's entry for TÜRKAK shows no ISO/IEC 42001 line, so verify the certification body's accreditation. Sterling's Dubai office helps teams build the governance, on-site or remotely, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 42001 in Türkiye, and what happens without it

In Türkiye the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Software and AI developers in technology development zonesCustomers ask developers how AI systems are governed, tested and monitored.
  • Banks, fintechs and insurers using automated scoringThe data protection law gives people the right to object to a result against them produced solely by automated analysis.
  • Organisations that adopt or embed third-party AIProcurement teams want assurance about suppliers' AI governance.
  • Public-sector suppliersPublic bodies set information security expectations for vendors, and AI services will be read against them.

Requirements

ISO 42001 requirements in Türkiye

Strip away the vocabulary and ISO/IEC 42001 requires a company to prove six things about how it governs the AI it builds or uses.

You know where AI is usedThe AI systems you develop, provide or use are identified, together with the role your organisation plays for each.
Leadership sets the rules for AITop management sets an AI policy and objectives, assigns accountability and provides resources for responsible use.
You assessed AI risks and impactsRisks from AI systems, and their impacts on individuals, groups and society, are assessed before and during use and then treated.
Each AI system is managed through its lifeDesign, data, testing, deployment, monitoring and retirement follow defined processes with records you can show.
Data and third parties are under controlThe quality and origin of data, and suppliers of models or components, are managed against your own requirements.
You monitor, audit and improveAI systems and the management system are monitored, audited internally and reviewed by management, with problems corrected.

In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 42001 explained →

How Sterling gets a Turkish company certified

How to get ISO 42001 certified in Türkiye

One team from the Dubai office carries the work from scoping to certificate. Clients across Türkiye are served from Sterling's Dubai office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 42001 and the Turkish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 42001 certification take in Türkiye?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.

  • Inventory of AI systems and their intended uses
  • Impact assessment and risk treatment for each system
  • Data governance, testing and monitoring evidence
  • Certification body scheduling around holiday periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 42001 certification cost in Türkiye?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.

  • Number of AI systems, models and business units in scope
  • Testing, documentation and monitoring tooling
  • Certification body audit fees, quoted separately
  • Combination with ISO/IEC 27001 and ISO/IEC 27701

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 42001 consultants and certification bodies in Türkiye

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 42001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 42001 in Türkiye (3)

InstrumentHow it treats the standard
Law No. 6698 on the Protection of Personal Data (KVKK)Related
Gives each person the right to object to the occurrence of a result against them by analysis of their data processed solely through automated systems; the Law is not an AI statute and cites no ISO standard.
Cyber Security Law No. 7545Related
Gives the Cyber Security Presidency tasks on cyber security audits and technical criteria; it does not regulate AI management systems.
TÜRKAK recognition entries (Global ACI)Accreditation
Global ACI's TÜRKAK entry shows no ISO/IEC 42001 line, so confirm accreditation for this standard with any certification body.

Accreditation, audit language and remote audits in Türkiye

Use a certification body accredited for ISO/IEC 42001 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Global ACI's entry for TÜRKAK does not show an ISO/IEC 42001 line, so ask each body for its accreditation certificate and check that the scope names this standard. The certification body decides, not Sterling. Edition and transition details: ISO/IEC 42001 hub →

Audit language

Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; plants and operational sites are normally visited on-site. Model documentation and governance records can often be reviewed remotely.

ISO 42001 in Türkiye: questions clients ask

Is there a Turkish AI law that ISO/IEC 42001 answers?

The records here show laws that touch AI, not an AI statute: the data protection law's right to object to purely automated results, and the Cyber Security Law's audit and criteria tasks. ISO/IEC 42001 is a voluntary management system standard. Ask counsel whether any current Turkish rule applies to your systems.

Who can certify ISO/IEC 42001 in Türkiye?

Any certification body whose accreditation certificate names the standard, with Sterling excluded from certifying. TÜRKAK's Global ACI entry has no ISO/IEC 42001 entry, so ask each candidate where its accreditation comes from. Written confirmation of scope up front prevents paying for a certificate that customers decline to accept.

What do automated-decision rights mean for a scoring model?

The data protection law lets a person object to a result against them that arises from analysis of their data processed solely through automated systems. A scoring model therefore needs a route for objections and human review. ISO/IEC 42001 can structure that governance, but ask counsel how the right applies to your decisions.

Can a small software house use ISO/IEC 42001?

Yes, the scope can be limited to the AI systems and services the company develops or provides, which keeps a small team's effort proportionate. Customers will want to see an AI system inventory, impact assessments, testing and monitoring. Ask your key prospects whether the certificate matters to them before you invest.
