ISO 20000-1 certification in Türkiye at a glance
Two Turkish instruments bear on ISO/IEC 20000-1. Not one of them names it. So why do buyers in Türkiye keep asking for the certificate?
When a Turkish bank outsources part of its IT operations, the Banking Regulation and Supervision Agency's information systems regulation shapes the contract, but it does not tell the provider which certificate to hold. ISO/IEC 20000-1 fills that gap for managed-service providers, data centres and software firms in technoparks by proving that incidents, changes, capacity and suppliers are handled in a disciplined way. Public bodies and critical-infrastructure operators follow a Presidential circular and a graded security guide, which also shapes what vendors are asked. Global ACI's entry for TÜRKAK does not show an ISO/IEC 20000-1 line, so check the certification body's accreditation scope. Sterling's Dubai office helps providers map services, agreements and records, on-site or remotely, with Effivity and Sterling Academy included.
Who needs ISO 20000-1 in Türkiye, and what happens without it
In Türkiye the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- IT outsourcing and managed-service providersClients ask a provider to prove disciplined service management before they hand over operations.
- Data centre and cloud operatorsCustomers compare operators on incident, change and capacity management evidence.
- Software firms in technology development zonesEnterprise customers ask zone-based software firms for service management proof before multi-year contracts.
- Providers to banks and public bodiesBanks outsource IT services under supervisory rules, and public bodies set security and continuity expectations for their vendors.

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.
In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How long does ISO 20000-1 certification take in Türkiye?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.
- Service catalogue, service level agreements and supplier contracts to align
- Incident, problem, change and release records to build up over time
- Scope of services and locations included
- Certification body scheduling around holiday periods
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 20000-1 certification cost in Türkiye?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.
- Number of services, locations and customers in scope
- Tooling for service desk, configuration and change records
- Certification body audit fees, quoted separately
- Combination with ISO/IEC 27001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 20000-1 consultants and certification bodies in Türkiye
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 20000-1 in Türkiye (3)
| Instrument | How it treats the standard |
|---|---|
| BDDK Regulation on Information Systems of Banks and Electronic Banking Services | Does not name the standard It sets requirements for banks' information systems and outsourced services, which flow to IT providers through their contracts without naming ISO/IEC 20000-1. |
| Presidential Circular No. 2019/12 on Information and Communication Security Measures | Does not name the standard Public bodies and critical-infrastructure operators follow a graded security guide, which shapes the expectations placed on IT vendors. |
| TÜRKAK recognition entries (Global ACI) | Accreditation Global ACI's TÜRKAK entry shows ISO/IEC 27001 but no ISO/IEC 20000-1 line, so confirm accreditation for this standard with any certification body. |
Accreditation, audit language and remote audits in Türkiye
Use a certification body accredited for ISO/IEC 20000-1 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Global ACI's entry for TÜRKAK does not show an ISO/IEC 20000-1 line, so ask each body for its accreditation certificate and check that the scope names this standard. The certification body decides, not Sterling. Edition and transition details: ISO/IEC 20000-1 hub →
Audit language
Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; plants and operational sites are normally visited on-site. Service desks and data centres are usually visited, with process evidence reviewed remotely where the body allows.
ISO 20000-1 in Türkiye: questions clients ask
Do Turkish banks require their IT providers to hold ISO/IEC 20000-1?
No rule recorded for banks names it. The Banking Regulation and Supervision Agency's regulation sets requirements for banks' information systems and outsourced services, and a bank applies them through its contracts and vendor reviews. A particular bank may still prefer certified providers. Ask the bank for its vendor requirements, and check the Agency's current rules with counsel.
Can a Turkish certification body issue ISO/IEC 20000-1?
Possibly, but check the accreditation. Global ACI's TÜRKAK entry lists ISO/IEC 27001 and other standards but no ISO/IEC 20000-1 line, so a body should show an accreditation certificate that names this standard, whether from TÜRKAK or another member of the arrangements. Sterling does not certify. Ask before you start the project.
How is ISO/IEC 20000-1 different from ISO/IEC 27001?
ISO/IEC 20000-1 certifies how services are planned, delivered, changed and improved, covering service levels, incidents, problems, capacity and supplier management. ISO/IEC 27001 certifies how information security risk is managed. Providers often hold both and share records such as change control, incident logs and supplier assessments.
Is ISO/IEC 20000-1 useful for a technopark software firm?
It can be, when the firm runs hosted or managed services for enterprise customers who ask for service-management proof. A product-only firm may gain more from ISO/IEC 27001 first. Check what your largest prospects ask for in procurement questionnaires, and choose the certificate that answers the most of them.
