In short

ISO 13485 certification in Türkiye at a glance

In Türkiye, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

A Turkish firm that wants to make or supply medical devices meets two layers of expectation. The first is regulatory: the Medical Device Regulation and the In Vitro Diagnostic Medical Device Regulation, published in the Official Gazette on 2 June 2021 and administered by the Turkish Medicines and Medical Devices Agency. The second is commercial: device makers qualify suppliers against ISO 13485. The standard is a quality management system for regulated devices, covering design controls, risk management, validation, traceability and complaint handling. Global ACI shows TÜRKAK as recognised for ISO 13485 certification since 2018, and the certificate itself comes from an accredited certification body. Sterling's Dubai office builds the system with device teams, on-site where production and cleanroom records are kept and remotely for documents, with Effivity and Sterling Academy included.

The need

Who needs ISO 13485 in Türkiye, and what happens without it

In Türkiye the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical-device manufacturersThe device regulations set the framework for placing devices on the market, and a quality management system certified to ISO 13485 is the usual evidence of controlled design and production.
  • Contract manufacturers and component suppliers to device makersDevice makers qualify suppliers and commonly ask for ISO 13485 or equivalent controls.
  • Diagnostic and in vitro device makersIn vitro diagnostic devices have their own Turkish regulation with the same system-level expectations.
  • Distributors and service companies moving into device regulationImporters and servicing firms need documented complaint, traceability and corrective action processes.

Requirements

ISO 13485 requirements in Türkiye

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Turkish company certified

How to get ISO 13485 certified in Türkiye

One team from the Dubai office carries the work from scoping to certificate. Clients across Türkiye are served from Sterling's Dubai office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 13485 and the Turkish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 13485 certification take in Türkiye?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.

  • Device classification and technical documentation to prepare
  • Design, risk management and sterilisation or validation records
  • Number of sites and outsourced processes in scope
  • Certification body scheduling around holiday periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Türkiye?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.

  • Number of products, sites and sterilisation or special processes
  • Process validation and risk management work
  • Certification body audit fees, quoted separately
  • Combination with ISO 9001 or MDSAP-type customer audits

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Türkiye

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in Türkiye (2)

    InstrumentHow it treats the standard
TÜRKAK recognition entries (Global ACI)Market driver
Global ACI shows TÜRKAK recognised for ISO 13485 management systems certification from 5 April 2018, so an accredited local route exists; this is not a mandate.
Medical Device Regulation and In Vitro Diagnostic Medical Device Regulation (TİTCK)Regulatory framework
Issued by the Turkish Medicines and Medical Devices Agency and published in the Official Gazette of 2 June 2021; the regulations and the agency's guidance, not this page, decide how a manufacturer's quality system is assessed for a given device.

Accreditation, audit language and remote audits in Türkiye

Use a certification body accredited for ISO 13485 by TÜRKAK or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI lists TÜRKAK as recognised for ISO 13485 management systems certification from April 2018. The accredited certification body decides, not Sterling. Audit language

Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; plants and operational sites are normally visited on-site.

ISO 13485 in Türkiye: questions clients ask

Does ISO 13485 give a device legal market access in Türkiye?

No. Market access runs through the Medical Device Regulation and the agency's procedures, and a quality system certificate is one piece of evidence within that route. Which pieces your device needs depends on its class and conformity assessment route. Ask the Turkish Medicines and Medical Devices Agency or counsel before you plan the project.

Who issues an ISO 13485 certificate in Türkiye?

An accredited certification body does, not Sterling. Global ACI lists TÜRKAK as recognised for ISO 13485 management systems certification from April 2018, and bodies accredited elsewhere within the arrangements can certify Turkish sites too. Ask for the accreditation certificate and check that its scope includes medical devices.

How does ISO 13485 differ from ISO 9001 in practice?

ISO 13485 is built for regulated devices: it demands documented procedures rather than flexible process descriptions, risk management across the product life cycle, design controls, validation of special processes, traceability and complaint handling. Auditors look for regulatory requirements being met, not only customer satisfaction. Start with the device files, not the manual.

Can an electronics factory become a device supplier with ISO 13485?

A certificate is a common starting point, but device customers also audit suppliers themselves and may require design transfer, validation and change-control controls. Plan for a customer audit as well as certification. Ask the device maker which controls it expects from component and sub-assembly suppliers before you commit.
