In short

ISO 22301 certification in Sri Lanka at a glance

Banking Act Directions No. 16 of 2021 requires ISO 22301 for the organisations it covers. Most Sri Lankan buyers ask for it anyway.

Disaster recovery sites and telecommunications links are the practical heart of ISO 22301 in Sri Lanka's banking sector. Banking Act Directions No. 16 of 2021 require licensed banks to implement the latest edition of the standard, with assurance from internal audit or a Board-approved external party, and they require third-party owned infrastructure for critical information systems in Sri Lanka to hold ISO 22301 certification from an accredited certification body. The Finance Business Act Directions No. 01 of 2022 list business continuity plans among the responsibilities of a finance company's CISO. Certificates are issued by accredited certification bodies, never by Sterling, and SLAB's recognition page does not name business continuity among its management systems scopes. Sterling's Mumbai office helps organisations run impact analysis, design recovery strategies and exercise them, with Effivity software and Sterling Academy training included with the engagement.

ISO 22301 requirements in Sri Lanka

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Sri Lanka these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in Sri Lanka?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sri Lanka these are the factors that set the timeline.

  • Critical services and recovery requirements in scope
  • Maturity of business impact analysis and exercise records
  • Dependence on third-party sites and telecommunications
  • Certification body scheduling and exercise observation

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Sri Lanka?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sri Lanka these factors move both.

  • Headcount and number of sites in scope
  • Number of critical processes and recovery sites
  • Certification body audit fees quoted separately from consulting
  • Recovery site, backup and exercise costs

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Sri Lanka

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sri Lanka are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

SLAB recognition for management systems certificationScheme rule
Business continuity management is not named in the management systems scope list on SLAB's recognition page.

Accreditation, audit language and remote audits in Sri Lanka

Choose a certification body accredited for this standard by the Sri Lanka Accreditation Board (SLAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. The banking Directions use certification for third-party infrastructure and accept assurance for banks themselves. SLAB's recognition page does not name business continuity among its management systems scopes, so ask the certification body which accreditation covers it and confirm that your bank accepts it. Audit language

Business records, standards and tenders are mostly in English, and the Constitution names English as the link language alongside Sinhala and Tamil; interviews with operators and workers may run in Sinhala or Tamil. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits are on-site at operations and recovery locations; document review and some interviews can be remote at the certification body's discretion.

ISO 22301 in Sri Lanka: questions clients ask

Is ISO 22301 mandatory for banks in Sri Lanka?

Banks must implement it under Banking Act Directions No. 16 of 2021, but for the bank itself the assurance may come from internal audit or an external party approved by the Board, reviewed at least every two years. Certification is required for third-party owned infrastructure running critical systems in Sri Lanka. Confirm which applies with the Central Bank.

Which suppliers to banks need an ISO 22301 certificate?

Third-party service providers that own information system infrastructure used for a bank's critical systems in Sri Lanka, as the Directions describe. They must hold certification for the latest edition from an accredited certification body, and a tested disaster recovery arrangement must exist. Ask your bank which of its systems it treats as critical.

Do licensed finance companies need ISO 22301?

The Finance Business Act Directions No. 01 of 2022 list developing and implementing business continuity plans among the responsibilities of the company's CISO, and they do not require ISO 22301 certification. Some companies adopt the standard as a framework. Check your obligations with the Central Bank and your customer contracts.

Does SLAB accredit ISO 22301 certification bodies?

Business continuity management is absent from the scope list on SLAB's recognition page. If a body offers ISO 22301, it should show what accredits it. Where a bank needs certified infrastructure, check the Directions' definition of an accredited certification body against the certificate you are offered, and get your bank's agreement first.
