ISO 9001 certification in Sri Lanka at a glance
SLS mark product certification scheme (Sri Lanka Standards Act No. 6 of 1984) refers to ISO 9001, yet none of the Sri Lankan instruments checked makes it compulsory. Buyers in Sri Lanka ask for it anyway.
A garment plant in a Board of Investment zone, a medical device importer and a food packer can all be asked for ISO 9001, but each for a different reason. SLSI's SLS mark scheme requires applicants for a quality system based on ISO 9001 or its own guideline and makes ISO 9001 certification mandatory for foreign manufacturers. The National Medicines Regulatory Authority accepts ISO 9001:2015 for listed devices in registration dossiers, while other devices need ISO 13485. Public tenders under the Procurement Guidelines 2024 set their own evidence in each bidding document. Certification is issued by an accredited certification body, and the Sri Lanka Accreditation Board lists quality management systems within its recognised scope. Sterling's Mumbai office helps organisations define scope, document processes, run internal audits and prepare for the certification audit, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 9001 in Sri Lanka, and what happens without it
In Sri Lanka the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Manufacturers applying for the SLS markSLSI asks applicants for a quality management system based on ISO 9001 or its own guideline, and makes ISO 9001 certification mandatory for foreign manufacturers.
- Medical device and healthcare suppliersThe NMRA's registration dossier asks for an ISO quality management system certificate, and for listed devices ISO 9001:2015 is accepted alongside ISO 13485.
- Apparel, electronics and rubber manufacturers in export processing zonesZone enterprises that supply larger buyers are routinely asked to show a controlled quality system behind their output.
- Suppliers bidding for public contractsEach bidding document sets its own eligibility evidence, and quality capability is a common heading in it.

Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.
In Sri Lanka these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

How long does ISO 9001 certification take in Sri Lanka?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Sri Lanka these are the factors that set the timeline.
- Number of sites, shifts and processes in scope
- State of process documentation and internal audit history
- Customer and regulator requirements that must be built into the system
- Certification body scheduling around Poya days and export peaks
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 9001 certification cost in Sri Lanka?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sri Lanka these factors move both.
- Headcount and number of sites in scope
- Number of processes, products and outsourced activities
- Certification body audit fees quoted separately from consulting
- Sector-specific customer requirements and supplier audits
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 9001 consultants and certification bodies in Sri Lanka
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Sri Lanka are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 9001 in Sri Lanka (4)
| Instrument | How it treats the standard |
|---|---|
| SLS mark product certification scheme (Sri Lanka Standards Act No. 6 of 1984) | Refers to / expects The applicant must establish a quality management system based on ISO 9001 or SLSI's guideline, and ISO 9001 certification is mandatory for foreign manufacturers; the mark is compulsory for listed products under the Consumer Protection Act No. 01 of 1979. |
| NMRA medical device registration dossier requirements | Refers to / expects An ISO quality management system certificate is required: ISO 13485:2016/2021 for devices other than listed devices, and ISO 13485:2016/2021 or ISO 9001:2015 for listed devices. |
| SLAB recognition for quality management systems certification | Scheme rule SLAB's recognition page lists quality management systems within its management systems scope. |
| Procurement Guidelines 2024 and standard bidding documents | Expected in practice Each bidding document decides whether an ISO 9001 certificate is requested as evidence of quality capability. |
"Expected in practice" means the instrument asks for the outcomes ISO 9001 covers without naming a standard, and ISO 9001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Sri Lanka
Choose a certification body accredited for this standard by the Sri Lanka Accreditation Board (SLAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. SLAB's own recognition page lists quality management systems among its management systems scopes, so a certificate from a body accredited by SLAB is the natural local route; ask for the accreditation certificate and check its sector scope. Audit language
Business records, standards and tenders are mostly in English, and the Constitution names English as the link language alongside Sinhala and Tamil; interviews with operators and workers may run in Sinhala or Tamil. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Stage audits are held at operating sites and plants; document review and some interviews can be remote at the certification body's discretion.
ISO 9001 in Sri Lanka: questions clients ask
Is ISO 9001 compulsory for manufacturers in Sri Lanka?
There is no general rule, but the SLS mark scheme comes close for some. SLSI asks applicants for a quality management system based on ISO 9001 or its own guideline and makes ISO 9001 certification mandatory for foreign manufacturers, and the mark is compulsory for listed products. Other manufacturers follow their customers' requirements, so check the product category with SLSI.
Does SLAB accredit certification bodies for ISO 9001?
Yes: quality management systems appear in the scope SLAB signs under the multilateral arrangement, and its scheme page bases certification body accreditation on ISO/IEC 17021-1. Before booking an audit, obtain the body's accreditation certificate and check that your industry sector sits inside it.
Can ISO 9001 stand in for ISO 13485 when registering a medical device?
Only for listed devices. The NMRA's dossier requirements require ISO 13485:2016/2021 for devices other than listed devices, and for ISO 13485:2016/2021 or ISO 9001:2015 for listed devices. Which category your product falls into is the Authority's decision, so confirm it with the NMRA before you plan a certification.
What do public tenders in Sri Lanka ask for on quality?
There is no single rule. The Treasury lists the Procurement Guidelines 2024 with the manuals and standard bidding documents used alongside them, and each bidding document sets its own eligibility criteria and evidence. Some ask for a quality certificate, others for experience or references. Read the qualification clause and ask the procuring entity whether a certificate is required.
