ISO 13485 certification in South Korea at a glance
Korea Accreditation Board, medical devices quality management scheme refers to ISO 13485, yet none of the South Korean instruments checked makes it compulsory. Buyers in South Korea ask for it anyway.
Medical device makers in South Korea answer first to the Ministry of Food and Drug Safety. Under the Medical Devices Act a manufacturer needs manufacturing business permission, and applicants must be equipped with the facilities and manufacturing and quality control systems before applying and must submit data on those systems; the text does not name ISO 13485. ISO 13485 is how many companies structure that system, and the Korea Accreditation Board accredits certification bodies for the medical devices quality management scheme and lists ISO 13485 within the international recognition arrangements. Daegu Gyeongbuk names medical devices among its Free Economic Zone industries, and Invest Korea lists pharmaceuticals and biotechnology among Korea's industries. Sterling's Tokyo office prepares the quality system, risk management and technical documentation, with Effivity and Sterling Academy included with the engagement. Certification comes from an accredited body and market access from the Ministry, never from Sterling.
Who needs ISO 13485 in South Korea, and what happens without it
In South Korea the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Medical device manufacturersThe Medical Devices Act requires manufacturing business permission from the Minister of Food and Drug Safety, with manufacturing and quality control systems in place before applying.
- Contract manufacturers and component suppliersDaegu Gyeongbuk names medical devices among its Free Economic Zone industries, and device makers pass quality system requirements down to their suppliers.
- Exporters of medical devicesKAB lists ISO 13485 among the scopes it holds within the international recognition arrangements, so an accredited certificate is built for use abroad.
- Developers of AI-enabled and digital medical devicesThe AI Basic Act lists development and use of medical devices and digital medical devices among the areas where high-impact AI is defined.

Take the ISO 13485 readiness checkISO 13485 requirements in South Korea
Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In South Korea these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in South Korea?
There is no standard duration: it depends on your scope and on how much of the system already runs. In South Korea these are the factors that set the timeline.
- Device classes, sterile or implantable products and processes in scope
- Design and development files and risk management records
- Supplier controls and outsourced processes
- Certification body scheduling around the Seollal and Chuseok holiday periods
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in South Korea?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In South Korea these factors move both.
- Number of sites and product families
- Documentation and validation work the gap analysis calls for
- Certification body audit fees quoted separately from consulting
- Regulatory submissions and testing handled separately
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in South Korea
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in South Korea are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in South Korea
Use a certification body accredited for this standard by the Korea Accreditation Board (KAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Certification does not replace the Ministry's permission to manufacture or sell a device. No body is named here unless its accreditation scope has been verified. Audit language
Agree the audit language and the language of controlled documents with the certification body at application; submissions to the Ministry are made in Korean.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; manufacturing, cleanroom and warehouse areas are normally audited on-site.
ISO 13485 in South Korea: questions clients ask
Does the Medical Devices Act require ISO 13485?
The text does not name ISO 13485. It requires manufacturing business permission from the Minister of Food and Drug Safety and says applicants must have the facilities and manufacturing and quality control systems in place before they apply. ISO 13485 is a common way to structure that system, but confirm the Ministry's current expectations before relying on the certificate.
Who accredits certification bodies for ISO 13485 in South Korea?
The Korea Accreditation Board lists a medical devices quality management scheme based on ISO 13485 and shows ISO 13485 among the scopes it holds within the international arrangements. Choose a certification body whose KAB accreditation covers your device types, then ask it what your target market's regulators accept.
Does an ISO 13485 certificate let me sell a device in Korea?
No. The Medical Devices Act has the Minister of Food and Drug Safety grant manufacturing permission and handle the product-level process, and a management-system certificate is separate from that. Treat ISO 13485 as evidence that your quality system works, and plan the regulatory submission alongside it, ideally with regulatory counsel.
Do AI-enabled devices face extra rules?
They can. The AI Basic Act's definition of high-impact AI includes the development and use of medical devices and digital medical devices, which brings duties such as risk management measures and user notice for operators that fall within it. Check with counsel whether your product is in scope and how the Act's thresholds apply.
