ISO 27701 certification in Singapore at a glance

One Singapore instrument bears on ISO/IEC 27701. It does not name the standard. So why do buyers in Singapore keep asking for the certificate?

Privacy information management has had a local accreditation route since August 2023, when the Singapore Accreditation Council launched its programme for ISO/IEC 27701 as an extension to ISO/IEC 27001 certification, assessed against ISO/IEC TS 27006-2. That fits the local law well: the Personal Data Protection Act 2012 sets eleven obligations, including reasonable security arrangements and notification of significant data breaches to the PDPC, but issues no certificate of its own. ISO/IEC 27701 lets a controller or processor show, through one audited system, how it governs personal data — useful for SaaS firms, shared-service centres, healthcare providers and fintechs answering customer privacy questionnaires across the region. The certificate is issued by an accredited certification body and only on top of an ISO/IEC 27001 information security management system. Sterling extends existing ISMS scopes, or builds both together, from its Singapore office, mapping PDPA obligations into the privacy controls with Effivity and Sterling Academy included. Local questions follow.

The need

Who needs ISO 27701 in Singapore, and what happens without it

In Singapore the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Controllers and processors subject to the PDPAThe Act's eleven obligations, including protection and breach notification.
  • ISO/IEC 27001-certified organisationsSAC's PIMS programme is an extension to ISMS certification.
  • SaaS firms, shared-service centres and fintechs answering privacy questionnairesCustomers ask for independent privacy assurance.
  • Providers to banksMAS outsourcing guidelines add provider risk management.

ISO 27701 requirements in Singapore

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Singapore these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a Singapore company certified

Time

How long does ISO 27701 certification take in Singapore?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Singapore these are the factors that set the timeline.

  • Existing ISO/IEC 27001 scope and certification status
  • Controller and processor roles to map
  • Data inventory and records of processing

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Singapore?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Singapore these factors move both.

  • Number of processing activities and systems
  • Certification body audit fees quoted separately from consulting
  • Whether ISO/IEC 27001 is built at the same time

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Singapore

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Singapore are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in Singapore (2)

    InstrumentHow it treats the standard
SAC programme launch for Privacy Information Management System certification (2 August 2023)Market driver
ISO/IEC 27701:2019 accredited as an extension to ISO/IEC 27001 certification, assessed against ISO/IEC TS 27006-2:2021.
Personal Data Protection Act 2012Expected in practice
Obligations including protection and data breach notification; no standard named.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Singapore

Use a certification body accredited for this standard by the Singapore Accreditation Council (SAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27701 in Singapore: questions clients ask

Can we be certified to ISO/IEC 27701 without ISO/IEC 27001?

Not through SAC. Its programme accredits ISO/IEC 27701:2019 as an extension to ISO/IEC 27001 certification, assessed against ISO/IEC TS 27006-2:2021, so an ISO/IEC 27001 certificate is the foundation. If you do not hold one, plan to build both. Ask your certification body how it would sequence the two audits.

Does ISO 27701 certification prove PDPA compliance?

No. It is independent assurance of your privacy management system, not a ruling on the law. PDPA compliance is judged against the Act itself, overseen by PDPC. Your counsel can tell you whether your practices meet the Act, whatever certificates you hold.

ISO 27701 or the Data Protection Trustmark?

Both are accredited by SAC, so the choice is about audience. The Data Protection Trustmark is specific to Singapore, while ISO/IEC 27701 is international. If buyers abroad matter, the international standard travels further; if your customers are local, the Trustmark may be enough.
