In short

ISO 22301 certification in Singapore at a glance

Two Singapore instruments bear on ISO 22301. Not one of them names it. So why do buyers in Singapore keep asking for the certificate?

Financial institutions supervised by the Monetary Authority of Singapore work to MAS's Guidelines on Business Continuity Management, which address board and senior management responsibility, recovery with time targets, interdependencies, concentration risk and the testing of plans. The guidelines do not cite ISO 22301, but a certified business continuity management system gives banks, insurers and their service providers an audited structure for the same disciplines. The same reasoning reaches owners of critical information infrastructure under the Cybersecurity Act 2018, data centre and cloud operators, and logistics firms whose customers ask for tested continuity arrangements. Certification is granted by an accredited certification body; the Singapore Accreditation Council lists Business Continuity Management System among its accreditation programmes. Sterling runs the business impact analysis, risk assessment, strategies, plans and exercises from its Singapore office, and maps the result to MAS expectations where the client is regulated. The certification route and local questions follow.

The need

Who needs ISO 22301 in Singapore, and what happens without it

In Singapore the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, insurers and other MAS-supervised institutionsMAS Guidelines on Business Continuity Management.
  • Service providers to banksMAS outsourcing guidelines cover the management of outsourced relevant services.
  • Critical information infrastructure ownersThe Cybersecurity Act 2018 sets duties to protect CII.
  • Data centre, cloud and logistics operatorsCustomers ask for tested continuity arrangements.

ISO 22301 requirements in Singapore

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Singapore these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in Singapore?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Singapore these are the factors that set the timeline.

  • Number of critical services and sites in the business impact analysis
  • Existing MAS BCM artefacts that can be reused
  • Exercise programme completed before stage 2

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Singapore?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Singapore these factors move both.

  • Number of sites and critical services
  • Certification body audit fees quoted separately from consulting
  • Alternate site and recovery testing

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Singapore

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Singapore are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in Singapore (3)

    InstrumentHow it treats the standard
Guidelines on Business Continuity Management (MAS)Expected in practice
Sets BCM principles for financial institutions; ISO 22301 not cited.
Cybersecurity Act 2018 (as amended in 2024)Expected in practice
CII owners' duties; no standard cited.
SAC accreditation programme for Business Continuity Management System certification bodiesMarket driver
Accredited certification for this standard is available through Singapore's national accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO 22301 covers without naming a standard, and ISO 22301 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Singapore

Use a certification body accredited for this standard by the Singapore Accreditation Council (SAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 22301 hub →

    Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22301 in Singapore: questions clients ask

Do MAS BCM guidelines require ISO 22301?

No. The MAS Guidelines on Business Continuity Management set principles for financial institutions and do not cite ISO 22301. Certification is a voluntary way to show the same discipline. Check with MAS or your institution's compliance team what your own obligations are.

    Is SAC-accredited BCMS certification available?

Yes. Singapore's national accreditation body runs a programme accrediting Business Continuity Management System certification bodies, so the route exists locally. It is a market driver, not a mandate. Confirm the scope of the body you choose before you rely on it.

Can the business continuity system share evidence with ISO 27001?

Yes, to a useful degree. Risk assessment, incident handling and ICT continuity evidence overlap between the two systems, so material gathered for one is a sound starting point for the other. Running them as one programme avoids asking the same people for the same records twice.
