In short

ISO 20000-1 certification in Saudi Arabia at a glance

One Saudi instrument bears on ISO/IEC 20000-1. It does not name the standard. So why do buyers in Saudi Arabia keep asking for the certificate?

Managed service and cloud providers serving Saudi government agencies meet the National Cybersecurity Authority's Essential Cybersecurity Controls through their customers' contracts: ECC-2:2024 includes third-party cybersecurity and cloud computing and hosting cybersecurity among its subdomains. ISO/IEC 20000-1 addresses the service side of that relationship, covering service level management, incident and problem management, change and release, capacity, availability and continuity, and certification shows that IT services run as an audited management system. The Cloud Computing Special Economic Zone in Riyadh, announced in 2023, is one sign of the growth in hosting within the Kingdom. No Saudi regulation checked for this page requires ISO/IEC 20000-1. Certification comes from an accredited certification body; confirm its accreditation scope covers the standard, since the Saudi Accreditation Center's IAF MLA recognition, as IAF recorded it, covers ISO 9001. Sterling's Riyadh office designs the service management system, aligns it with ISO/IEC 27001 where both are wanted and prepares the internal audit and management review. Questions follow.

The need

Who needs ISO 20000-1 in Saudi Arabia, and what happens without it

In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Managed service and cloud providers to government agenciesECC third-party and cloud computing and hosting requirements reach providers through contracts.
  • IT providers to banks and insurersSAMA member organisations flow down service and resilience requirements.

Requirements

ISO 20000-1 requirements in Saudi Arabia

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.

Services are defined and agreedA service catalogue and service-level agreements state what you deliver and to what standard.
Management owns the service systemTop management sets the service management policy and objectives and provides the people and tools to meet them.
Changes and releases are controlledChanges, releases and deployments are assessed, approved and tracked so live services stay stable.
Incidents and problems are resolvedIncidents and requests are handled to agreed targets, and recurring problems are traced back to their cause.
Capacity, continuity and security are plannedCapacity, availability, continuity and information security are planned so agreed service commitments can be met.
Suppliers and performance are reviewedSuppliers and internal teams are managed against agreements, performance is reported, and the system is audited and reviewed.

In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How Sterling gets a Saudi company certified

How to get ISO 20000-1 certified in Saudi Arabia

One team from the Riyadh office carries the work from scoping to certificate. Clients across the Kingdom, from the Riyadh office; on-site where the work needs it and remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 20000-1 and the Saudi requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 20000-1 certification take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

  • Number of services and customers in scope
  • Maturity of incident, change and service level processes
  • Existing ISO/IEC 27001 controls to reuse
  • Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 20000-1 certification cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.

  • Number of services, sites and support teams
  • Service management tooling
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO/IEC 27001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 20000-1 consultants and certification bodies in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 20000-1 in Saudi Arabia (2)

    InstrumentHow it treats the standard
Essential Cybersecurity Controls (ECC-2:2024), National Cybersecurity AuthorityExpected in practice
Third-party and cloud computing and hosting subdomains apply to providers through contracts; ISO/IEC 20000-1 not named.
    Saudi Accreditation Center — IAF MLA admission (ISO/IEC 17021-1, ISO 9001 sub-scope)Accreditation
IAF recorded SAAC's MLA scope as ISO 9001 only; confirm the certification body's ISO/IEC 20000-1 accreditation.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 20000-1 covers without naming a standard, and ISO/IEC 20000-1 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Saudi Arabia

Use a certification body accredited for this standard by the Saudi Accreditation Center (SAAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001 quality management certification, so check that the accreditation scope covers ISO/IEC 20000-1 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO/IEC 20000-1 hub →

    Audit language

Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 20000-1 in Saudi Arabia: questions clients ask

Is ISO 20000-1 required for government IT contracts?

No Saudi regulation checked requires it. The NCA's Essential Cybersecurity Controls do create expectations, though: their third-party and cloud computing and hosting requirements reach IT providers to government through contracts. A tender or contract may therefore ask for it, so read the specific terms and confirm with the buyer.

Can ISO 20000-1 and ISO 27001 be audited together?

Yes, an integrated audit of ISO 20000-1 and ISO 27001 is possible, but it is at the certification body's discretion rather than a right. Ask the body at application whether it offers one, how it would plan it, and what it needs from you so the two systems can share documents and evidence.

Which accreditation should our certification body hold?

Use a certification body whose accreditation, from SAAC or another body within the international mutual recognition arrangements, includes ISO/IEC 20000-1. The recorded SAAC mutual recognition scope is ISO 9001 quality management, so ISO/IEC 20000-1 and your sector need checking on the accreditation certificate itself. No body is recommended here.
