In short

PCI DSS compliance in Poland at a glance

PCI DSS (PCI Security Standards Council) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Poland ask for evidence that you meet it.

Nobody in Poland issues a PCI DSS certificate, and no Polish statute is behind the standard. The PCI Security Standards Council maintains it and lists the Qualified Security Assessors who can validate compliance, while the payment brands and each business's acquirer decide how that validation must be done: an assessor's Report on Compliance for larger merchants and service providers, or a self-assessment questionnaire for smaller ones. In the Polish market the standard reaches online retailers, fintechs and payment providers, as well as BPO, contact-centre and shared-service teams that take card details on behalf of overseas clients, and hosting firms whose systems sit close to the card-data environment. The GDPR sits alongside because cardholder data is personal data, with the President of the UODO as supervisor, and financial entities answer to the Komisja Nadzoru Finansowego and DORA. Sterling's Frankfurt office narrows the scope, closes control gaps and prepares the evidence the assessor or questionnaire needs, with Effivity and Sterling Academy included in the engagement.

The need

Who needs PCI DSS in Poland, and what happens without it

These are the organisations in Poland that most often need to show PCI DSS.

  • BPO, contact-centre and shared-service providers handling card data for overseas clientsClients require service-provider validation before card data is handled.
  • Fintechs, payment service providers and processorsPayment brands require validated compliance, and financial supervision adds ICT risk duties.
  • Hosting, cloud and software providers whose systems touch cardholder dataCustomers ask for evidence that their service does not weaken the card-data environment.

Requirements

PCI DSS requirements in Poland

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Poland these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Poland?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Poland these are the factors that set the timeline.

  • Size and complexity of the cardholder-data environment
  • Segmentation and scope-reduction work
  • Evidence for logging, testing and vulnerability management
  • Assessor and acquirer scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Poland?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Poland these factors move both.

  • Number of systems, sites and payment channels in scope
  • Remediation of control gaps and network segmentation
  • Penetration testing and scanning
  • Assessor fees, quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Poland

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Poland are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Poland

Compliance validation, not certification: depending on the requirements of the payment brands and the acquirer, validation is by a Qualified Security Assessor (Report on Compliance) or by self-assessment questionnaire. QSAs are listed by the PCI Security Standards Council. No QSA is named here. Edition and transition details: PCI DSS hub →

    Audit language

Assessments can be carried out in Polish or English; the Report on Compliance is normally written in English for acquirers and card brands.

    Remote and on-site

Interviews and evidence review can be remote; data centres and cardholder-data environments are assessed on-site as the assessor requires.

PCI DSS in Poland: questions clients ask

Is PCI DSS a Polish legal requirement?

It is a payment-industry standard maintained by the PCI Security Standards Council, enforced through card-brand and acquirer requirements rather than a Polish statute. The GDPR separately requires appropriate security for personal data, and cardholder data is personal data. Ask your acquirer which validation level applies, and your counsel how the GDPR applies to your processing.

Do we need a QSA or can we self-assess?

That depends on your merchant or service-provider level and on what your acquirer and the card brands require. Larger volumes and service providers usually need a Qualified Security Assessor to issue a Report on Compliance, while smaller merchants may complete a self-assessment questionnaire. The PCI Security Standards Council lists QSAs. Get the requirement from your acquirer in writing.

How does the KNF or DORA affect PCI DSS work for Polish financial firms?

They add duties alongside it. The Komisja Nadzoru Finansowego is the cybersecurity competent authority for banking and financial market infrastructure, and the amending Act cross-refers to DORA for financial entities. Neither names PCI DSS, so fit the card-data environment into your ICT risk management and ask your supervisor what it expects.

Is there a PCI DSS certificate?

No. PCI DSS produces validated compliance, shown by a Report on Compliance from a Qualified Security Assessor or by a self-assessment questionnaire, depending on the payment brands' and acquirer's requirements. Compliance has to be maintained and revalidated. Anyone offering a PCI certificate should be asked for the assessor's listing on the PCI Security Standards Council website.
