In short

ISO 13485 certification in Pakistan at a glance

In Pakistan, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Medical device makers and importers in Pakistan deal with the Drug Regulatory Authority of Pakistan, whose Medical Devices Rules, 2017 provide for licensed manufacturers and importers and for devices to be enlisted or registered through the Medical Device Board. DRAP's pages do not name ISO 13485, so the certificate is best understood as evidence of a controlled quality system that supports a licence application, a hospital tender or an export file; it does not replace any approval. Check the accreditation behind it as well: PNAC's recognition entries on the legacy mutual recognition site do not include ISO 13485, so ask the certification body which accreditation it relies on and whether your target market accepts it. Sterling's Mumbai office helps manufacturers and suppliers set up design and risk files, supplier controls and internal audits, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs ISO 13485 in Pakistan, and what happens without it

In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Local manufacturers of medical devicesThe Medical Devices Rules, 2017 provide for DRAP licensing of manufacturers and enlistment or registration of devices; a quality system helps meet and show control.
  • Importers and distributors of medical devicesDRAP publishes lists of licensed importers, and overseas manufacturers they represent are often asked for quality system evidence.
  • Contract manufacturers and component suppliers to device makersDevice makers pass supplier-control and traceability requirements down the chain.
  • Exporters to regulated marketsOverseas regulators and notified bodies commonly look for a quality management system certificate for medical devices.

Requirements

ISO 13485 requirements in Pakistan

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Pakistani company certified

Time

How long does ISO 13485 certification take in Pakistan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.

  • Device classes and product families in scope
  • Design, development and risk management files already held
  • Supplier controls, sterilisation or software processes
  • DRAP licensing steps and certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Pakistan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.

  • Number of products, classes and sites
  • Clinical, biocompatibility or performance evidence needed
  • Certification body audit fees quoted separately from consulting
  • Validation work for processes and software

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Pakistan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in Pakistan (3)

    InstrumentHow it treats the standard
    Medical Devices Rules, 2017 (DRAP)Context
Does not name ISO 13485 on the pages checked. DRAP licenses manufacturers and importers and enlists or registers devices through the Medical Device Board.
Drug Regulatory Authority of Pakistan Act, 2012Scheme rule
The Act establishing DRAP is listed on the Senate site (Act No. XXI of 2012).
    PNAC recognition entriesAccreditation
The legacy mutual recognition site does not show ISO 13485 among PNAC's recognition entries.

Accreditation, audit language and remote audits in Pakistan

Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC's recognition entries on the legacy mutual recognition site do not include ISO 13485, so ask the certification body which accreditation backs its medical device certificates and whether the regulator or customer in your target market accepts it. The certificate does not replace DRAP licensing or enlistment. Edition and transition details: ISO 13485 hub →

    Audit language

Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits are on-site at manufacturing and storage areas; design file and document review can be partly remote.

ISO 13485 in Pakistan: questions clients ask

Does DRAP require ISO 13485 for medical device makers?

DRAP's Medical Devices Rules, 2017 license manufacturers and importers and enlist or register devices through the Medical Device Board, and the DRAP pages cited here do not name ISO 13485. Treat the standard as evidence of a quality system rather than a stated licence condition, and confirm current requirements with DRAP.

Who issues an ISO 13485 certificate for a Pakistani manufacturer?

An accredited certification body does, after auditing the quality management system; neither Sterling nor DRAP issues it. PNAC's recognition entries on the legacy mutual recognition site do not include ISO 13485, so ask each body which accreditation it relies on and whether your target market accepts it.

Does an ISO 13485 certificate replace DRAP licensing?

No. DRAP licenses medical device manufacturers and importers and enlists or registers devices under the Medical Devices Rules, 2017, and a management-system certificate does not take the place of those approvals. It can support the quality-system side of an application. Keep the regulatory file and the certificate as two separate workstreams.

What goes into an ISO 13485 readiness project?

Readiness work centres on the product families and device classes in scope, the design and risk management files, supplier controls, and any sterilisation or software processes. Gaps in design records or supplier control usually take longest. Agree the scope first, since it decides which files and processes an auditor will sample.
