In short

PCI DSS compliance in Norway at a glance

One Norwegian instrument bears on PCI DSS. It does not name the standard. So why do buyers in Norway keep asking for evidence of it?

Card payments reach Norwegian businesses through contracts, not statute: the PCI Security Standards Council maintains the PCI Data Security Standard, and acquirers and payment brands set the validation route by merchant or service provider level. Validation comes from a Qualified Security Assessor's Report on Compliance or from a self-assessment questionnaire, and no Norwegian accreditation body issues a certificate. The Personal Data Act and the GDPR still require appropriate security for card data as personal data, and the DORA-loven puts ICT provider follow-up on financial firms, which payment suppliers meet through contract terms. Retailers, payment service providers and SaaS platforms feel it most. Sterling's Enschede office reduces scope, maps data flows, strengthens controls and prepares the evidence the assessor or questionnaire needs, with Effivity and Sterling Academy included with the engagement.

The need

Who needs PCI DSS in Norway, and what happens without it

These are the organisations in Norway that most often need to show PCI DSS.

  • Online retailers and merchants taking card paymentsAcquirers and payment brands set validation requirements for merchants at their level.
  • Payment service providers, processors and gatewaysService providers store, process or transmit card data for merchants and need independent validation.
  • SaaS and platform companies whose software touches card dataCustomers ask platform providers for evidence of cardholder data protection.
  • Hospitality, travel and ticketing businessesCard acceptance at scale brings the standard through acquiring contracts.

Requirements

PCI DSS requirements in Norway

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Norway?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.

  • Merchant or service provider level and the validation route set by the acquirer
  • Cardholder data flows, network segmentation and scope reduction
  • Payment page, e-commerce and third-party script controls
  • Evidence collection for the assessor or questionnaire

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Norway?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Norway these factors move both.

  • Size of the cardholder data environment
  • Segmentation and remediation work
  • Assessor or questionnaire preparation effort
  • Number of payment channels and providers

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Norway

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Norway (3)

    InstrumentHow it treats the standard
    PCI Security Standards CouncilScheme rule
The Council lists the PCI Data Security Standard (PCI DSS) among its standards, alongside PIN, point-to-point encryption and 3DS standards.
Lov om behandling av personopplysninger (personopplysningsloven) and the GDPRExpected in practice
Appropriate security of personal data, including card data; PCI DSS is not cited.
Lov om digital operasjonell motstandsdyktighet i finanssektoren (DORA-loven)Related
Financial firms must manage ICT risk and follow up ICT providers, which payment suppliers meet in contract terms; PCI DSS is not named.

"Expected in practice" means the instrument asks for the outcomes PCI DSS covers without naming a standard, and PCI DSS is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Norway

Compliance, not certification: PCI DSS compliance is validated by a Qualified Security Assessor (Report on Compliance) or by a self-assessment questionnaire, as the payment brands and the acquirer require for the merchant or service provider level. No Norwegian accreditation body issues a PCI DSS certificate. Edition and transition details: PCI DSS hub →

    Audit language

Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.

    Remote and on-site

Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.

PCI DSS in Norway: questions clients ask

Is PCI DSS a Norwegian law?

No. PCI DSS is a standard maintained by the PCI Security Standards Council, an industry body, and applies through contracts with acquirers and the payment brands. Norwegian law does not name it. The Personal Data Act and the GDPR still require appropriate security for card data as personal data, so both sets of duties can apply.

How is PCI DSS compliance validated in Norway?

By a Qualified Security Assessor issuing a Report on Compliance, or by a self-assessment questionnaire, depending on the level the acquirer and the payment brands assign to the merchant or service provider. It is validation, not an accredited certificate. Ask your acquirer which route applies before you scope the work.

Does the Norwegian DORA law affect PCI DSS suppliers?

Indirectly, through the customer. The DORA-loven obliges financial firms to manage ICT risk and supervise their ICT providers, so a payment supplier to a bank may find those expectations written into its contract. Finanstilsynet's notice does not name PCI DSS, and counsel can say how the law reaches your particular arrangement.

Is PCI DSS the same as ISO 27001 for Norwegian customers?

No. PCI DSS protects payment card data and is validated through the card brands' route, while ISO/IEC 27001 is a management system standard certified by accredited bodies. They overlap in controls, so one programme can serve both, but a customer who asks for one will not usually accept the other as a substitute.
