ISO 20000-1 certification in Norway at a glance
In Norway, ISO/IEC 20000-1 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Norwegian law does not name ISO/IEC 20000-1, but the pressure on IT service providers is real. Finanstilsynet's DORA-loven, in force from 1 July 2025, covers ICT risk management, incident reporting, testing, ICT service contracts and follow-up of ICT providers for financial firms, so banks and insurers want evidence from the suppliers they depend on. NSM's advice lists ITIL among frameworks for IT delivery, operation and support, and ISO/IEC 27001 for information security. A certified service management system gives managed service providers, SaaS companies and in-house IT teams a recognised answer to those questions. Check the certification body's accredited scope in Norsk akkreditering's register. Sterling's Enschede office builds the service catalogue, incident, change and problem processes and internal audit, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 20000-1 in Norway, and what happens without it
In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Managed service providers and IT outsourcersFinancial and public customers expect structured service management and provider follow-up from suppliers.
- SaaS and cloud service providersCustomers may audit the service management processes behind availability and incident handling.
- In-house IT departments of banks, insurers and public bodiesDORA-loven and NSM guidance both emphasise structured ICT management.

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.
In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How long does ISO 20000-1 certification take in Norway?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.
- Number of services, customers and delivery locations in scope
- Maturity of incident, change, problem and service level processes
- Supplier and subcontractor management evidence
- Service catalogue and continual improvement records
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 20000-1 certification cost in Norway?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.
- Number of services and locations
- Process documentation uplift
- Certification body fees quoted separately from consulting
- Integration with ISO/IEC 27001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 20000-1 consultants and certification bodies in Norway
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Norway
Certification by a certification body accredited by Norsk akkreditering or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Confirm in Norsk akkreditering's register, or in the register of another accreditation body within the recognition arrangements, that the body's accredited scope covers ISO/IEC 20000-1 before you apply. Audit language
Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.
Remote and on-site
Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.
ISO 20000-1 in Norway: questions clients ask
Does DORA-loven require ISO 20000-1 from IT providers to Norwegian banks?
Not by name; ISO/IEC 20000-1 does not appear in Finanstilsynet's notice on the law. The DORA-loven asks financial firms to manage ICT risk and to oversee the providers they depend on, so a bank may well ask a supplier for a service management certificate during contract talks. The customer's own requirements are what to check.
Does NSM mention service management frameworks?
In its advice NSM lists management frameworks including ITIL, which it describes as a framework for quality assurance of delivery, operation and support in the IT sector, and ISO/IEC 27001 for information security. ISO/IEC 20000-1 is the certifiable service management standard, but NSM's advice is guidance and does not make it mandatory.
Which Norwegian bodies can certify ISO 20000-1?
One whose accredited scope lists ISO/IEC 20000-1. Norsk akkreditering publishes the standards held by each accredited body, so look there first, or in the equivalent register of another body in the recognition arrangements. Accreditation for ISO 9001 or ISO/IEC 27001 does not automatically carry over to service management, so confirm it in writing.
Is ISO 20000-1 certification a legal duty in Norway?
No general duty is recorded. Demand is commercial: customers, especially in finance and the public sector, ask service providers to show structured service management, and tenders may ask for evidence. If your contract or a sector rule does call for certification, that text decides, and counsel or the regulator can confirm what applies.
