ISO 13485 certification in Norway at a glance
DMP refers to ISO 13485, yet none of the Norwegian instruments checked makes it compulsory. Buyers in Norway ask for it anyway.
Norway applies the EU's medical device regulations through the EEA Agreement, so a manufacturer here works under the MDR and IVDR like any in the EU. The Norwegian Medical Products Agency (DMP) states that the manufacturer is legally responsible for safety and efficacy, that no national approval precedes marketing, and that a notified body assesses certain risk classes. It also lists national language rules: Norwegian for labels, manuals and safety notices, English for conformity assessment documentation. Harmonised standards on quality management, risk management and post-market systems are voluntary but give a presumption of conformity, which is where ISO 13485 fits. Norsk akkreditering lists ISO 13485:2016 in the scopes of accredited bodies. Sterling's Enschede office builds the quality management system, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 13485 in Norway, and what happens without it
In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Medical device manufacturers selling in Norway and the EEADMP states that the manufacturer is legally responsible for the safety and efficacy of its devices under the MDR and IVDR.
- Contract manufacturers and component suppliers to device makersManufacturers may extend quality system expectations to suppliers of devices and parts.
- Software and diagnostics companies developing devicesHarmonised standards cover quality management, risk and post-market systems.
- Importers and authorised representativesDMP can ask them for documentation in Norwegian or English to show compliance.

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in Norway?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.
- Device classes and conformity assessment route
- State of design and development, risk and post-market files
- Supplier controls and outsourced processes
- Language and documentation rules for Norway
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in Norway?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.
- Number of sites and device families
- Regulatory and clinical documentation uplift
- Certification body fees quoted separately from consulting
- Integration with ISO 14971 risk management
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in Norway
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Norway
Certification by a certification body accredited by Norsk akkreditering or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 13485:2016 appears in the scope of accredited bodies in the register kept by Norsk akkreditering. Note that notified bodies under the MDR are designated separately and are not the same as ISO 13485 certification bodies. Edition and transition details: ISO 13485 hub →
Audit language
Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.
Remote and on-site
Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.
ISO 13485 in Norway: questions clients ask
Does the Norwegian Medical Products Agency require ISO 13485?
The page DMP publishes on the legislation does not name ISO 13485. DMP explains that Norway applies the MDR and IVDR through the EEA Agreement and that the manufacturer is legally responsible, and that harmonised standards covering quality management systems are voluntary but give a presumption of conformity for the requirements they cover. Take advice on the standard your route expects.
What language rules apply to medical devices in Norway?
DMP lists them: labels and user manuals in Norwegian, conformity assessment documentation including audit and inspection reports in English, the declaration of conformity in English or Norwegian, safety notices to users in Norwegian, and implant card information in Norwegian. On request DMP accepts compliance documentation in Norwegian or English.
Which accredited bodies certify ISO 13485 in Norway?
Norsk akkreditering's public register lists ISO 13485:2016 in the scope of accredited management-system certification bodies, and a body accredited elsewhere within the same recognition arrangements is also acceptable. Remember that notified bodies under the MDR are designated separately, so an ISO 13485 certificate does not by itself replace a conformity assessment where one is required.
Does a device in Norway need approval from DMP before sale?
DMP states that medical devices do not require approval from national authorities before marketing. Devices that meet the safety requirements carry the CE mark and circulate freely in the EEA, and for certain risk classes a notified body must complete a conformity assessment first. Check your device's class and route with counsel or the notified body.
