ISO 27701 certification in New Zealand at a glance

Two New Zealand instruments bear on ISO/IEC 27701. Not one of them names it. So why do buyers in New Zealand keep asking for the certificate?

Few New Zealand privacy officers can show on one page how personal information moves through their organisation, and that is exactly what ISO/IEC 27701 requires. The Privacy Act 2020 puts the Office of the Privacy Commissioner in charge of thirteen information privacy principles, requires every agency to have a privacy officer, and requires notification of serious-harm breaches; the Privacy Amendment Act 2025 added principle 3A. The European Commission's adequacy decision supports transfers of EU personal data into New Zealand. None of these texts names ISO/IEC 27701, so certification is voluntary evidence, awarded by a certification body, ideally one accredited by JASANZ, as an extension of an information security management system. Sterling's Sydney office helps New Zealand controllers and processors map data, extend the system and prepare for audit, with Effivity software and Sterling Academy training included.

The need

Who needs ISO 27701 in New Zealand, and what happens without it

In New Zealand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Agencies of every size that hold personal informationThe Privacy Act 2020 applies to companies, small businesses, sole traders, charities and government departments that operate in New Zealand and collect personal information.
  • Providers that process personal information for customersPrinciple 5 asks an agency to protect information with reasonable safeguards, which processors are asked to evidence.
  • Organisations handling data of people in the European UnionThe European Commission has determined that New Zealand is adequate for EU data transfers, and the OPC provides periodic reports for monitoring.
  • Users of biometric or AI technologiesThe Biometric Processing Privacy Code 2025 and the Commissioner's AI guidance set expectations on how such tools are used.

ISO 27701 requirements in New Zealand

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In New Zealand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a New Zealand company certified

One team from the Sydney office carries the work from scoping to certificate. Clients across New Zealand are served from Sterling's Sydney office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27701 and the New Zealand requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27701 certification take in New Zealand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In New Zealand these are the factors that set the timeline.

  • Scope of processing activities as controller and processor
  • Maturity of the information security management system, since the standard extends ISO/IEC 27001
  • Mapping of personal information flows, including overseas disclosures
  • Certification body scheduling around public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in New Zealand?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In New Zealand these factors move both.

  • Number of processing activities and systems
  • Supplier and cross-border arrangements to review
  • Certification body audit fees quoted separately from consulting
  • Combined delivery with ISO/IEC 27001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in New Zealand

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in New Zealand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

The OPC states adequacy allows EU personal data to be transferred for processing; it does not name the standard.

Accreditation, audit language and remote audits in New Zealand

Use a certification body accredited for this standard by JASANZ, the joint Australia–New Zealand accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

English is the usual working language of audits; Māori and New Zealand Sign Language are official languages. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; sites and operations in scope are normally visited on-site.

ISO 27701 in New Zealand: questions clients ask

Does the Privacy Act 2020 require ISO 27701 certification?

No. The Act sets principles and duties, such as a privacy officer, reasonable security safeguards and notification of serious-harm breaches, and a certificate under ISO/IEC 27701 is voluntary evidence. Compliance is judged against the Act, not the standard. Ask your counsel or the Privacy Commissioner how your records and controls measure up.

How does ISO 27701 help with overseas disclosure under principle 12?

It provides a documented way to record where personal information goes and which safeguards apply to each recipient. Principle 12 permits disclosure to a foreign person or entity only on specific grounds, such as comparable privacy laws or informed authorisation. The standard does not decide those tests for you; it organises the evidence.

Does New Zealand's EU adequacy make ISO 27701 unnecessary?

No. The OPC says adequacy allows EU data to be transferred to New Zealand for processing, but it does not remove your own duties under the Privacy Act or any contractual terms with European customers. ISO 27701 can help show how you manage personal information. Ask counsel what your European contracts require.

Do I need ISO 27001 before ISO 27701?

The standard extends an information security management system, so you need that foundation in place, whether certified or built together in one project. The maturity of your ISO/IEC 27001 system therefore affects timing. The certification body will explain whether both can be audited together.
