In short

ISO 37301 certification in Mexico at a glance

Ley General de Responsabilidades Administrativas refers to ISO 37301, yet none of the Mexican instruments checked makes it compulsory. Buyers in Mexico ask for it anyway.

Compliance in Mexico is not a single law but a growing list: sector regulators, the 2025 data protection law, the general law on administrative responsibilities, customer codes and tender conditions. ISO 37301 is the management system that keeps such obligations in one register with owners, controls, training and reporting. The administrative responsibilities law is the most direct link, since the authority weighs whether a legal person has an integrity policy with an enforced code of conduct, control and audit systems, reporting channels and training. It does not name ISO 37301. Global ACI lists the standard in the Entidad Mexicana de Acreditación's scope tree without a recognition date, so ask any certification body which accreditation backs its certificate. Sterling's New York office helps regulated firms and subsidiaries build the obligations register, assess risk, design controls and prepare for certification, with Effivity and Sterling Academy included with the engagement. The certificate comes from the accredited body.

The need

Who needs ISO 37301 in Mexico, and what happens without it

In Mexico the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Companies that want to evidence an integrity policyThe general administrative responsibilities law lists the elements of an integrity policy, and a compliance management system organises them.
  • Regulated firms managing several obligations at onceBanks, device makers and food processors juggle sector rules, data protection and customer requirements that a compliance system keeps in one register.
  • Subsidiaries of multinational groupsGroup compliance programmes need local obligations, controls and reporting to be mapped and tested.
  • Suppliers to public bodiesThe law lets firms in public contracting agree integrity programmes with the authorities, which depend on controls and training.

ISO 37301 requirements in Mexico

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.

You know your obligationsObligations from laws, regulators, contracts and voluntary commitments are identified and kept current.
The governing body and management leadThe governing body and top management set the compliance policy and support a culture in which compliance is expected.
A compliance function has authorityA compliance function is resourced, independent enough to act and has direct access to the governing body.
Compliance risks are assessedRisks of failing to meet obligations are assessed, and controls are designed in proportion to them.
Concerns are raised and handledPeople can raise concerns without fear of retaliation, and suspected breaches are investigated and corrected.
You monitor and reportCompliance performance is monitored, reported to leadership, audited and reviewed so the system improves.

In Mexico these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How Sterling gets a Mexican company certified

How to get ISO 37301 certified in Mexico

One team from the New York office carries the work from scoping to certificate. Clients across Mexico are served from Sterling's New York office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against ISO 37301 and the Mexican requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

      Time

How long does ISO 37301 certification take in Mexico?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Mexico these are the factors that set the timeline.

      • Compliance obligations register across business units and jurisdictions
      • Risk assessment, controls and training evidence
      • Reporting channel, investigation and corrective action records
      • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does ISO 37301 certification cost in Mexico?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mexico these factors move both.

      • Number of entities, countries and regulated activities in scope
      • Compliance tooling and register upkeep
      • Certification body audit fees, quoted separately from consulting
      • Training and monitoring programme design

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

ISO 37301 consultants and certification bodies in Mexico

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Mexico are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 37301 in Mexico (3)

          InstrumentHow it treats the standard
Ley General de Responsabilidades Administrativas — integrity policyRefers to / expects
The elements the law lists (organisation manual, enforced code of conduct, control and audit systems, reporting channels with disciplinary consequences, training) overlap with what a compliance management system covers; the law does not name ISO 37301.
Ley Federal de Protección de Datos Personales en Posesión de los Particulares (2025)Context
One of several legal obligations a compliance register must track, with a designated person or department for data subject requests; the law does not name ISO 37301.
Entidad Mexicana de Acreditación (EMA) recognition entries on Global ACIAccreditation
Global ACI lists ISO 37301 in EMA's management-system scope tree without a recognition date, while ISO 37001 carries one from 2 December 2025, so ask the certification body which accreditation backs a compliance certificate.

Accreditation, audit language and remote audits in Mexico

Use a certification body accredited for ISO 37301 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); Global ACI lists the standard in the Entidad Mexicana de Acreditación's scope tree without a recognition date, so ask each body which accreditation backs the certificate and whether your customer or regulator accepts it. The certification body decides, not Sterling. Edition and transition details: ISO 37301 hub →

          Audit language

Spanish is the usual language of Mexican law, tenders and regulatory filings, while audits for exporters and multinationals often run in English or in both languages; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

          Remote and on-site

Remote audit elements are at the certification body's discretion; head offices and operating sites are normally visited, while the obligations register, policies and case records can be reviewed remotely.

ISO 37301 in Mexico: questions clients ask

Does ISO 37301 satisfy Mexico's integrity policy test?

Not automatically. The law lists the elements the authority weighs when judging a legal person: an organisation manual, an enforced code of conduct, control and audit systems, reporting channels with disciplinary consequences and training. A compliance management system covers similar ground, but the authority judges what exists in practice. Ask your counsel how a certified system would be viewed.

What is the difference between ISO 37001 and ISO 37301?

ISO 37001 certifies an anti-bribery management system, while ISO 37301 certifies a wider compliance management system covering all obligations you choose to meet. Global ACI shows the first with a recognition date for the Entidad Mexicana de Acreditación, from December 2025, and the second in its scope tree without one.

Which accreditation backs ISO 37301 certification in Mexico?

Global ACI lists ISO 37301 in the scope tree for the Entidad Mexicana de Acreditación but shows no recognition date for it. A body accredited by another member of the international arrangements may issue the certificate. Ask for its accreditation certificate and scope, and confirm your customer or regulator accepts it.

Does a compliance management system need a dedicated officer in Mexico?

The data protection law requires each controller to designate a person or department to handle data subject requests, and the integrity policy elements include reporting channels and training. The standard requires defined responsibility for compliance, scaled to your organisation. Decide the roles with your counsel and record them in the register.
