ISO 45001 certification in Mexico at a glance
In Mexico, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Workplace safety in Mexico has a statutory side enforced by the Secretaría del Trabajo y Previsión Social and a voluntary side that STPS promotes through its Programa de Autogestión en Seguridad y Salud en el Trabajo, which recognises companies that run management systems based on national and international standards and exempts participating workplaces from federal labour inspections. ISO 45001 sits beside that scheme rather than inside it. The Entidad Mexicana de Acreditación is shown by Global ACI as recognised for ISO 45001 certification since May 2020, and customers on both sides of the border increasingly ask contractors for a certificate before granting site access. The legal duties stay in force whatever certificate a plant holds. Sterling's New York office helps manufacturers, contractors and warehouse operators run hazard identification, worker participation and incident learning, with Effivity software and Sterling Academy training included, while the certification body issues the certificate.
Who needs ISO 45001 in Mexico, and what happens without it
In Mexico the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Manufacturers and plants seeking a recognised safety management systemSTPS runs a voluntary safety and health self-management programme based on national and international standards, and an ISO 45001 system supplies the same management discipline.
- Contractors working on customer sitesPrincipal contractors increasingly ask suppliers for evidence of a managed safety system before granting site access.
- Auto, electronics and heavy-industry exportersCustomer audits cover health and safety alongside quality, and a certified system answers them in a recognised form.
- Logistics, warehousing and construction firmsHigher-hazard operations benefit from structured hazard identification, incident learning and worker participation.

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.
In Mexico these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How long does ISO 45001 certification take in Mexico?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Mexico these are the factors that set the timeline.
- Hazard identification and risk assessment across all activities and shifts
- Worker consultation and participation arrangements
- Incident, near-miss and contractor management records
- Certification body scheduling
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 45001 certification cost in Mexico?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mexico these factors move both.
- Number of sites, workers and contractors in scope
- Engineering controls, guarding and protective equipment
- Certification body audit fees, quoted separately from consulting
- Training and competence programmes for supervisors
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 45001 consultants and certification bodies in Mexico
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Mexico are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Mexico
Use a certification body accredited for ISO 45001 by the Entidad Mexicana de Acreditación (EMA) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers your sector. Global ACI lists EMA's ISO 45001 recognition from 20 May 2020. STPS's Empresa Segura recognition is a separate government scheme. The accredited certification body decides, not Sterling. Audit language
Spanish is the usual language of Mexican law, tenders and regulatory filings, while audits for exporters and multinationals often run in English or in both languages; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion; plants, construction sites and warehouses are normally visited so auditors can talk to workers and see controls in practice.
ISO 45001 in Mexico: questions clients ask
Is the STPS safety programme the same as ISO 45001?
No. The Programa de Autogestión en Seguridad y Salud en el Trabajo is a voluntary STPS scheme with its own recognition levels, and STPS says participating workplaces are not subject to federal labour inspections. An ISO 45001 certificate comes from an accredited certification body. The two can share work, but neither replaces the other.
Does ISO 45001 replace mandatory workplace safety rules in Mexico?
No. Mandatory occupational safety and health duties stay in force whatever certificate a workplace holds, and STPS enforces them. ISO 45001 requires you to identify and meet those legal requirements inside your management system. Check which norms apply to your activity with STPS or your counsel before deciding the scope.
Who accredits ISO 45001 certification bodies in Mexico?
The Entidad Mexicana de Acreditación, which Global ACI lists as recognised for ISO 45001 certification since May 2020. Certification bodies accredited by other members of the arrangements can also certify Mexican sites. Ask each for its accreditation certificate and scope, and confirm your customer accepts it.
Do contractors need ISO 45001 to work on Mexican customer sites?
There is no general Mexican rule saying so; it depends on the principal contractor or site owner. Many ask suppliers for evidence of a managed safety system before granting access, and a certificate is one form that evidence takes. Read the prequalification requirements in each contract rather than assuming.
