In short

ISO 37001 certification in Mexico at a glance

Ley General de Responsabilidades Administrativas refers to ISO 37001, yet none of the Mexican instruments checked makes it compulsory. Buyers in Mexico ask for it anyway.

Anti-bribery risk in Mexico is addressed in law through the liability of legal persons: under the Ley General de Responsabilidades Administrativas, the authority weighs whether a company has an integrity policy with listed elements, including a code of conduct that is enforced, control and audit systems, reporting channels with disciplinary consequences and training. The same law lets the Secretarías agree integrity programmes with firms taking part in public contracting. ISO 37001 names none of that, but it gives those elements a certifiable structure. Global ACI shows the Entidad Mexicana de Acreditación recognised for ISO 37001 certification from December 2025, a recent entry, so check the accreditation scope carefully. Sterling's New York office helps suppliers, exporters and subsidiaries run bribery risk assessment, associate due diligence and reporting arrangements, with Effivity and Sterling Academy included. A certificate gives no legal protection by itself, and it comes from the accredited body.

The need

Who needs ISO 37001 in Mexico, and what happens without it

In Mexico the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Suppliers and contractors to public bodiesThe general law on administrative responsibilities lets the Secretarías agree integrity programmes with firms taking part in public contracting, and ISO 37001 gives the anti-bribery part a structure.
  • Companies with a legal-person liability exposureIn judging a legal person's liability the authority weighs whether it has an integrity policy with listed elements, so documented controls count.
  • Exporters and subsidiaries of foreign groupsForeign parents ask local subsidiaries to run controls against bribery in dealings with officials and agents.
  • Logistics, customs-facing and construction firmsFrequent dealings with permits, inspections and customs raise the risk that bribery controls address.

Requirements

ISO 37001 requirements in Mexico

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.

Leadership says no to briberyTop management and the governing body set an anti-bribery policy and show visible, consistent commitment to it.
Someone independent oversees complianceAn anti-bribery compliance function has the authority and independence to oversee the system.
You assessed your bribery risksBribery risks across activities, locations, business partners and transactions are assessed and kept up to date.
People and partners are checkedDue diligence covers relevant staff, business partners and projects, with controls on gifts, hospitality and donations.
Financial and other controls workFinancial and non-financial controls make it hard to pay or receive a bribe without it being noticed.
Concerns can be raised and investigatedStaff can report concerns in confidence without retaliation, and suspected bribery is investigated and acted on.

In Mexico these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

Time

How long does ISO 37001 certification take in Mexico?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Mexico these are the factors that set the timeline.

  • Bribery risk assessment across business units, agents and projects
  • Due diligence on business associates and gifts, hospitality and donations controls
  • Reporting, investigation and compliance function independence
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 37001 certification cost in Mexico?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mexico these factors move both.

  • Number of entities, countries and high-risk relationships in scope
  • Due diligence tooling and training
  • Certification body audit fees, quoted separately from consulting
  • Investigation and reporting channel set-up

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 37001 consultants and certification bodies in Mexico

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Mexico are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 37001 in Mexico (3)

    InstrumentHow it treats the standard
Ley General de Responsabilidades Administrativas — integrity policyRefers to / expects
The authority weighs whether a legal person has an integrity policy with at least an organisation manual, a published code of conduct with real enforcement, control, oversight and audit systems, reporting systems with disciplinary consequences, and training; it does not name ISO 37001.
Ley General de Responsabilidades Administrativas — integrity programmes in public contractingRegulator scheme
The Secretarías may sign collaboration agreements with firms taking part in public contracting and with business chambers on self-regulation, internal controls and an integrity programme designed with international good practice.
Entidad Mexicana de Acreditación (EMA) recognition entries on Global ACIAccreditation
Global ACI shows EMA recognised for ISO 37001 certification from 2 December 2025, and EMA's own site lists anti-bribery management systems among its regional recognition scopes.

Accreditation, audit language and remote audits in Mexico

Use a certification body accredited for ISO 37001 by the Entidad Mexicana de Acreditación (EMA) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); Global ACI lists EMA's ISO 37001 recognition from 2 December 2025, a recent entry, so check that the body's accreditation scope covers the standard and that your customer accepts it. A certificate does not give legal protection by itself. The certification body decides, not Sterling. Edition and transition details: ISO 37001 hub →

    Audit language

Spanish is the usual language of Mexican law, tenders and regulatory filings, while audits for exporters and multinationals often run in English or in both languages; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion; head offices, project sites and high-risk functions are normally visited, while policies, due diligence files and investigation records can be reviewed remotely.

ISO 37001 in Mexico: questions clients ask

Does Mexican law require ISO 37001?

No. The general law on administrative responsibilities weighs whether a legal person has an integrity policy with listed elements, but it names no ISO standard. ISO 37001 is one structured way to build and evidence anti-bribery controls. Whether it helps in a particular matter is for your counsel and the authority, not for the certificate.

Can ISO 37001 certification protect a company from liability?

A certificate does not by itself give legal protection. The law requires the authority to weigh whether a real integrity policy existed, with elements such as a code of conduct that is enforced, audit systems, reporting channels and training. A certified system can help evidence those elements, but ask your counsel how it would be assessed.

Who accredits ISO 37001 certification bodies in Mexico?

The Entidad Mexicana de Acreditación, which Global ACI lists for ISO 37001 from December 2025, a recent entry. Bodies accredited by other members of the arrangements can also certify Mexican sites. Always request the body's accreditation certificate and scope, and make sure your customer accepts it.

Do integrity programmes for public contractors relate to ISO 37001?

They are parallel. The law lets the Secretarías sign agreements with firms taking part in public contracting on self-regulation, internal controls and an integrity programme designed with international good practice. ISO 37001 can be one of those practices, but the agreement and the programme are the authority's, not the certification body's.
