FSSC 22000 certification in Mexico at a glance
In Mexico, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Food companies in Mexico live under a mandatory baseline, NOM-251-SSA1-2009, which sets hygiene practices for any establishment processing food, beverages or supplements, and a commercial layer where retailers and multinational brands ask for a recognised certificate. FSSC 22000, owned by Foundation FSSC and positioned by it as GFSI-recognised, is one of the schemes that layer relies on. For certification bodies, Global ACI lists the FSSC 22000 scheme parts under the Entidad Mexicana de Acreditación's recognition from November 2021, and the scheme owner licenses the bodies itself, so ask for both the accreditation scope and the licence. The hygiene norm and the certificate do not replace each other. Sterling's New York office helps processors, packaging makers and agri-food exporters build prerequisite programmes, food defence and fraud controls, with Effivity software and Sterling Academy training included. Certificates are issued by licensed, accredited certification bodies, never by Sterling.
Who needs FSSC 22000 in Mexico, and what happens without it
In Mexico the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers supplying retailers and multinational brandsRetail and brand customers ask suppliers for a certification scheme recognised for food safety, and FSSC 22000 is one the scheme owner positions as GFSI-recognised.
- Packaging makers and ingredient suppliers to the consumer goods industryThe scheme owner serves the consumer goods industry and its supply chains, which includes packaging and ingredients.
- Processors already working to the Mexican hygiene practices normThe mandatory hygiene norm for food processing sets the baseline that a certification scheme builds on.
- Agri-food exportersForeign buyers expect a recognised food safety certificate alongside the exporting country's own hygiene rules.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Mexico these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in Mexico?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Mexico these are the factors that set the timeline.
- State of prerequisite programmes, hygiene and allergen control
- Food defence, food fraud and traceability systems
- Number of lines, products and sites in scope
- Certification body scheduling under the scheme
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Mexico?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mexico these factors move both.
- Number of sites, lines and product categories in scope
- Upgrades to premises, equipment and monitoring
- Certification body audit fees, quoted separately from consulting
- Laboratory testing and verification records
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Mexico
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Mexico are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive FSSC 22000 in Mexico (3)
| Instrument | How it treats the standard |
|---|---|
| Foundation FSSC — scheme owner | Scheme rule FSSC describes itself as the global non-profit certification scheme owner for FSSC 22000 (food safety, GFSI-recognised) and FSSC 24000 (social), with a representative for Latin America and an integrity programme over its licensed partners. |
| Entidad Mexicana de Acreditación (EMA) recognition entries on Global ACI | Accreditation Global ACI lists the FSSC 22000 scheme parts under EMA's management-system recognition from 1 November 2021, with additional requirements for accreditation bodies in the scheme's own rules. |
| NOM-251-SSA1-2009 (hygiene practices for food processing) | Context Makes hygiene practices mandatory for processing establishments; it is a legal baseline and not a certificate, and a scheme certificate does not replace compliance with it. |
Accreditation, audit language and remote audits in Mexico
Use a certification body licensed by the scheme owner and accredited for FSSC 22000 by the Entidad Mexicana de Acreditación (EMA) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); Global ACI lists EMA's FSSC 22000 scheme recognition from 1 November 2021. Check that the body's accreditation scope covers your food chain category and that your customer accepts it. The certification body decides, not Sterling. Audit language
Spanish is the usual language of Mexican law, tenders and regulatory filings, while audits for exporters and multinationals often run in English or in both languages; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Remote audit elements follow the scheme rules and the certification body; production areas, storage, hygiene facilities and the food defence and fraud controls are visited on-site.
FSSC 22000 in Mexico: questions clients ask
Is FSSC 22000 required for food companies in Mexico?
No. Mexican law sets mandatory hygiene practices for food processing, but a certification scheme is a commercial choice made by you or your customers. The scheme owner positions FSSC 22000 as GFSI-recognised, which is why retailers and brands ask for it. Check the legal baseline with your counsel and the scheme requirements with your customer.
Who owns FSSC 22000?
Foundation FSSC, a non-profit and independent certification scheme owner that also owns FSSC 24000. It governs the scheme, licenses certification bodies and runs an integrity programme over them. Neither Sterling nor the accreditation body owns it, so read the scheme documents on the owner's site for current requirements.
Is FSSC 22000 certification covered by EMA's accreditation?
Global ACI lists the FSSC 22000 scheme parts among the recognition entries for the Entidad Mexicana de Acreditación, from November 2021, with extra requirements for accreditation bodies in the scheme's own rules. Ask the certification body for its accreditation certificate, scope and scheme licence, and check your customer accepts them.
Does the Mexican hygiene norm replace an FSSC 22000 certificate?
No, and the reverse is also true. The hygiene norm for food processing is a mandatory legal baseline, whereas FSSC 22000 is a voluntary private certification that builds on it. Holding the certificate does not exempt you from the norm, so run both and have your counsel confirm which official requirements apply to your products.
