SOC 2 attestation in Mauritius at a glance
Data Protection Act 2017 (Act 20/2017) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Mauritius ask for evidence that you meet it.
Mauritian service providers that handle overseas customers' data are increasingly asked for a SOC 2 report. It is an attestation issued by an independent CPA firm after examining controls against the trust services criteria, so it is neither an ISO certificate nor something Mauritian accreditation covers. The demand comes from global business and fintech firms, BPO and software-as-a-service providers, and cloud hosts selling to financial institutions that must follow the Bank of Mauritius Guideline on Use of Cloud Services and its cyber and technology risk guideline. The Data Protection Act 2017 adds a duty on controllers to choose processors with sufficient guarantees. None of these names SOC 2, so your customers decide what they accept. Sterling's Johannesburg office prepares the control environment and evidence, with Effivity and Sterling Academy included and 8,100+ client engagements in 60+ countries behind it.
Who needs SOC 2 in Mauritius, and what happens without it
In Mauritius the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Global business and fintech firms serving overseas customersCustomers abroad ask service organisations for an independent report on controls over security, availability and confidentiality.
- BPO, ICT and software-as-a-service providersOutsourced providers hold customer data and are asked to show that controls operate over a period, not just that policies exist.
- Cloud and hosting providers to Mauritian financial institutionsThe Bank of Mauritius expects institutions to choose cloud and third-party providers with sufficient assurance, so a SOC 2 report is a common evidence request.
- Processors acting for Mauritian controllersThe Data Protection Act 2017 asks a controller to choose a processor providing sufficient guarantees on security and organisational measures.

Take the SOC 2 readiness checkSOC 2 requirements in Mauritius
Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.
In Mauritius these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How long does SOC 2 attestation take in Mauritius?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Mauritius these are the factors that set the timeline.
- Trust services categories in scope and the report type
- Maturity of controls and how long they have operated
- Number of systems, cloud services and sub-service providers
- Examiner availability and customer deadlines
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does SOC 2 attestation cost in Mauritius?
The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Mauritius these factors move both.
- Scope of systems and categories
- Evidence tooling, monitoring and remediation
- Examiner fees quoted separately from consulting
- Number of sub-service providers to carve out or include
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
SOC 2 consultants and auditors in Mauritius
Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Mauritius are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive SOC 2 in Mauritius (3)
| Instrument | How it treats the standard |
|---|---|
| Bank of Mauritius Guideline on Cyber and Technology Risk Management (BOM/BSD 780, May 2023) | Does not name SOC 2 Asks financial institutions to have the cyber and technology risk framework audited by an external independent assessor and to weigh third-party audit reports and independent assurance when assessing service providers. |
| Bank of Mauritius Guideline on Use of Cloud Services (BOM/BSD 46, September 2022) | Does not name SOC 2 Governs cloud arrangements of financial institutions, which makes independent assurance reports from providers a practical request. |
| Data Protection Act 2017 (Act 20/2017) | The instrument itself Section 31 requires a controller to choose a processor that provides sufficient guarantees on security and organisational measures and to bind it by written contract. |
Accreditation, audit language and remote audits in Mauritius
SOC 2 is an attestation, not a certification: an independent CPA firm examines your controls against the trust services criteria and issues a report, and neither Sterling nor an accreditation body issues it. MAURITAS accreditation of certification bodies does not apply. Choose the examiner with your customers in mind, because they decide which reports they accept, and keep any Bank of Mauritius external audit separate in your planning. Edition and transition details: SOC 2 hub →
Audit language
English is the usual language of business records, standards and tenders in Mauritius, with French widely used alongside it, and interviews with staff or suppliers can run in French or another local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Readiness work and evidence collection can be remote; the examiner tests controls over the period and may visit data centres or operations rooms, depending on scope.
SOC 2 in Mauritius: questions clients ask
Does the Bank of Mauritius require a SOC 2 report?
No. The Bank's cyber and technology risk guideline does not name SOC 2. It asks financial institutions to have their framework audited by an external independent assessor and to consider independent audit reports when assessing third-party providers, so a SOC 2 report can serve as supporting evidence if your customer accepts it. Ask the institution you serve what it will accept.
Who issues a SOC 2 report for a Mauritian company?
An independent CPA firm examines your controls against the trust services criteria and issues the report. Sterling prepares you for the examination but does not issue it, and the Mauritius Accreditation Service has no role because this is an attestation rather than a certification. Choose an examiner your overseas customers recognise.
How does the cloud guideline affect providers selling to Mauritian banks?
It governs cloud arrangements entered into by financial institutions, covering governance, risk identification, security controls and the Bank's supervisory rights, so a provider will face detailed due diligence. The guideline does not name SOC 2, but an independent report can answer many questions. Check with each institution what evidence it requires before you invest.
Does a processor need to give assurance under the Data Protection Act?
The Act requires a controller to choose a processor providing sufficient guarantees on security and organisational measures and to sign a written contract binding the processor to act only on instructions and to carry the controller's security duties. It names no report, so a SOC 2 report is one way to evidence the guarantees. Confirm contract wording with your counsel.
