ISO 22301 certification in Malaysia at a glance
Three Malaysian instruments bear on ISO 22301. Not one of them names it. So why do buyers in Malaysia keep asking for the certificate?
Business continuity is a supervisory matter for Malaysian financial institutions. Bank Negara Malaysia's Policy Document on Business Continuity Management sits alongside its Risk Management in Technology document, which expects data centre resilience and arrangements that secure business continuity when an outsourcing relationship ends. ISO 22301 gives banks, insurers, payment operators and the technology providers that serve them a certifiable management system for the same discipline. Outside finance, entities designated as national critical information infrastructure under the Cyber Security Act 2024, and manufacturers whose multinational customers audit supply resilience, use it to show that disruption has been analysed, recovery objectives agreed and plans exercised. Certification is granted by a certification body accredited for business continuity management systems; check that the body's scope covers ISO 22301. Sterling's Kuala Lumpur team runs the business impact analysis, risk assessment, plans and exercise programme, with Effivity and Sterling Academy included in the engagement. Local questions follow.
Who needs ISO 22301 in Malaysia, and what happens without it
In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Banks, insurers and payment operatorsBNM's Policy Document on Business Continuity Management and RMiT set continuity expectations.
- Technology and outsourcing providers to financial institutionsRMiT addresses data centre resilience and exit arrangements that secure business continuity.
- NCII entitiesDesignated entities must manage cyber security threats and incidents under the Cyber Security Act 2024.
- Manufacturers in multinational supply chainsCustomers audit supply resilience.

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.
In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →
How to get ISO 22301 certified in Malaysia
One team from the Kuala Lumpur office carries the work from scoping to certificate. Kuala Lumpur and the Klang Valley on-site; other states, Sabah, Sarawak and Labuan on-site or remote as the engagement requires.
- Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
- Gap assessment against ISO 22301 and the Malaysian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

- Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.
How long does ISO 22301 certification take in Malaysia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.
- Number of critical products, services and sites
- Completeness of business impact analysis and risk assessment
- Exercise programme results available before audit
- Dependencies on third-party and cloud providers
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22301 certification cost in Malaysia?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Malaysia these factors move both.
- Scope of services and locations
- Recovery capability investment (alternate site, IT recovery)
- Certification body audit fees quoted separately from consulting
- Integration with ISO/IEC 27001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22301 consultants and certification bodies in Malaysia
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22301 in Malaysia (3)
| Instrument | How it treats the standard |
|---|---|
| Policy Document on Business Continuity Management (BNM, issued 19 December 2022) | Expected in practice Supervisory BCM requirements; not reviewed for ISO 22301 citation. |
| Policy Document on Risk Management in Technology (RMiT) | Expected in practice Data centre resilience and business continuity in outsourcing exits; ISO 22301 not named. |
| Cyber Security Act 2024 (Act 854) | Expected in practice Incident management duties for NCII entities. |
"Expected in practice" means the instrument asks for the outcomes ISO 22301 covers without naming a standard, and ISO 22301 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Malaysia
Use a certification body accredited for this standard by the Department of Standards Malaysia (Standards Malaysia) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its Malaysian accreditation scope has been verified. Standards Malaysia's IAF MLA list does not include business continuity management systems, so check the certification body's accreditation for ISO 22301 specifically. Audit language
English audits are the norm; agree the audit and document language (English or Malay) with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 22301 in Malaysia: questions clients ask
Does Bank Negara Malaysia require ISO 22301?
Not as far as the record shows. Bank Negara Malaysia's Policy Document on Business Continuity Management sets supervisory requirements for the institutions it covers, but ISO 22301 is not recorded as cited, and the document itself was not reviewed for this record. Read the current policy document and ask the regulator what evidence it expects.
Who accredits ISO 22301 certification bodies?
Check each body's accreditation for ISO 22301 specifically. Standards Malaysia's IAF MLA list does not include business continuity management systems, so the usual national shortcut does not apply. Accreditation from Standards Malaysia or another body inside the international mutual recognition arrangements is the route; request the scope in writing.
Can ISO 22301 be combined with ISO/IEC 27001?
Yes. The two standards can share a risk assessment, incident management and internal audit, which helps when one team runs both. Keep the scopes aligned so the same sites and services appear in each system, and ask your certification body whether it can audit the two together.
