ISO 17025 accreditation in Malaysia at a glance
In Malaysia, ISO/IEC 17025 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Laboratory accreditation in Malaysia has a long history: ISO/IEC 17025-based accreditation was introduced on 1 July 1987, and the national scheme, Skim Akreditasi Makmal Malaysia (SAMM), followed in 1990. Today SAMM is run by the Department of Standards Malaysia, which is a signatory to the ILAC and APAC mutual recognition arrangements for testing and calibration, so SAMM-endorsed reports and certificates can be accepted abroad. Testing laboratories serving food exporters, environmental monitoring and construction materials, and calibration laboratories serving manufacturers in Kulim and Iskandar, apply to the same scheme, which is open to private, government and in-house laboratories. Accreditation is granted by Standards Malaysia after assessment against MS ISO/IEC 17025 and SAMM's specific criteria, not by a consultant. Sterling's Kuala Lumpur consultants prepare the laboratory: method validation, measurement uncertainty, proficiency testing plans, impartiality controls and the management system, followed by internal audit and a mock assessment. The accreditation route and the questions Malaysian laboratories raise are covered below.
Who needs ISO 17025 in Malaysia, and what happens without it
In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Testing laboratories serving food exporters, environmental monitoring and construction materialsSAMM accreditation makes reports acceptable internationally through ILAC and APAC arrangements.
- Calibration laboratories serving manufacturersManufacturers in Kulim and Iskandar need traceable calibration.
- Private food analysis laboratoriesMOH runs recognition of private laboratories for food analysis services.
- In-house laboratories of manufacturers and government agenciesSAMM is open to private, government and in-house laboratories.

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.
In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

How long does ISO 17025 accreditation take in Malaysia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.
- Number of tests or calibrations in the requested scope
- Availability of method validation and measurement uncertainty data
- Proficiency testing results available before assessment
- Assessor availability for the technical field
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 17025 accreditation cost in Malaysia?
The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Malaysia these factors move both.
- Size of the accreditation scope
- Standards Malaysia application and assessment fees, separate from consulting
- Equipment calibration and reference material needs
- Proficiency testing participation
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 17025 consultants and assessors in Malaysia
Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 17025 in Malaysia: questions clients ask
Who accredits laboratories in Malaysia?
The Department of Standards Malaysia, through the Laboratory Accreditation Scheme of Malaysia (SAMM). It covers testing and calibration laboratories, including medical testing. Standards Malaysia is the national accreditation body, and a laboratory is accredited by assessment rather than certified. Check the published scope list for your technical field.
Are SAMM-accredited reports accepted abroad?
Yes, through the mutual recognition arrangements. Standards Malaysia holds ILAC MRA and APAC MRA status, and states that SAMM endorsed test reports and calibration certificates are accepted internationally under them. An individual buyer or regulator abroad may still set its own conditions, so ask the recipient what it will accept.
Can government and in-house laboratories apply?
Yes. The accreditation schemes are open whether a laboratory is private, government or in-house, so a manufacturer's own laboratory or a government agency's laboratory may apply alongside commercial ones. Ask Standards Malaysia about the current application requirements for your situation.
Is ISO 15189 handled under the same scheme?
SAMM covers medical testing to MS ISO 15189 as well as testing and calibration, so a medical laboratory applies to the same Laboratory Accreditation Scheme of Malaysia, under its medical testing scope. Confirm with Standards Malaysia which criteria and technical requirements apply to your laboratory.
