ISO 45001 certification in Jordan at a glance

Two Jordanian instruments bear on ISO 45001. Not one of them names it. So why do buyers in Jordan keep asking for the certificate?

A Jordanian factory or contractor with twenty or more workers already carries a duty to set out its occupational safety and health policy. The Regulation on Occupational Safety and Health and Prevention of Occupational Hazards in Institutions No. (31) of 2023, and a 2024 ministerial decision approving the policy form, ask for management commitment, defined roles, risk assessment, worker consultation and training, displayed in the workers' languages. Separate 2023 instructions under the Labor Law list sources of occupational hazards and the precautions they call for, and the Social Security Corporation's 2023-2027 strategy aims to prevent and reduce work accidents and injuries. None of these names ISO 45001, so certification is a way to turn the minimum into an audited system that clients, insurers and group safety teams accept. An accredited certification body issues the certificate; check the accreditation behind it. Sterling's Dubai office supports hazard identification, legal registers, incident investigation routines and internal audit, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 45001 in Jordan, and what happens without it

In Jordan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Employers with twenty or more workersA 2024 ministerial decision approves an occupational safety and health policy form for such employers under Regulation No. (31) of 2023, covering management commitment, roles, risk assessment, consultation and training.
  • Construction, mining and industrial contractorsWork accidents drive the Social Security Corporation's 2023-2027 strategy, and clients prequalify contractors on safety management.
  • Factories handling chemicals, machinery and heavy loadsThe 2023 instructions identify sources of occupational hazards in the work environment and the precautions that go with them.
  • Suppliers to multinational and government clientsClient safety questionnaires and site induction rules ask suppliers to show a managed system rather than a policy alone.

ISO 45001 requirements in Jordan

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Jordan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Jordan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Jordan these are the factors that set the timeline.

  • Number of sites, shifts and contractors in scope
  • State of hazard identification and incident records
  • Time to run worker consultation, internal audit and management review
  • Certification body scheduling around Eid and the Sunday to Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Jordan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Jordan these factors move both.

  • Number of sites, workers and high-risk activities in scope
  • Contractor and visitor control arrangements
  • Certification body audit fees, quoted separately from consulting
  • Combining the system with ISO 9001 and ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Jordan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Jordan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Jordan (4)

InstrumentHow it treats the standard
Regulation on Occupational Safety and Health and Prevention of Occupational Hazards in Institutions No. (31) of 2023 and the 2024 policy form decisionDoes not name the standard
Requires a safety and health policy with management commitment, roles, risk assessment, worker consultation and training for employers of twenty or more workers; its elements overlap with the themes of an ISO 45001 system.
Instructions on identifying sources of occupational hazards (2023)Does not name the standard
Issued under article 79 of Labor Law No. (8) of 1996 and the Regulation, listing hazard sources and the preventive precautions required.
Social Security Corporation Occupational Safety and Health Strategy 2023-2027Context
A national strategy to prevent and reduce work accidents and injuries; it does not make certification a requirement.
Jordan Accreditation System – Accreditation Unit (JAS-AU) and the recognition arrangement's member listAccreditation
The arrangement's member list dated 31 December 2025 shows JAS-AU with a product certification scope and no management systems scope, so the accreditation behind a ISO 45001 certificate must be checked; this is not a mandate.

Accreditation, audit language and remote audits in Jordan

Use a certification body accredited for ISO 45001 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. The arrangement's member list dated 31 December 2025 shows Jordan's accreditation unit, JAS-AU, with a product certification scope and no management systems scope, so ask which accreditation body stands behind the certificate. The accredited certification body decides, not Sterling. Edition and transition details: ISO 45001 hub →

Audit language

Arabic and English are both used in audits and documents; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if interviews will run in Arabic.

Remote and on-site

Remote audit elements are at the certification body's discretion; hazardous areas, workshops and project sites are normally audited on-site.

ISO 45001 in Jordan: questions clients ask

Is ISO 45001 compulsory for Jordanian employers?

No. The Labour Ministry's rules require an occupational safety and health policy from employers with twenty or more workers under Regulation No. (31) of 2023, but they do not name ISO 45001. Certification is voluntary and usually requested by clients or contractors. Check the Regulation's current duties for your workforce size with counsel or the Ministry.

What must a Jordanian occupational safety and health policy contain?

The Minister's 2024 form asks for the institution's details, an objective showing management commitment, roles and responsibilities at every level, arrangements for risk assessment, worker consultation and training, and display in the languages of the workers. An ISO 45001 system covers those themes and adds planning, operational control, audit and improvement. Confirm the current form with the Ministry.

Does the Social Security Corporation's strategy affect ISO 45001?

It frames national priorities rather than setting a certification rule. The Corporation's 2023-2027 strategy aims to prevent and reduce work accidents and injuries, which pushes employers and insurers towards documented hazard control. A certified system gives a contractor evidence for clients, but nothing in the strategy makes ISO 45001 mandatory.

Which accreditation should appear on an ISO 45001 certificate?

Look for accreditation covering occupational health and safety management systems, granted by a body within the recognition arrangements. The end-of-2025 list records Jordan's accreditation unit under product certification, so a Jordanian site may hold a certificate backed by an overseas accreditation body. Ask the candidate for its scope in writing, and check your clients accept it.
