HACCP certification in Jordan at a glance

Jordan Food and Drug Administration refers to HACCP, yet none of the Jordanian instruments checked makes it compulsory. Buyers in Jordan ask for it anyway.

Inspectors from the Jordan Food and Drug Administration do not only look at finished products: the Food Directorate's published tasks include monitoring good manufacturing practice and the hazard analysis and critical control points system in food handling. A written, verified HACCP plan is the evidence that answers that supervision, and a third-party certificate from an accredited body shows customers the plan has been audited. The certificate is separate from export health certificates, which the Directorate grants for consignments of locally produced food, and from the Jordan Standards and Metrology Organization's inspections of markets and factories. HACCP suits bakeries, caterers and small processors as a first system, and it extends naturally into ISO 22000 or FSSC 22000. Jordan's accreditation unit is listed for product certification only on the national listing at the end of 2025, so confirm where a certification body's accreditation comes from. Sterling's Dubai office builds hazard analyses, monitoring records and training, with Effivity and Sterling Academy included with the engagement.

The need

Who needs HACCP in Jordan, and what happens without it

In Jordan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers and processorsThe Food Directorate monitors the application of HACCP in food handling, so a documented and verified plan is the evidence inspectors expect.
  • Catering kitchens, bakeries and food service suppliersThey supply institutions and hotels that ask for documented hazard control from every supplier.
  • Exporters of locally produced foodExport health certificates are issued by the Food Directorate, and buyers abroad often want to see a verified HACCP plan.
  • Small producers starting a food safety systemHACCP is a practical first step before ISO 22000 or FSSC 22000, because the hazard analysis carries over.

Requirements

HACCP requirements in Jordan

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Jordan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Jordan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Jordan these are the factors that set the timeline.

  • Number of products, process flows and hazards to analyse
  • State of prerequisite hygiene programmes
  • Time to gather monitoring and verification records
  • Certification body availability around Eid and production peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Jordan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Jordan these factors move both.

  • Number of sites and product families in scope
  • Laboratory testing and equipment calibration
  • Certification body audit fees, quoted separately from consulting
  • Staff training for monitoring and corrective actions

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Jordan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Jordan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Jordan (3)

    InstrumentHow it treats the standard
Jordan Food and Drug Administration — Food DirectorateRefers to / expects
The Directorate's published tasks include monitoring the application of good manufacturing practice and the hazard analysis and critical control points system in food handling.
Jordan Standards and Metrology Organization inspection of local markets and factoriesContext
Inspection against technical regulations concerns product compliance and is separate from third-party certification of a HACCP system.
Jordan Accreditation System – Accreditation Unit (JAS-AU) and the recognition arrangement's member listAccreditation
The arrangement's member list dated 31 December 2025 shows JAS-AU with a product certification scope and no management systems scope, so the accreditation behind a HACCP certificate must be checked; this is not a mandate.

Accreditation, audit language and remote audits in Jordan

HACCP certification is a third-party audit of your plan and how it operates, carried out against the Codex principles by a certification body whose accreditation covers food safety schemes. The national accreditation listing at the end of 2025 records Jordan's accreditation unit under product certification only, so ask a candidate where its accreditation comes from and which food categories it names. The body issues the certificate; Sterling does not certify. Where this route note must describe the international arrangement, it is: an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Edition and transition details: HACCP hub →

    Audit language

Arabic and English are both used in audits and documents; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if interviews will run in Arabic.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; plants, warehouses and operational sites are normally visited on-site.

HACCP in Jordan: questions clients ask

Does the Jordan Food and Drug Administration expect HACCP in food businesses?

Its Food Directorate's published tasks include monitoring the application of good manufacturing practice and the hazard analysis and critical control points system in food handling, so inspectors may look for a working plan. The exact duties for your category and size come from the current rules, so confirm them with the Administration.

Is a HACCP certificate the same as passing a Food and Drug Administration inspection?

No. An inspection is a regulatory check by the Administration, while a HACCP certificate comes from an accredited certification body after a third-party audit of your plan and its operation. Passing one does not grant the other, though the same hazard analysis, monitoring records and verification evidence serve both purposes.

Can a small bakery or catering kitchen in Jordan obtain HACCP certification?

Yes, if it can show prerequisite hygiene controls, a hazard analysis, critical control points where needed, monitoring records and trained staff. The certification body sizes the audit to the operation. Smaller firms often begin with HACCP and extend to ISO 22000 when a customer asks, so choose a scope you can keep evidence for.

Which bodies certify HACCP systems in Jordan?

Certification bodies whose accreditation covers food safety schemes; Sterling and the Food Directorate do not issue certificates. With Jordan's accreditation unit listed for product certification only, find out where a candidate's accreditation originates, request its scope in writing, and confirm that it names your food categories, such as meat, dairy or ready meals.
