In short

PCI DSS compliance in Italy at a glance

In Italy, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Card data is governed in Italy by contract and scheme rules rather than a dedicated statute. The PCI Security Standards Council sets PCI DSS, each card brand runs its own programme for compliance, validation levels and enforcement, and your acquirer tells you whether a Qualified Security Assessor or a self-assessment questionnaire is expected. Payment institutions and e-money institutions are also financial entities under DORA, supervised by the Banca d'Italia, which adds ICT risk and third-party duties without naming a card standard. Compliance is validated, not certified; Sterling does not validate. Sterling's Frankfurt office helps Italian merchants, payment providers and outsourcers reduce scope, close technical gaps and assemble evidence for the assessor, with Effivity and Sterling Academy included in the engagement.

Requirements

PCI DSS requirements in Italy

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

How Sterling gets an Italian company compliant with PCI DSS

Time

How long does PCI DSS compliance take in Italy?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.

  • Size and complexity of the cardholder data environment
  • Segmentation and scope-reduction decisions
  • Validation level set by the card brands or acquirer
  • Certification-body availability around the August holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Italy?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Italy these factors move both.

  • Number of systems, sites and payment channels in scope
  • Remediation of technical controls
  • QSA and scanning fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Italy

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Italy (2)

    InstrumentHow it treats the standard
PCI Security Standards Council — PCI DSS compliance programmeScheme rule
The Council sets the standard, while each card brand runs its own programme for compliance, validation levels and enforcement; QSAs are approved by the Council to assess, and a self-assessment questionnaire is used where an on-site assessment is not required.
DORA, Regulation (EU) 2022/2554 — Banca d'Italia communicationContext
Payment institutions and e-money institutions are named financial entities; the communication names no payment-card standard.

Accreditation, audit language and remote audits in Italy

Compliance, not certification: PCI DSS compliance is validated by a Qualified Security Assessor approved by the PCI Security Standards Council or by a self-assessment, as the card brands and the acquirer require. Italian accreditation does not apply to QSAs; check the Council's list of approved assessors. Edition and transition details: PCI DSS hub →

    Audit language

QSA assessments can be run in English; agree language arrangements with the assessor and the acquirer. Reports of compliance go to the acquirer or card brand as they require.

    Remote and on-site

Assessors typically combine remote evidence review with on-site checks of the cardholder data environment.

PCI DSS in Italy: questions clients ask

Who validates PCI DSS compliance for an Italian company?

A Qualified Security Assessor approved by the PCI Security Standards Council, or a self-assessment questionnaire where an on-site assessment is not required. The card brands decide which applies, based on your classification or risk level, and your acquirer receives the report. Sterling prepares your environment and evidence but validates nothing.

Is PCI DSS an Italian law?

No. The PCI Security Standards Council sets the standard, but each card brand runs its own programme for compliance, validation levels and enforcement. Your obligations therefore arise through your contracts with your acquirer and the brands, not through a statute. Ask your acquirer which validation level it applies to you.

Does DORA cover payment institutions in Italy?

Yes. The Banca d'Italia's communication lists payment institutions and e-money institutions among the financial entities within DORA, alongside banks and investment firms. DORA is separate from PCI DSS: it covers ICT risk, incident reporting, testing and third-party risk, and its communication names no card standard. Confirm with counsel how both regimes apply to you.

Is PCI DSS compliance a certificate?

No. It is a validation of compliance, either by a Qualified Security Assessor approved by the PCI Council or by self-assessment, and it is reported to the acquirer or card brand as they require. There is no accreditation-based certificate to look for, so check that your assessor appears on the Council's approved list.
