ISO 20000-1 certification in Italy at a glance
ACN regulation for cloud services to public administrations (Decree n. 21007/24), Annex 3 refers to ISO/IEC 20000-1, yet none of the Italian instruments checked makes it compulsory. Buyers in Italy ask for it anyway.
Service management turns up in an unexpected place in Italian public cloud rules. In ACN's regulation for cloud services to public administrations, characteristic QU.SE-01 asks that the cloud service's IT service management system is formally adopted in conformity with ISO/IEC 20000-1:2018, alongside a quality management system under ISO 9001:2015. For financial clients the pressure is indirect: DORA, supervised in Italy by the Banca d'Italia for intermediaries, sets ICT risk and third-party duties without naming a certification standard. Certificates come from certification bodies accredited by Accredia; Sterling does not certify. Sterling's Frankfurt office serves managed service providers, cloud suppliers, data-centre operators and in-house IT teams across Italy, building incident, change, configuration and service-level processes through Effivity, with Sterling Academy training included in the engagement.
Who needs ISO 20000-1 in Italy, and what happens without it
In Italy the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Cloud and IT service providers qualifying for public administrationsACN's Annex 3 lists a formally adopted IT service management system under ISO/IEC 20000-1 as a service-quality characteristic.
- ICT providers to banks and payment institutionsDORA drives third-party ICT risk management and assurance requests.
- Managed service providers and data-centre operatorsService management evidence supports customer audits and entity-level resilience.
- In-house IT departments of regulated entitiesNIS2 and DORA expect disciplined incident, change and continuity processes.

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.
In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How long does ISO 20000-1 certification take in Italy?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.
- Scope of services, customers and supporting processes
- Existing incident, change and configuration records
- Integration with ISO 9001 or ISO/IEC 27001 where already certified
- Certification-body availability around the August holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 20000-1 certification cost in Italy?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Italy these factors move both.
- Number of services and customers in scope
- Tooling and service desk maturity
- Certification body fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 20000-1 consultants and certification bodies in Italy
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 20000-1 in Italy (3)
| Instrument | How it treats the standard |
|---|---|
| ACN regulation for cloud services to public administrations (Decree n. 21007/24), Annex 3 | Refers to / expects Characteristic QU.SE-01 asks that the IT service management system of the cloud service is formally adopted in conformity with ISO/IEC 20000-1:2018, next to an ISO 9001 quality system. |
| DORA, Regulation (EU) 2022/2554 — Banca d'Italia communication | Expected in practice ICT third-party risk and incident management duties for financial entities and their providers; no certification standard is named. |
| Accredia — national accreditation body | Market driver Accredited certification is available through Italy's single national accreditation body. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 20000-1 covers without naming a standard, and ISO/IEC 20000-1 is what buyers and regulators commonly accept as evidence of them.

Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 20000-1 in Italy: questions clients ask
Does the ACN cloud regulation reference ISO/IEC 20000-1?
Yes. Annex 3, in characteristic QU.SE-01, says the IT service management system of a cloud service is formally adopted in conformity with ISO/IEC 20000-1:2018, and in the same characteristic the quality management system follows ISO 9001:2015. Cloud suppliers pursuing qualification for public administrations should read the annex for their level.
Does DORA require ISO/IEC 20000-1?
No standard is named in the Banca d'Italia's DORA communication. DORA does set duties on ICT risk management, incident reporting, resilience testing and third-party ICT risk for financial entities, so their suppliers face assurance requests. A service management certificate from an accredited body can help evidence discipline, but each client decides what it accepts.
How do the ISO 9001 and ISO/IEC 20000-1 references in the ACN annex fit together?
They sit side by side in one characteristic: the quality management system of the cloud service is adopted under ISO 9001:2015 and its IT service management system under ISO/IEC 20000-1:2018. A supplier can run one integrated management system covering both and present two certificates. Plan the scope so that it covers the service actually offered to public administrations.
Who certifies ISO/IEC 20000-1 in Italy?
Certification comes from a body accredited for management-system certification; in Italy that usually means accreditation by Accredia. Sterling builds the service management system and prepares the audit but does not certify. Ask the body for written proof that its scope covers IT service management, and settle the audit language when you apply.
