In short

PCI DSS compliance in Hong Kong at a glance

One Hong Kong instrument bears on PCI DSS. It does not name the standard. So why do buyers in Hong Kong keep asking for evidence of it?

Card data security is set by the payment industry rather than by statute. PCI DSS, maintained by the PCI Security Standards Council, provides a baseline of technical and operational requirements for any entity that stores, processes or transmits cardholder data, or can affect its security. Whether a Hong Kong merchant or service provider must validate compliance, and how, is decided by the payment brands and the acquirer: a Qualified Security Assessor's Report on Compliance for larger entities, a self-assessment questionnaire for many others. Alongside this sits the Personal Data (Privacy) Ordinance, whose fourth data protection principle requires all practicable steps to protect personal data, card details included. Payment firms at Cyberport and Science Park, retailers and banks' service providers all meet these expectations. Sterling's expert and experienced consultants scope the cardholder data environment, run a readiness assessment, close gaps and prepare evidence for the QSA or the self-assessment. The route and frequent questions are set out below.

The need

Requirements

PCI DSS requirements in Hong Kong

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

  • Merchant or service provider level and the validation the acquirer requires
  • Size of the cardholder data environment and segmentation
  • Remediation of gaps found in the readiness assessment
  • Scheduling of ASV scans and penetration tests

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Hong Kong these factors move both.

  • Size and complexity of the cardholder data environment
  • QSA fees quoted separately from consulting
  • Remediation work such as segmentation, logging and encryption
  • External scanning and penetration testing

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Hong Kong (2)

    InstrumentHow it treats the standard
PCI DSS (PCI Security Standards Council)Standard
A baseline of technical and operational requirements to protect payment account data; whether an entity must comply or validate is at the discretion of payment brands, acquirers or other compliance programme owners.
Personal Data (Privacy) Ordinance (Cap. 486), DPP4Expected in practice
All practicable steps to protect personal data; PCI DSS not cited.

"Expected in practice" means the instrument asks for the outcomes PCI DSS covers without naming a standard, and PCI DSS is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Hong Kong

Compliance, not certification: depending on what the payment brands and the acquirer require, compliance is validated by a Qualified Security Assessor (QSA) through a Report on Compliance or by a self-assessment questionnaire. No QSA company is named here unless verified. Edition and transition details: PCI DSS hub →

    Audit language

Assessments and reports are commonly in English; confirm with the QSA.

    Remote and on-site

QSAs may perform parts of the assessment remotely within PCI SSC rules; on-site work depends on the environment.

PCI DSS in Hong Kong: questions clients ask

Is PCI DSS a law in Hong Kong?

No. PCI DSS is an industry standard from the PCI Security Standards Council, setting a baseline of technical and operational requirements for protecting payment account data. Whether an entity must comply or validate is for the payment brands, acquirers or other compliance programme owners to decide. Ask your acquirer what it requires of you.

Do we need a QSA or a self-assessment?

That depends on what the payment brands and your acquirer require. Compliance is validated either by a Qualified Security Assessor (QSA) through a Report on Compliance or by a self-assessment questionnaire. This is compliance validation, not certification, and no QSA company is named here because none has been verified.

How does PCI DSS relate to the PDPO?

The ordinance's DPP4 asks for all practicable steps to protect personal data, and PCI DSS is not cited in it, though a business holding card data holds personal data too. PCI DSS is the payment industry's baseline, and the PDPO is the law. Meeting one does not settle the other; confirm the position with counsel.
