In short

ISO 20000-1 certification in Hong Kong at a glance

Two Hong Kong instruments bear on ISO/IEC 20000-1. Not one of them names it. So why do buyers in Hong Kong keep asking for the certificate?

IT service providers to banks meet the HKMA's expectations second-hand. The Supervisory Policy Manual module SA-2 sets the supervisory approach to banks' outsourcing, and banks pass the resulting questions on service levels, incident handling and change control straight to their technology vendors. Operators designated under the critical infrastructure ordinance do the same with the services their computer systems depend on. ISO/IEC 20000-1 answers those questions with a certifiable service management system covering service planning, the service catalogue, capacity, incidents, problems, changes, releases and supplier management. Note that HKCAS does not list the standard among its accreditation schemes, so certification comes from bodies accredited for it within the international recognition arrangements. Many providers run it alongside ISO/IEC 27001 with one set of policies and records. Sterling's expert and experienced consultants define the service scope, align existing ITIL-style practices to the standard and prepare evidence for the certification audit. The route and common questions follow.

The need

Who needs ISO 20000-1 in Hong Kong, and what happens without it

In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • IT service providers to banksBanks manage outsourcing under HKMA SA-2 and expect controlled service delivery.
  • Managed-service and data-centre operators supporting critical infrastructureOperators' computer-system duties under Cap. 653 extend to the services they rely on.
  • Cloud and technology firms at Science Park and CyberportEnterprise customers ask for evidence of service management discipline.

Requirements

ISO 20000-1 requirements in Hong Kong

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.

Services are defined and agreedA service catalogue and service-level agreements state what you deliver and to what standard.
Management owns the service systemTop management sets the service management policy and objectives and provides the people and tools to meet them.
Changes and releases are controlledChanges, releases and deployments are assessed, approved and tracked so live services stay stable.
Incidents and problems are resolvedIncidents and requests are handled to agreed targets, and recurring problems are traced back to their cause.
Capacity, continuity and security are plannedCapacity, availability, continuity and information security are planned so agreed service commitments can be met.
Suppliers and performance are reviewedSuppliers and internal teams are managed against agreements, performance is reported, and the system is audited and reviewed.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How Sterling gets a Hong Kong company certified

How to get ISO 20000-1 certified in Hong Kong

One team from the Hong Kong office carries the work from scoping to certificate. Across Hong Kong Island, Kowloon and the New Territories, on-site and remote, by Sterling's expert and experienced consultants.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 20000-1 and the Hong Kong requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 20000-1 certification take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

  • Number of services and customers in scope
  • Maturity of incident, change and service level processes
  • Supplier and cloud dependencies
  • Certification body scheduling around general holidays and Tropical Cyclone Signal No. 8 or Black Rainstorm disruptions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 20000-1 certification cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Hong Kong these factors move both.

  • Number of services and sites
  • Tooling for service management records
  • Certification body fees quoted separately from consulting
  • Integration with ISO/IEC 27001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 20000-1 consultants and certification bodies in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 20000-1 in Hong Kong (2)

    InstrumentHow it treats the standard
HKMA Supervisory Policy Manual SA-2 OutsourcingExpected in practice
Supervisory approach to banks' outsourcing; ISO/IEC 20000-1 not cited.
HKCAS scope (Hong Kong Accreditation Service)Does not name the standard
HKCAS lists no accreditation for ISO/IEC 20000-1 certification; accredited certificates come from bodies accredited elsewhere within the international arrangements.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 20000-1 covers without naming a standard, and ISO/IEC 20000-1 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Hong Kong

HKCAS does not list accreditation for ISO/IEC 20000-1 certification. Use a certification body accredited for ISO/IEC 20000-1 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 20000-1 hub →

    Audit language

Agree the audit language and the language of controlled documents (English or Chinese) with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 20000-1 in Hong Kong: questions clients ask

Do Hong Kong banks require ISO 20000-1 from IT vendors?

No bank requirement is cited. HKMA's Supervisory Policy Manual SA-2 describes the supervisory approach to banks' outsourcing and does not mention ISO/IEC 20000-1. Each bank sets its own vendor criteria, so ask the bank which service management evidence it expects, and rely on the HKMA or your counsel for regulatory interpretation.

Is ISO 20000-1 accredited in Hong Kong?

Not via HKCAS. HKAS lists no accreditation for ISO/IEC 20000-1 certification, and accredited certificates come from bodies accredited elsewhere within the international arrangements. The question to ask a certification body is therefore whether another accreditation body within those arrangements accredits it for this standard.

Can ISO 20000-1 be combined with ISO 27001?

Yes. Integration with ISO/IEC 27001 appears among the factors shaping the effort and cost of ISO/IEC 20000-1, which signals that running the two together is a recognised approach. Settle the shared scope first, then confirm with your certification body how it audits a combined system.
