In short

PCI DSS compliance in Germany at a glance

PCI DSS (PCI Security Standards Council) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Germany ask for evidence that you meet it.

No German statute governs card data; the rules come from the card brands. PCI DSS is maintained by the PCI Security Standards Council, which also lists the Qualified Security Assessors that validate compliance; whether a business needs a QSA's Report on Compliance or can complete a self-assessment questionnaire depends on its merchant or service-provider level and on what its acquirer asks for. German online retailers, payment service providers and fintechs, hosting and contact-centre providers that handle card data for clients are the usual candidates. The GDPR still applies alongside, because cardholder data is personal data, and financial entities must fit the card-data environment into their DORA ICT risk management. There is no PCI DSS certificate; there is validated compliance, renewed each assessment cycle. Sterling's Frankfurt office reduces scope, closes control gaps and prepares evidence for the QSA or the self-assessment, with Effivity and Sterling Academy included. German questions follow.

Requirements

PCI DSS requirements in Germany

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Germany these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

How Sterling gets a German company compliant with PCI DSS

Time

How long does PCI DSS compliance take in Germany?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Germany these are the factors that set the timeline.

  • Merchant or service-provider level set by the payment brands
  • Size of the cardholder data environment and scope reduction
  • Segmentation and penetration testing results
  • QSA availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Germany?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Germany these factors move both.

  • Scope of the cardholder data environment
  • Remediation (encryption, logging, segmentation)
  • QSA and scanning fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Germany

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Germany are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

The Council maintains PCI DSS and lists Qualified Security Assessors and other assessor programmes.
Regulation (EU) 2016/679 (GDPR) with § 40 BDSG supervisionRelated

Accreditation, audit language and remote audits in Germany

Compliance validation, not certification: depending on the requirements of the payment brands and the acquirer, validation is by a Qualified Security Assessor (Report on Compliance) or by self-assessment questionnaire. QSAs are listed by the PCI Security Standards Council. No QSA is named here. Edition and transition details: PCI DSS hub →

    Audit language

Assessments are held in English or German; agree the language with the QSA. Reports are typically produced in English.

    Remote and on-site

QSAs decide on remote testing within PCI SSC guidance; on-site testing of the cardholder data environment is common.

PCI DSS in Germany: questions clients ask

Is PCI DSS a German legal requirement?

No. PCI DSS is a card-industry standard, enforced through the payment brands and acquirers rather than by German law. If you take card payments, your acquirer's contract is where the obligation arises, so ask it what validation it expects from you.

    Do we need a QSA?

It depends on your level as a merchant or service provider and on what your acquirer requires. Some organisations validate through a Qualified Security Assessor, others do not; the PCI Security Standards Council lists QSAs. Ask your acquirer which applies to you.

Does PCI DSS overlap with the GDPR?

Yes, in one respect: cardholder data is personal data, so the GDPR's security-of-processing duties apply to it as well. PCI DSS is not named in the GDPR, so meeting one does not establish the other. Confirm the legal position with counsel.
