In short

ISO 45001 certification in Germany at a glance

Two German instruments bear on ISO 45001. Not one of them names it. So why do buyers in Germany keep asking for the certificate?

German occupational safety law already requires employers for much of what ISO 45001 formalises. § 3 of the Arbeitsschutzgesetz requires the employer to take the necessary safety measures, check that they work, and provide a suitable organisation and the means to plan and carry them out; § 5 requires an assessment of the hazards connected with the work, the familiar Gefährdungsbeurteilung. What the law does not prescribe is a management system that ties those duties to objectives, worker participation, contractor control, internal audit and management review — and that is the gap ISO 45001 fills. No German statute makes the standard compulsory; demand comes from industrial customers, construction clients and groups that want one safety system across several sites. Certification is by a certification body accredited by DAkkS or another recognised accreditation body. Sterling's consultants start from the existing hazard assessments, delivering from Frankfurt with Effivity and Sterling Academy included. German specifics are covered below.

The need

Who needs ISO 45001 in Germany, and what happens without it

In Germany the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturers and construction contractors with significant hazardsArbSchG requires risk assessment and a suitable safety organisation; ISO 45001 structures both.
  • Employers with several sites or statesA single management system keeps hazard assessments and measures consistent across locations.
  • Suppliers asked by industrial and automotive customersCustomers may ask for certified occupational health and safety management.

ISO 45001 requirements in Germany

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Germany these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Germany?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Germany these are the factors that set the timeline.

  • Number of sites and hazard profiles
  • Quality of existing Gefährdungsbeurteilungen
  • Contractor management arrangements
  • Certification-body availability around state public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Germany?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Germany these factors move both.

  • Number of sites and employees
  • Hazard complexity (machinery, chemicals, construction)
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Germany

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Germany are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Germany (3)

InstrumentHow it treats the standard
Arbeitsschutzgesetz (ArbSchG) § 3Expected in practice
Employers take and review the necessary safety measures and provide a suitable organisation and means; no standard named.
Arbeitsschutzgesetz (ArbSchG) § 5Expected in practice
Assessment of the hazards connected with the work (Gefährdungsbeurteilung), the core input to ISO 45001 hazard identification.
DAkkS accreditation of management-system certification bodies (DIN EN ISO/IEC 17021-1)Market driver
Accredited certification is available through Germany's national accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO 45001 covers without naming a standard, and ISO 45001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Germany

Use a certification body accredited for this standard by DAkkS or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 45001 hub →

Audit language

Audits are held in German or English; agree the audit language and the language of controlled documents with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 45001 in Germany: questions clients ask

Is ISO 45001 mandatory in Germany?

No. The Arbeitsschutzgesetz places duties on every employer: § 3 requires the necessary safety measures, a check of their effectiveness and a suitable organisation and means, and § 5 requires an assessment of work hazards. Neither provision names ISO 45001. Confirm what applies to you with counsel.

Can our existing Gefährdungsbeurteilung be reused?

Yes. The Gefährdungsbeurteilung under § 5 ArbSchG is the core input to ISO 45001 hazard identification, so it can be the starting point for hazard identification and risk assessment rather than being redone. Review whether it covers every activity and site in your intended scope.

Who certifies ISO 45001 in Germany?

Accredited certification bodies. DAkkS accredits management-system certification bodies in Germany, so ask any candidate for its accreditation scope and see that occupational health and safety management is covered, then compare what each offers, including audit language and how it plans visits to your sites.
