ISO 13485 certification in Germany at a glance
ZLG refers to ISO 13485, yet none of the German instruments checked makes it compulsory. Buyers in Germany ask for it anyway.
Medical device law in Germany runs through Brussels and Bonn. Regulation (EU) 2017/745 sets the rules for placing devices on the market, the Medizinprodukterecht-Durchführungsgesetz implements and supplements it nationally, and the Bonn-based ZLG — the Länder's central authority for health protection in medicinal products and medical devices — designates and monitors the notified bodies and certification bodies that assess manufacturers. The regulation requires a quality management system; ISO 13485 is the standard manufacturers commonly use to build it, even though the law text does not name the standard. ISO 13485 certification itself is issued by an accredited certification body, while MDR quality-system assessment belongs to a notified body; many manufacturers use one organisation holding both roles. Contract manufacturers, sterilisers and component suppliers are pulled in through their customers' supplier controls. Sterling's consultants work from Frankfurt on design controls, risk management and supplier files, and include Effivity and Sterling Academy. Local questions follow.
Who needs ISO 13485 in Germany, and what happens without it
In Germany the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Medical device manufacturers placing products on the EU marketConformity assessment under Regulation (EU) 2017/745 involves notified bodies assessing the quality management system.
- In-vitro diagnostic manufacturersZLG also designates bodies for in-vitro diagnostics.
- Contract manufacturers, sterilisers and component suppliersManufacturers flow QMS requirements down to critical suppliers.

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In Germany these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in Germany?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Germany these are the factors that set the timeline.
- Device classification and conformity assessment route
- Design and development file maturity
- Supplier controls and sterilisation or special processes
- Notified-body capacity
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in Germany?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Germany these factors move both.
- Number of device families and sites
- Design-control and risk-management remediation
- Certification body or notified body fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in Germany
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Germany are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 13485 in Germany (2)
| Instrument | How it treats the standard |
|---|---|
| Medizinprodukterecht-Durchführungsgesetz (MPDG) implementing Regulation (EU) 2017/745 | Expected in practice The MDR requires a quality management system; ISO 13485 is the usual basis, though the law text checked does not name it. |
| ZLG — designation and monitoring of notified bodies and certification bodies for medical devices | Refers to / expects ZLG designates, recognises and monitors certification bodies for quality assurance systems and notified bodies in the medical device and IVD fields. |
"Expected in practice" means the instrument asks for the outcomes ISO 13485 covers without naming a standard, and ISO 13485 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Germany
ISO 13485 certification is by a certification body accredited by DAkkS or another recognised accreditation body; MDR quality-system assessment is by a notified body designated through ZLG (or another member state's authority). The two can be combined with one body that holds both. No body is named here unless verified. Edition and transition details: ISO 13485 hub →
Audit language
Audits are held in German or English; agree the audit language and the language of controlled documents with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 13485 in Germany: questions clients ask
Is ISO 13485 mandatory in Germany?
Not by name. The MDR requires a quality management system, and ISO 13485 is the de-facto basis for it, but the law text checked does not itself name the standard. The Medizinprodukterecht-Durchführungsgesetz implements the Regulation in Germany. Ask your notified body or counsel how your products' route treats ISO 13485 before you plan.
Who designates notified bodies in Germany?
The ZLG, the Zentralstelle der Länder für Gesundheitsschutz bei Arzneimitteln und Medizinprodukten. It designates, recognises and monitors certification bodies for quality assurance systems and notified bodies in the medical device and in-vitro diagnostic fields. Before relying on a notified body's audit, check its designation.
Can ISO 13485 and MDR audits be combined?
Yes, where one body holds both roles. ISO 13485 certification comes from a body accredited by DAkkS or another recognised accreditation body, whereas MDR quality-system assessment is by a notified body designated through ZLG or another member state's authority. Ask the body whether it carries both, and what that means for your audit plan.
