In short

ISO 20000-1 certification in France at a glance

Directive (EU) 2022/2555 (NIS 2) refers to ISO/IEC 20000-1, yet none of the French instruments checked makes it compulsory. Buyers in France ask for it anyway.

For IT service providers in France, ISO/IEC 20000-1 is a commercial credential more than a legal one. DORA sets rules on ICT risk management and ICT third-party risk across the financial sector without prescribing the standard, and the NIS 2 Directive lists supply chain security among its minimum measures, again without naming it, while the French transposition is still pending. What follows is customer pressure: financial institutions, public bodies and large enterprises ask managed-service and SaaS suppliers how their services are governed, and a certificate from a body accredited by Cofrac, the sole national accreditation body, is an independent answer. Sterling does not certify; the accredited certification body does. Sterling's Enschede office builds the service management system for providers in France, often alongside ISO/IEC 27001, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 20000-1 in France, and what happens without it

In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Managed-service and hosting providers selling to regulated customersFinancial customers need ICT third-party providers that can evidence service governance under DORA.
  • SaaS and platform providers answering enterprise tendersBuyers ask for evidence that services are managed to a recognised standard.
  • Suppliers to future NIS 2 entitiesThe Directive makes supply chain security one of the required measures.
  • Internal IT departments of large organisationsA certified service management system supports shared-service and outsourcing models.

Requirements

ISO 20000-1 requirements in France

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.

Services are defined and agreedA service catalogue and service-level agreements state what you deliver and to what standard.
Management owns the service systemTop management sets the service management policy and objectives and provides the people and tools to meet them.
Changes and releases are controlledChanges, releases and deployments are assessed, approved and tracked so live services stay stable.
Incidents and problems are resolvedIncidents and requests are handled to agreed targets, and recurring problems are traced back to their cause.
Capacity, continuity and security are plannedCapacity, availability, continuity and information security are planned so agreed service commitments can be met.
Suppliers and performance are reviewedSuppliers and internal teams are managed against agreements, performance is reported, and the system is audited and reviewed.

In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

Time

How long does ISO 20000-1 certification take in France?

There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.

  • Number of services and customers in scope
  • Maturity of incident, change and problem processes
  • Use of an existing ISO/IEC 27001 system
  • Service desk and tooling coverage

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 20000-1 certification cost in France?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.

  • Number of services and teams in scope
  • Process and tooling remediation
  • Customer-reporting automation
  • Certification-body audit effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 20000-1 consultants and certification bodies in France

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

    Remote and on-site

Document review can be remote; audits cover live service operations and are mostly on-site, with remote sampling where allowed.

ISO 20000-1 in France: questions clients ask

    Does DORA require ISO 20000-1?

No. DORA sets rules on ICT risk management and ICT third-party risk for the financial sector and does not prescribe ISO/IEC 20000-1. A managed-service provider may still hold the certificate to show a financial customer that services are governed systematically. Ask the customer and your counsel what evidence the contract and supervisor expect.

Is ISO 20000-1 relevant to NIS 2 supply chain security?

Indirectly. The Directive lists supply chain security among the minimum measures, including the relationship between an entity and its direct suppliers and service providers, but it names no standard. A service provider holding ISO/IEC 20000-1 can show structured service management to an entity asking supplier questions. French transposition is still pending, so confirm requirements as they emerge.

How does ISO 20000-1 differ from ISO 27001?

ISO/IEC 20000-1 is about managing IT services well: incident, change, problem, capacity and service-level processes. ISO/IEC 27001 is about managing information security risk. They share a management-system structure, which is why providers often run them together. A customer may ask for either or both, so check what its questionnaire or contract names.

Which accreditation should an ISO 20000-1 certification body hold in France?

Cofrac accreditation for management-system certification, with a scope that lists ISO/IEC 20000-1. Cofrac is the sole national accreditation body and says its mission includes wide acceptance of the certificates issued by the bodies it accredits through mutual recognition agreements. Ask the body for its accreditation certificate before you commit to an audit.
