In short

ISO 13485 certification in Egypt at a glance

In Egypt, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Medical device makers in Egypt work under two separate yardsticks: the Egyptian Drug Authority, created by Law No. 151 of 2019, licenses factories, issues operating permits and examines devices against mandatory standard specifications, while customers and overseas regulators look for ISO 13485 as evidence of a quality system built for devices. The Egyptian Accreditation Council has been recognised by Global ACI for ISO 13485 since July 2023, which makes a locally accredited route possible, though it is a recent entry. Contract manufacturers, component and packaging suppliers, diagnostic reagent producers and exporters meet the same supplier audits. Sterling's Dubai office helps Egyptian device companies build design controls, risk management, complaint handling and process validation records, with Effivity and Sterling Academy included with the engagement, and an accredited certification body decides on the certificate.

The need

Who needs ISO 13485 in Egypt, and what happens without it

In Egypt the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device manufacturersCustomers, distributors and regulators abroad expect a quality system built for devices, and the Egyptian Drug Authority examines devices and licenses the factories that make them.
  • Suppliers and contract manufacturers to device makersDevice manufacturers audit component, packaging and sterilisation suppliers against their own certified systems.
  • Exporters targeting regulated overseas marketsOverseas regulators and reviewers ask for evidence of a device quality system alongside technical files.
  • Companies asked to register their certificate with EOSEOS's registration unit records management system certificates, and ISO 13485 is a management system certificate.
  • Laboratories and diagnostic reagent producersThe Authority examines laboratory and diagnostic reagents, and a controlled quality system supports consistent results.

Requirements

ISO 13485 requirements in Egypt

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Egypt these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets an Egyptian company certified

Time

How long does ISO 13485 certification take in Egypt?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Egypt these are the factors that set the timeline.

  • Device classes, sites and processes in scope
  • Maturity of design controls, risk management and complaint handling
  • Validation of processes, sterilisation and software
  • Certification body scheduling around the Eid periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Egypt?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Egypt these factors move both.

  • Number of sites, products and processes in scope
  • Validation, testing and traceability upgrades
  • Certification body audit fees, quoted separately from consulting
  • Aligning with overseas market regulatory files

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Egypt

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Egypt are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in Egypt (3)

    InstrumentHow it treats the standard
Egyptian Accreditation Council (EGAC) recognition entriesMarket driver
Global ACI shows EGAC recognised for management systems certification to ISO 13485 from 31 July 2023, a recent entry, so ask the certification body for its current scope; this is not a mandate.
Egyptian Drug Authority (EDA) — Law No. 151 of 2019Regulator context
The Authority states it implements laws on pharmaceutical products and medical devices, issues operating permits to factories producing medical devices and examines devices against mandatory standard specifications; the page does not make ISO 13485 a condition.
Egyptian Organization for Standards and Quality (EOS) — management system certificate registrationProcess driver
EOS's registration unit records management system certificates and the granting bodies; the page does not say who must register.

Accreditation, audit language and remote audits in Egypt

Use a certification body accredited for ISO 13485 by the Egyptian Accreditation Council (EGAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI lists EGAC as recognised for ISO 13485 from July 2023, which is recent, so confirm the certification body's accredited scope before you sign. The accredited certification body decides, not Sterling. Edition and transition details: ISO 13485 hub →

    Audit language

Arabic is the official language and English is common in business; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if shop-floor interviews will run in Arabic.

    Remote and on-site

Remote audit elements are at the certification body's discretion; manufacturing areas, cleanrooms, warehouses and sterilisation or packaging steps are normally visited on-site.

ISO 13485 in Egypt: questions clients ask

Does the Egyptian Drug Authority require ISO 13485?

Its published about page does not make it a condition. The Authority licenses factories, issues operating permits and examines medical devices against mandatory standard specifications it approves. ISO 13485 is a voluntary certificate that supports those controls and that overseas customers often request. Confirm what the Authority asks of your device class with the Authority itself.

Who can certify ISO 13485 in Egypt?

Certification comes from an accredited certification body, never from Sterling. For ISO 13485, Global ACI records the Egyptian Accreditation Council as recognised from July 2023, which is a recent entry, so a home-accredited route is available on paper. Foreign-accredited bodies are also used, and customers often have a preference, so confirm the accreditation scope first.

Is ISO 13485 the same as the Egyptian device licence?

No. A licence or operating permit comes from the Egyptian Drug Authority and lets you make or sell products. ISO 13485 is a management system certificate from an accredited body and shows how the quality system is run. Neither replaces the other, and EOS registration, where asked for, is a further step again.

What do device makers often underestimate?

Design controls and complaint handling, particularly where products were developed informally or by a parent company. Auditors look for traceable design inputs, verification and change records. Risk management files that stop at the factory gate are another common gap. Review these early, because rewriting history is slower than building the records going forward.
