In short

Egypt Personal Data Protection Law No. 151 of 2020 (PDPL) compliance in Egypt at a glance

Personal Data Protection Law, Law No. 151 of 2020, and the Personal Data Protection Center is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Egypt ask for evidence that you meet it.

Since the President passed Law No. 151 of 2020 in July 2020, Egypt has had a personal data statute with its own regulator, the Personal Data Protection Center. The Ministry of Communications and Information Technology says the Law criminalises processing outside the purposes data owners authorise and obliges collectors and processors to obtain licences, permits and approvals, and the Center's portal now states that Executive Regulations have been issued. The portal offers permits and licences for legal entities, Data Protection Officer certification, accreditation of data protection consultants and a questionnaire that determines obligations under the Law. No organisation-wide compliance certificate appears among those services, so evidence rests on records and the permits themselves, optionally supported by ISO/IEC 27701 or 27001 certification from an accredited body. Sterling's Dubai office helps with data mapping, notices, processor agreements and officer arrangements, using Effivity and Sterling Academy included with the engagement.

    Time

How long does Egypt Personal Data Protection Law No. 151 of 2020 (PDPL) compliance take in Egypt?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Egypt these are the factors that set the timeline.

    • Mapping personal data, systems and processors
    • Working out which permits, licences or approvals apply
    • Appointing and certifying a Data Protection Officer
    • Reviewing transfers abroad and cloud hosting

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does Egypt Personal Data Protection Law No. 151 of 2020 (PDPL) compliance cost in Egypt?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Egypt these factors move both.

    • Number of legal entities, business units and data subjects in scope
    • Volume and sensitivity of the data handled
    • Review and renegotiation of processor and transfer agreements
    • Fees of any accredited data protection consultant, quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

      Choosing a partner

Egypt Personal Data Protection Law No. 151 of 2020 (PDPL) consultants and assessors in Egypt

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

      • Check that the body’s accreditation or approval covers Egypt Personal Data Protection Law No. 151 of 2020 (PDPL) and your sector, and that its certificates can be verified online.
      • Ask the consultant how the local requirements in Egypt are mapped into the same system, so nothing runs twice.
      • Ask for client references in your sector; Sterling’s client letters are available on request.
      • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

The portal offers a permit or licence for legal entities, a permit for liberal professions, Data Protection Officer appointment and certification, accreditation of data protection consultants, guidelines and a compliance questionnaire.

Accreditation, audit language and remote audits in Egypt

Compliance, not certification of the organisation: the Center's portal lists permits and licences for entities, certification of Data Protection Officers and accreditation of data protection consultants, but no organisation-wide compliance certificate among its services. Evidence is your own records, privacy notices, processor agreements and the permits or licences the Center issues. ISO/IEC 27701 or ISO/IEC 27001 certification by an accredited body is an optional way to evidence the systems behind your answers. Audit language

Arabic is the official language and English is common in business; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if shop-floor interviews will run in Arabic.

        Remote and on-site

Data mapping workshops, notice reviews and processor-agreement work can be done on-site or remotely; applications and requests are made through the Center's online portal with digitally signed documents.

Egypt Personal Data Protection Law No. 151 of 2020 (PDPL) in Egypt: questions clients ask

Is Egypt's Personal Data Protection Law in force, and who regulates it?

The Ministry of Communications and Information Technology records that the President passed Law No. 151 of 2020 in July 2020, and the Personal Data Protection Center administers it. The Center's portal says the Executive Regulations have been issued. Which duties apply to your organisation is for the Center and your counsel to confirm, so use the portal's questionnaire as a first step.

Do I need a licence or permit under the Law?

The Ministry says the Law obliges data collectors and processors to obtain the necessary licences, permits and approvals, and the Center's portal offers a permit or licence service for legal entities and a permit for liberal professions. Which one fits your activity is the Center's decision. Complete its compliance questionnaire and take advice from counsel before you apply.

Is there a certificate showing an organisation complies with the Law?

The Center's portal lists permits and licences, certification of Data Protection Officers and accreditation of data protection consultants. It does not list an organisation-wide compliance certificate among its services. Your evidence is records, notices, agreements and permits, optionally supported by ISO/IEC 27701 certification from an accredited body. Ask the Center whether anything further is expected.

Is Egypt's Law the same as the GDPR?

No, though the Ministry describes the Law as in line with international practice, especially the GDPR. A major difference visible from the Ministry's description is the licence, permit and approval system the Center runs. Work done for the GDPR therefore helps but does not replace Egyptian compliance. Ask counsel to map the two for your organisation.
