In short

ISO 22301 certification in Shanghai at a glance

When a container terminal, payment system or fab goes down in Shanghai, the effect travels fast. The city's port handled 51.5 million TEU in 2024, more than any other port in the world, and its 1,782 licensed financial institutions run on systems that must keep working. ISO 22301 gives such organisations a business continuity management system: impact analysis to find critical activities, risk assessment, recovery strategies, plans, and exercises that prove the plans work. Sterling's Shanghai office runs the workshops, writes the plans with your teams and rehearses the response, so that continuity is something the business has practised and not only documented.

What drives ISO 22301 in Shanghai

Demand is customer- and regulator-led: sector supervisors and counterparties raise continuity; no Shanghai authority is recorded as requiring an ISO 22301 certificate.

Requirements

What ISO 22301 requires

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

ISO 22301 in Shanghai: questions clients ask

Which Shanghai businesses benefit most from ISO 22301?

Operators whose downtime reaches many customers: port and logistics firms, payment and settlement providers, data-centre operators and hospitals. Financial institutions in particular are used to resilience questions from supervisors and counterparties. The standard's impact analysis shows which activities must come back first, which is more useful than a generic plan. Scope the certificate around those critical services.

Does ISO 22301 replace continuity rules set by Shanghai financial supervisors?

No. Sector regulators set their own expectations, covered on the China page, and ISO 22301 is a voluntary way to organise the work and show it to customers. A certified system can feed the same plans and test records into regulatory reporting, but check each requirement with the supervisor. Treat the certificate as evidence, not a substitute.
