ISO 37301 certification in China at a glance
One Chinese instrument bears on ISO 37301. It does not name the standard. So why do buyers in China keep asking for the certificate?
State-owned enterprises under SASAC have run compliance management systems since the Measures for the Compliance Management of Central Enterprises took effect on 1 October 2022, with SASAC evaluating how well those systems are built and how effective they are. ISO 37301 is the certifiable international model for the same work, and China adopts it identically as GB/T 35770-2022, aligned to ISO 37301:2021. A further national standard, GB/T 47432-2026 on evaluating compliance management system effectiveness, is listed to take effect on 1 November 2026, so the question of how effectiveness is measured is becoming more formal. The standard requires a compliance obligations register, risk assessment, a compliance function with authority, controls, training, speak-up channels, monitoring and management review. Certification is granted by CNCA-approved certification bodies. Private groups, financial firms and multinational subsidiaries use it to bring regulatory obligations into one system, often with ISO 37001. Sterling's Shanghai office builds the obligations register, controls and evidence, with Effivity and Sterling Academy included.
Who needs ISO 37301 in China, and what happens without it
In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Central state-owned enterprises and their subsidiariesSASAC evaluates the construction and effectiveness of their compliance management systems.
- Provincial SOEs and large private groupsCompliance management systems are modelled on the national standard GB/T 35770-2022.
- Regulated financial and data-intensive businessesA compliance management system organises obligations from NFRA, PBOC and data laws.

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.
In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How long does ISO 37301 certification take in China?
There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.
- Number of legal entities and business lines in scope
- State of the compliance obligations register and risk assessment
- Existing SASAC-driven compliance structures that can be reused
- Certification body scheduling around public holidays
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37301 certification cost in China?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In China these factors move both.
- Number of entities and jurisdictions in scope
- Volume of compliance obligations to map
- Certification body audit fees, quoted separately from consulting
- Integration with ISO 37001 anti-bribery controls
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37301 consultants and certification bodies in China
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 37301 in China (3)
| Instrument | How it treats the standard |
|---|---|
| Measures for the Compliance Management of Central Enterprises (SASAC Order No. 42) | Expected in practice Compliance management system for central SOEs, in force from 1 October 2022; ISO 37301 not cited. |
| GB/T 35770-2022 Compliance management systems — Requirements with guidance for use (identical adoption of ISO 37301:2021) | National standard Identical to ISO 37301:2021. |
| GB/T 47432-2026 Compliance management systems — Effectiveness evaluation | National standard |
"Expected in practice" means the instrument asks for the outcomes ISO 37301 covers without naming a standard, and ISO 37301 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in China
In China, certification may be carried out only by certification bodies approved by the Certification and Accreditation Administration (CNCA) within their approved scope. Check the body's approval and that its accreditation — by CNAS or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) — covers ISO 37301 and your sector. No body is named here unless verified. GB/T 47432-2026 on evaluating compliance management system effectiveness is listed to take effect on 1 November 2026. Audit language
Chinese and English audits are both available from certification bodies operating in China; agree the audit language and the certificate language at application.
Remote and on-site
Remote audit elements are at the certification body's discretion.
ISO 37301 in China: questions clients ask
Is GB/T 35770 the same as ISO 37301?
Yes. GB/T 35770-2022, Compliance management systems — Requirements with guidance for use, is an identical adoption of ISO 37301:2021. The requirements match the international standard, and certification still has to come from an approved certification body, so ask it which edition and national number it will cite on your certificate.
Does SASAC require ISO 37301 certification?
No. SASAC Order No. 42, in force from 1 October 2022, requires central enterprises to run compliance management and has SASAC guide and supervise it and evaluate the system's construction and effectiveness. The order does not name ISO 37301 or mention certification. A certificate may still help evidence the system, but do not describe it as required.
How is compliance management effectiveness evaluated?
GB/T 47432-2026, Compliance management systems — Effectiveness evaluation, is the national standard for this purpose. It is listed as taking effect on 1 November 2026. Organisations planning to evidence how well their compliance system works should read it, and check its final wording once published.
