In short

SOC 2 attestation in Belgium at a glance

In Belgium, SOC 2 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

A SOC 2 report is a customer ask, not a Belgian legal requirement. It tends to arrive through two doors: US buyers who expect it in procurement, and European financial customers who, since DORA became applicable on 17 January 2025, must manage the risk of relying on ICT providers and therefore ask for independent assurance. Suppliers to entities covered by the NIS2 Law meet similar questions. The report itself is written by a licensed CPA firm after examining controls against the AICPA trust services criteria, as either a Type 1 or a Type 2 report; Sterling does not attest. From Enschede it scopes the criteria, builds the controls and evidence collection, and prepares teams for the examiner's questions, aligning the work with ISO/IEC 27001 if clients hold both.

The need

Who needs SOC 2 in Belgium, and what happens without it

In Belgium the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • SaaS and cloud providers selling to Belgian financial institutionsDORA puts ICT third-party risk on the financial entity, so customers ask providers for independent assurance.
  • Suppliers to NIS2-covered entitiesOrganisations not directly covered may still be asked to show security assurance because they serve covered entities.
  • Belgian technology firms selling to US customersUS buyers often ask for a SOC 2 report in procurement.

Requirements

SOC 2 requirements in Belgium

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In Belgium these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How Sterling gets a Belgian company ready for its SOC 2 report

How to get a SOC 2 report in Belgium

One team from the Enschede office carries the work from scoping to report. Clients in Belgium are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

    2. Gap assessment against SOC 2 and the Belgian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

    Time

How long does SOC 2 attestation take in Belgium?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Belgium these are the factors that set the timeline.

    • Type 1 or Type 2 report and the observation window
    • Selected trust services criteria
    • Maturity of controls and evidence collection
    • CPA firm availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in Belgium?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Belgium these factors move both.

    • Systems and criteria in scope
    • Control remediation and tooling
    • CPA firm fees quoted separately from consulting
    • Number of subservice organisations

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in Belgium

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in Belgium are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive SOC 2 in Belgium (2)

      InstrumentHow it treats the standard
Regulation (EU) 2022/2554 (DORA), supervised in Belgium by the National Bank of BelgiumThe regulation itself
Applies to financial entities since 17 January 2025; covers ICT risk management, incident reporting, resilience testing and ICT third-party risk; the Bank's report does not name ISO/IEC 27001.
Federal government NIS2 notice (news.belgium.be)Regulator-adjacent guidance
Organisations not directly covered may still need to comply because they serve covered entities; registration runs through the CCB's Safeonweb@Work portal.

Accreditation, audit language and remote audits in Belgium

Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm after an examination against the AICPA trust services criteria. Sterling prepares the controls and evidence; it does not attest. Edition and transition details: SOC 2 hub →

      Audit language

Dutch, French and German are the official languages and English is common in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

      Remote and on-site

The CPA firm decides how much fieldwork is remote; evidence collection for cloud environments is commonly remote.

SOC 2 in Belgium: questions clients ask

Do Belgian regulators require SOC 2?

No. SOC 2 is an attestation framework from the US accounting profession, and none of the Belgian instruments cited here requires it. Demand comes from customers, especially US ones and those with third-party risk programmes. The reports are issued by CPA firms, so ask your customers which report type and criteria they expect.

Why do Belgian financial customers ask providers for assurance reports?

Because DORA, applicable since 17 January 2025, makes the financial entity responsible for the management of ICT risks from third parties, and the National Bank of Belgium supervises compliance. A provider with an independent report can answer due-diligence questions faster. DORA does not name SOC 2, so the choice of report is the customer's.

      Is a SOC 2 report a certificate?

No. It is an attestation report written by a licensed CPA firm after examining your controls, and it states the auditor's opinion. There is no certificate and no pass mark. Sterling prepares the controls and evidence but cannot attest, and the CPA firm must be independent of the preparation work.

Should we choose SOC 2 or ISO/IEC 27001?

Ask your customers. European buyers often favour ISO/IEC 27001, while US buyers frequently ask for SOC 2. The control sets overlap considerably, so many Belgian providers build one set of controls and use it for both. The CCB also accepts ISO/IEC 27001 as a NIS2 reference, which SOC 2 does not replace.
