In short

ISO 22301 certification in Belgium at a glance

Law of 26 April 2024 establishing a framework for the cybersecurity of networks and information systems of general interest for public security (the NIS2 Law) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Belgium ask for evidence that you meet it.

Resilience obligations in Belgium reach organisations through two regulatory routes that do not name ISO 22301: DORA, supervised for financial entities by the National Bank of Belgium and applicable since 17 January 2025, and the NIS2 Law overseen by the Centre for Cybersecurity Belgium. Both push boards to show that critical services can survive disruption, and the standard gives a structure for doing so. It is also a frequent customer ask in logistics, from the Port of Antwerp-Bruges to the cargo operations at Brucargo, where a failure spreads along the chain. Certification is by a body accredited under BELAC. Sterling, working from Enschede, runs the business impact analysis, continuity strategy, plans and exercises, and prepares teams for the audit with Effivity and Sterling Academy included.

The need

Who needs ISO 22301 in Belgium, and what happens without it

In Belgium the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, insurers and payment institutionsDORA requires ICT resilience arrangements and the National Bank of Belgium supervises compliance; its report does not name ISO 22301.
  • Entities in NIS2 sectors such as energy, transport and healthOperational resilience is part of the cybersecurity risk picture the CCB oversees.
  • Port, logistics and air-cargo operatorsDisruption at the Port of Antwerp-Bruges or Brucargo spreads quickly along supply chains.
  • Data-centre and managed-service providersCustomers in regulated sectors ask how recovery is planned and tested.

Requirements

ISO 22301 requirements in Belgium

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Belgium these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How Sterling gets a Belgian company certified

Time

How long does ISO 22301 certification take in Belgium?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Belgium these are the factors that set the timeline.

  • Scope of critical services and sites
  • Existing continuity plans and exercise records
  • Dependencies on suppliers and cloud platforms
  • Certification body scheduling around the summer holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Belgium?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Belgium these factors move both.

  • Number of sites and critical activities in scope
  • Depth of business impact analysis
  • Exercise and testing effort
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Belgium

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Belgium are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in Belgium (3)

    InstrumentHow it treats the standard
Regulation (EU) 2022/2554 (DORA), supervised in Belgium by the National Bank of BelgiumThe regulation itself
Applies to financial entities since 17 January 2025; covers ICT risk management, incident reporting, resilience testing and ICT third-party risk; the Bank's report does not name ISO/IEC 27001.
Law of 26 April 2024 establishing a framework for the cybersecurity of networks and information systems of general interest for public security (the NIS2 Law)The instrument itself
It transposes Directive (EU) 2022/2555; the Centre for Cybersecurity Belgium states that it entered into force on 18 October 2024.
Royal Decree of 31 January 2006 creating the BELAC system for accreditation of conformity assessment bodiesThe system itself
It sets the national accreditation framework that certification bodies work within; the decree does not name any ISO management system standard.

Accreditation, audit language and remote audits in Belgium

Use a certification body accredited for this standard by BELAC, the national accreditation body, or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that its accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 22301 hub →

    Audit language

Dutch, French and German are the official languages and English is common in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Stage audits are usually on-site; exercise evidence and recovery tests can be reviewed remotely at the certification body's discretion.

ISO 22301 in Belgium: questions clients ask

Does DORA require ISO 22301 for Belgian financial entities?

No. The National Bank of Belgium describes DORA as covering ICT governance and risk management, incident reporting, resilience testing and third-party ICT risk, and its report does not name ISO 22301. The standard can still structure the continuity work. Which measures your entity must meet is a legal point to confirm with the Bank or your counsel.

Is business continuity part of Belgium's NIS2 duties?

The Centre for Cybersecurity Belgium oversees entities under the NIS2 Law, which sets cybersecurity risk-management measures for covered sectors. The CCB's published material describes the law and its conformity routes rather than listing continuity measures, so read the law's text. ISO 22301 is a recognised way to organise continuity, but confirm the legal duties with the CCB.

How does ISO 22301 relate to ISO/IEC 27001?

They overlap in business impact analysis, incident response and recovery planning. ISO/IEC 27001 treats continuity as part of information security, while ISO 22301 covers continuity of the whole organisation, including people, premises and suppliers. Belgian organisations that hold one often reuse documents and exercises for the other, which keeps the two systems consistent.

Who certifies ISO 22301 in Belgium?

A certification body, not Sterling. Look for one accredited by BELAC for this standard, or by another body within the international recognition arrangements, and confirm the scope in writing. Sterling prepares the impact analysis, plans and exercises that the certification body then audits. No certificate is available without that independent audit.
