In short

ISO 17025 accreditation in Belgium at a glance

In Belgium, ISO/IEC 17025 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Laboratories in Belgium are accredited, not certified, and the body that does it is BELAC, created by Royal Decree of 31 January 2006 and published through FPS Economy. The ILAC listing shows BELAC as an MRA signatory for ISO/IEC 17025 testing and calibration, and European co-operation for Accreditation lists the same scopes under its multilateral agreement. For chemical testing in the Antwerp port cluster, calibration labs serving industry and the Flemish life-science sector, an accredited scope is what lets customers and authorities rely on results. Sterling cannot accredit anyone; its Enschede team prepares laboratories by validating methods, building the measurement-uncertainty evidence, organising proficiency testing and writing the quality system. BELAC then assesses and decides. Questions about scope, recognition and the evidence a laboratory needs before applying are answered below, and BELAC alone decides on accreditation.

The need

Who needs ISO 17025 in Belgium, and what happens without it

In Belgium the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Testing laboratories in chemicals, food and materialsCustomers and regulators rely on accredited results.
  • Calibration laboratories serving industryAccredited calibration gives traceable measurement that quality systems depend on.
  • Laboratories in life sciences and healthPharmaceutical and device clients ask for accredited test methods.
  • In-house laboratories of manufacturersCustomers ask whether internal test results can be relied on.

Requirements

ISO 17025 requirements in Belgium

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In Belgium these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in Belgium?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Belgium these are the factors that set the timeline.

  • Scope of methods and measurements requested
  • Validation and measurement-uncertainty evidence
  • Proficiency testing and interlaboratory comparison records
  • BELAC assessment scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in Belgium?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Belgium these factors move both.

  • Number of methods and measurement ranges in scope
  • Equipment, calibration and environmental controls
  • BELAC fees, quoted separately from consulting
  • Staff competence records

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in Belgium

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Belgium are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 17025 in Belgium (3)

    InstrumentHow it treats the standard
    ILAC MRA listing for BELACRecognition
The ILAC listing shows BELAC as a signatory for ISO/IEC 17025 testing and calibration, ISO 15189 medical testing, ISO/IEC 17020 inspection, ISO/IEC 17043 proficiency testing and ISO 17034 reference material producers.
Royal Decree of 31 January 2006 creating the BELAC system for accreditation of conformity assessment bodiesThe system itself
It sets the national accreditation framework that certification bodies work within; the decree does not name any ISO management system standard.
European co-operation for Accreditation (EA) — BELAC as MLA signatoryRecognition
EA describes BELAC as Belgium's National Accreditation Body and an EA MLA signatory, with scopes that include certification of management systems (ISO/IEC 17021-1).

Accreditation, audit language and remote audits in Belgium

Accreditation, not certification: BELAC, the Belgian national accreditation body, assesses laboratories against ISO/IEC 17025 and grants accreditation by scope. The ILAC listing shows BELAC as a signatory for ISO/IEC 17025 testing and calibration. Sterling prepares the laboratory; BELAC decides. Edition and transition details: ISO/IEC 17025 hub →

    Audit language

Dutch, French and German are the official languages and English is common in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

BELAC assessments combine document review with on-site witnessing of work; the assessment approach is set by BELAC.

ISO 17025 in Belgium: questions clients ask

Which body accredits laboratories in Belgium?

BELAC, the Belgian accreditation system created by Royal Decree of 31 January 2006 and published by FPS Economy. The ILAC listing shows it as an MRA signatory for ISO/IEC 17025 testing and calibration, among other scopes. A laboratory applies to BELAC for the methods it wants on its scope.

Is ISO/IEC 17025 accreditation the same as ISO 9001 certification?

No. ISO 9001 certifies a quality management system, while ISO/IEC 17025 accreditation recognises technical competence for specific tests or calibrations. Laboratories need validated methods, measurement uncertainty and traceability, not just a documented system. The two share quality-management ideas, but the assessment questions differ.

Are BELAC accreditations recognised outside Belgium?

That is what the international arrangements are for. EA lists BELAC as an EA MLA signatory for calibration and testing under ISO/IEC 17025, and ILAC lists it as an MRA signatory for the same scopes. Whether a particular customer or regulator accepts a report is their decision, so ask them.

What does a laboratory have to evidence before applying?

Validated methods, measurement uncertainty, traceable calibrations, competence records for staff and results from proficiency testing or interlaboratory comparison where available. Sterling helps assemble and test that evidence, then BELAC assesses it. A pre-assessment of your own records usually exposes the weak spots in good time.
