HACCP certification in Belgium at a glance
In Belgium, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Belgian food businesses do not choose whether to apply HACCP: the FASFC states that applying a self-checking system is mandatory and that it must be based on HACCP principles, under the Royal Decree of 14 November 2003. What operators can choose is validation by an accredited independent certification body, available only where an approved sector guide is used. The FASFC says validated systems can earn a reduced annual contribution and a lower inspection frequency, which is a practical reason for small and medium producers to consider it. Sector guides, written by sector organisations and approved by the agency, double as the audit reference. Sterling helps from its Enschede office with hazard analysis, prerequisite programmes, records and staff training, so that validation audits go smoothly. The questions below follow the agency's own wording.
Who needs HACCP in Belgium, and what happens without it
In Belgium the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Every food and feed businessApplying a self-checking system is mandatory and, for food safety, must be based on HACCP principles.
- Operators that want validation of their systemValidation by an accredited independent certification body is voluntary and needs an approved sector guide.
- Small producers and caterers using a sector guideSector guides are written by sector organisations and approved by the FASFC; certification bodies use them as audit references.
- Suppliers to retailersBuyers ask how the HACCP plan is verified, beyond the legal minimum.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the HACCP readiness checkHACCP requirements in Belgium
Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.
In Belgium these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How long does HACCP certification take in Belgium?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Belgium these are the factors that set the timeline.
- Availability of an approved sector guide for your activity
- Maturity of hazard analysis and prerequisite programmes
- Size and number of premises
- Certification body scheduling around the summer holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does HACCP certification cost in Belgium?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Belgium these factors move both.
- Number of premises and process lines
- Remediation of hygiene and traceability gaps
- Certification body audit fees quoted separately from consulting
- Staff training effort
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
HACCP consultants and certification bodies in Belgium
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Belgium are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Belgium
For HACCP, the route is the FASFC's validation of the self-checking system: an accredited independent certification body validates the system against an approved sector guide. Check that the body is accredited by BELAC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) for this activity. No body is named here unless its scope has been verified. Edition and transition details: HACCP hub →
Audit language
Dutch, French and German are the official languages and English is common in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
Validation audits take place on-site because premises, hygiene and records must be seen; document review can be remote.
HACCP in Belgium: questions clients ask
Is HACCP compulsory for Belgian food businesses?
Yes, in substance. The FASFC says applying a self-checking system is mandatory and that, for food safety, the system has to be based on HACCP principles. The Royal Decree of 14 November 2003 develops the EU Food Law in Belgium. Confirm how this applies to your activity with the FASFC or your counsel.
Is there a HACCP certificate recognised by the FASFC?
The FASFC allows validation of the self-checking system by an accredited independent certification body, but only where an approved sector guide is used, and validation is voluntary. Validated systems can earn a reduced annual contribution and a lower inspection frequency. Ask the FASFC which guide applies to your activity.
What is a sector guide?
A document that helps operators build their self-checking system. Sector organisations write it and the FASFC approves it after evaluation, and certification bodies use it as an audit reference. If your activity has an approved guide, following it is the basis for validation. If you are unsure which one applies, ask your sector body.
Who accredits the certification bodies that validate HACCP systems?
The FASFC refers to accredited independent certification bodies; in Belgium, BELAC is the national accreditation body, created by Royal Decree of 31 January 2006. Ask the body for its accreditation scope and confirm that it covers validation of self-checking systems for your sector, not just management-system certification in general.
