In short

ISO 45001 certification in Bangladesh at a glance

In Bangladesh, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Workplace safety in Bangladesh is set by statute and inspected by the state. The Bangladesh Labour Act, 2006 covers workers' health, safety, welfare and working conditions, the Bangladesh EPZ Labour Act, 2019 does the same for zone enterprises, and the Fire Prevention and Extinguishment Act, 2003 adds licensing and plan-approval provisions for factories, warehouses and buildings. ISO 45001 replaces none of them. What it adds is a management system: hazard identification, worker consultation, operational controls, incident investigation and review, audited by an accredited certification body. That matters to garment and light-manufacturing exporters, zone enterprises and contractors whose customers ask for evidence beyond the minimum. Sterling's Mumbai office helps clients build hazard registers, consultation arrangements and emergency preparedness and run internal audits, with Effivity software and Sterling Academy training included with the engagement. Confirm legal duties with counsel or the labour authorities.

The need

Who needs ISO 45001 in Bangladesh, and what happens without it

In Bangladesh the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Garment, textile and light-manufacturing factoriesThe Labour Act covers workers' health, safety, welfare and working conditions, and a management system keeps those duties in routine.
  • Export processing zone enterprisesThe EPZ Labour Act, 2019 provides for workers' health and safety inside the zones.
  • Warehouses, factories and multi-storey commercial buildingsThe Fire Prevention and Extinguishment Act, 2003 has licensing and plan-approval provisions that sit alongside a safety system.
  • Construction, chemical and process contractorsPrincipal contractors and buyers set safety conditions in contracts and prequalification forms.

Requirements

ISO 45001 requirements in Bangladesh

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Bangladesh these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How Sterling gets a Bangladeshi company certified

One team from the Mumbai office carries the work from scoping to certificate. Clients across Bangladesh are served from Sterling's Mumbai office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 45001 and the Bangladeshi requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

Time

How long does ISO 45001 certification take in Bangladesh?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bangladesh these are the factors that set the timeline.

  • Number of sites, shifts, contractors and high-risk activities in scope
  • Hazard registers, incident and near-miss records already held
  • Worker participation and consultation arrangements
  • Certification body scheduling and night-shift access

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Bangladesh?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Bangladesh these factors move both.

  • Headcount, shifts and number of sites
  • Contractor and temporary-worker populations
  • Certification body audit fees quoted separately from consulting
  • Engineering controls, fire and electrical works or training the risk assessment shows are needed

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Bangladesh

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bangladesh are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Bangladesh (3)

InstrumentHow it treats the standard
Bangladesh Labour Act, 2006 (Act No. XLII of 2006)Does not replace
The statute's preamble covers workers' health, safety, welfare and working conditions and compensation for injury; an ISO 45001 certificate shows a system, not compliance with the Act.
Bangladesh EPZ Labour Act, 2019 (Act No. 2 of 2019)Does not replace
Provides for workers' health and safety in zone enterprises.
Fire Prevention and Extinguishment Act, 2003 (Act No. 7 of 2003)Context
Licences for factories and warehouses and approval of building plans are covered by the Act, which does not name ISO 45001.

Accreditation, audit language and remote audits in Bangladesh

Choose a certification body whose accreditation covers this standard and your sector: accreditation by the Bangladesh Accreditation Board (BAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Ask for the accreditation certificate and read its scope. Ask the certification body to show that occupational health and safety management systems are inside the scope it holds. Audit language

Buyer standards, export documents and most management system records are in English, and Bangla is the state language under the Constitution; interviews with workers and supervisors are normally in Bangla. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Audits are on-site because the auditor must see work areas, machinery, exits and permit systems; worker interviews happen at the workplace.

ISO 45001 in Bangladesh: questions clients ask

Does ISO 45001 show compliance with the Labour Act?

No. A certificate shows that a management system met the standard when audited. The Bangladesh Labour Act, 2006 sets the legal duties on health, safety and welfare, and the Department of Inspection for Factories and Establishments inspects workplaces. Use the system to keep those duties and incident follow-up together, and confirm legal compliance with counsel.

Do export processing zones have their own safety rules?

Yes, through the Bangladesh EPZ Labour Act, 2019, whose contents include workers' health and safety, compensation for injury and welfare associations, administered alongside BEPZA's zone rules. A zone employer should read that Act, not only the national Labour Act, and ask BEPZA or counsel how any provision applies to the enterprise.

How does fire law relate to an ISO 45001 system?

The Fire Prevention and Extinguishment Act, 2003 has provisions on licences for warehouses and factories and on approval of multi-storey and commercial building plans. Those are legal permissions, separate from certification. An occupational safety system can hold fire drills, inspections and equipment checks together with them. Confirm what your premises need with the fire authority.

Which workers should take part in an ISO 45001 project?

Shift workers, contractors, supervisors and worker representatives, because participation and consultation is a core planning factor alongside hazard records. Include them in hazard identification from the start. Auditors interview people at the workplace, so the system has to be understood by those who work under it.
