PCI DSS compliance in Austria at a glance
NISG 2026 duties on risk-management measures and proof of their effectiveness is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Austria ask for evidence that you meet it.
Card payments in Austria are governed by contract, not statute. PCI DSS comes from the PCI Security Standards Council, and acquirers and payment brands decide which merchants and providers validate through a Qualified Security Assessor and which complete a self-assessment. Financial entities add their own scrutiny under DORA, with the Finanzmarktaufsicht as competent authority, and entities covered by the NISG 2026 must manage supply-chain security, so providers that handle card data meet overlapping questions. Sterling does not validate compliance. Its Frankfurt office scopes cardholder data flows, designs segmentation, remediates gaps and assembles evidence before the assessor or acquirer reviews it, with Effivity and Sterling Academy included with the engagement. Because the route depends on your acquirer, the answers below start with who decides what applies to a merchant or provider in Austria, and how the overlapping security duties fit.
Who needs PCI DSS in Austria, and what happens without it
These are the organisations in Austria that most often need to show PCI DSS.
- Merchants and e-commerce businesses taking card paymentsAcquirers and payment brands set validation requirements by transaction volume and channel.
- Payment service providers and processorsProviders that store, process or transmit card data validate with a Qualified Security Assessor where required.
- Banks, insurers and their ICT suppliersDORA places ICT third-party risk on financial entities, so card-data providers face security scrutiny as well.
- SaaS and hosting firms touching cardholder dataTheir customers' scope depends on how the provider is segmented and assessed.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the PCI DSS readiness checkPCI DSS requirements in Austria
Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.
In Austria these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

How long does PCI DSS compliance take in Austria?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Austria these are the factors that set the timeline.
- Cardholder data flows and system scope
- Segmentation and existing controls
- Validation level and assessor availability
- Remediation lead times
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does PCI DSS compliance cost in Austria?
The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Austria these factors move both.
- Systems, networks and locations in scope
- Remediation tooling and segmentation
- Assessor fees, quoted separately
- Vulnerability scanning and penetration testing
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
PCI DSS consultants and assessors in Austria
Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Austria are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive PCI DSS in Austria (4)
| Instrument | How it treats the standard |
|---|---|
| PCI Security Standards Council qualification programmes | Scheme rule The Council runs the Qualified Security Assessor and related programmes that payment brands rely on for validation. |
| Regulation (EU) 2022/2554 (DORA), supervised in Austria by the FMA | Regulator page The FMA names itself the competent authority for DORA in Austria, working closely with the Oesterreichische Nationalbank, and says the regulation applies from 17 January 2025 to financial entities. |
| NISG 2026 duties on risk-management measures and proof of their effectiveness | The instrument itself Entities apply technical, operational and organisational measures that take account of relevant national, European and international standards; the list covers incident handling, business continuity and crisis management, supply-chain security, vulnerability handling, cryptography, access control and multi-factor authentication, and entities later evidence implementation to the authority, with relevant valid certificates able to support the operational and organisational part. |
| Datenschutzgesetz (DSG), BGBl. I Nr. 165/1999 | The instrument itself It sets up the Datenschutzbehörde as the national supervisory authority under Article 51 GDPR and supplements the regulation. |
Accreditation, audit language and remote audits in Austria
Compliance, not certification: PCI DSS is validated through a Report on Compliance by a Qualified Security Assessor or through a self-assessment questionnaire, as the payment brands and acquirers require. Sterling prepares the scope, controls and evidence; it does not validate. Edition and transition details: PCI DSS hub →
Audit language
Reports are usually written in English for acquirers and payment brands. Internal records can be in German or English; confirm any language requirement with your acquirer.
Remote and on-site
Scoping and gap work can be remote or on-site; the assessor decides how much fieldwork is on-site.
PCI DSS in Austria: questions clients ask
Is PCI DSS a law in Austria?
No. It is a standard of the PCI Security Standards Council that payment brands and acquirers apply through contracts. The Council runs the Qualified Security Assessor and related programmes that validation relies on. Your acquirer tells you which validation level and evidence applies to you, so start with that conversation.
Who validates PCI DSS compliance for an Austrian business?
A Qualified Security Assessor issues a Report on Compliance where one is required, while smaller merchants may complete a self-assessment questionnaire. The acquirer decides which route applies. Sterling prepares scope, controls and evidence and does not validate. Ask your acquirer for its requirements before you plan.
Does DORA affect how a card-data provider is assessed?
Indirectly. The FMA is the competent authority for DORA in Austria, and the regulation covers ICT third-party risk, so financial entities examine providers that handle card data. DORA does not replace PCI DSS validation, and the FMA page does not mention it. Expect both sets of questions.
Can the NISG 2026 and PCI DSS be handled together?
Often, since many controls overlap: access control, incident handling, supply-chain security and vulnerability management appear in both. The NISG 2026 asks covered entities for measures and later independent verification, while PCI DSS follows the brands' rules. One control framework can serve both, with separate evidence for each audience.
