ISO 10001–10004 · Customer satisfaction guidelines

ISO 10001–10004 requirements and guidelines for complaints, customer promises and satisfaction you can prove.

The four customer satisfaction guidelines show how to make promises to customers, handle their complaints, settle the disputes you cannot resolve internally and measure how satisfied they really are. They are guidance, so no certificate is issued against them. Sterling's expert and experienced consultants turn them into working processes inside your quality system, tied to the ISO 9001 clauses an auditor will test. We help our clients put it into practice and prove it.

  • Fixed scope, one proposal: consulting, Effivity software, Sterling Academy access and internal auditor training, as applicable to your standard, in one proposal
  • A team of expert and experienced quality consultants, building complaints and feedback processes into management systems since 2003
  • The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements. Sterling does not certify; where a certificate is needed, an accredited body audits your ISO 9001 system and decides

8,100+ client engagements in 60+ countries.

What it is

What are ISO 10001, 10002, 10003 and 10004?

They are four companion documents from ISO's quality management committee, each giving guidelines on one part of the customer relationship: codes of conduct, meaning the promises you make to customers (ISO 10001); complaints handling inside your organisation (ISO 10002); dispute resolution outside it, for complaints you could not settle (ISO 10003); and monitoring and measuring customer satisfaction (ISO 10004).

ISO revised all four together in 2018 so that they fit ISO 9001 and each other. Each can be used alone, but together they form one loop: a promise, a way to complain when it is broken, a route out when a complaint stalls, and measurement that shows whether customers are more satisfied. None is written as requirements for certification.

Current edition. ISO 10001:2018, ISO 10002:2018, ISO 10003:2018 and ISO 10004:2018, all published in July 2018. ISO last reviewed and confirmed each of them in 2023, so all four remain current, and no revision is announced on ISO's site. How ISO 9001 treats customer satisfaction and complaints

Who it is for

Who needs ISO 10001–10004?

The guidelines suit any business with customers who can be disappointed: retailers, utilities, financial services, telecom and e-commerce providers, contact centres and business-to-business suppliers. Enquiries usually start from one of four places:

  • A customer's supplier audit asks how you handle complaints. The buyer wants a defined process and trend analysis, not an inbox.
  • A tender scores customer care. A measured complaints and satisfaction process earns marks a policy statement does not.
  • A regulator or ombudsman expects fair complaint handling. Sector rules set their own obligations; the guidelines help you build a process that meets them.
  • A group company already works this way. Subsidiaries adopt the parent's approach so results compare across the group.

Requirements

What do ISO 10001–10004 require?

Strictly, nothing: each document gives recommendations, not requirements. ISO 10002, ISO 10003 and ISO 10004 share one layout after their scope, references and definitions. The areas below are at heading level; your processes are compared with the documents themselves during the gap assessment.

  • Guiding principles: the principles each process should respect, set out in clause 4 of ISO 10002 and ISO 10003, and with the underlying concepts in ISO 10004.
  • Framework: management commitment, policy, responsibilities and resources for complaints handling, dispute resolution or satisfaction measurement (clause 5).
  • Planning, design and development: objectives, activities and the design of the process before it goes live (clause 6).
  • Operation: running the process day to day (clause 7).
  • Maintenance and improvement: monitoring, audit, review and improvement of the process itself (clause 8).
  • Codes of conduct (ISO 10001): planning, designing, developing, implementing, maintaining and improving the promises you make to customers.
  • Informative annexes: guidance for small businesses and the interrelationship of the four documents, plus practical aids such as flowcharts and forms.

What does useful customer satisfaction evidence look like?

A published way to complain, a complaints log with acknowledgement and closure dates, root-cause records for repeat issues, decisions on which external dispute scheme you accept, survey design with response rates, and a management review that shows what the trends changed. The same records answer the ISO 9001 auditor's questions on customer focus, customer satisfaction and corrective action.

Putting it into practice

How do you implement ISO 10001–10004?

Because the documents are guidelines, the route ends in working processes and evidence, not in a certificate of its own. Where a customer needs independent proof, the processes are built into an ISO 9001 system and that system is certified.

  1. 01
Choose the parts and the scope.Decide which of the four documents you will adopt, for which brands, channels, sites and customer groups.
  2. 02
Gap assessment against the guidelines and ISO 9001.We compare today's complaint handling, customer promises and feedback methods with the guidance and with the relevant ISO 9001 clauses, then agree actions, owners and dates.
  3. 03
Design and launch the processes.Write the code, the complaints procedure, the escalation route and the measurement plan, and train the people who face customers.
  4. 04
Audit internally and review the results.Internal audit tests the processes on real cases; management reviews complaint trends and satisfaction results and decides actions.
  5. 05
Prove it, with ISO 9001 certification where needed.Share the evidence with customers, or ask an accredited certification body to audit the ISO 9001 system the processes run in; it makes the certification decision.

Check the route before you sign. Some providers advertise a certificate against ISO 10002 or its companions; ask what document it is issued against, who accredits the issuer for it and whether your customer will accept it. For ISO 9001, confirm the certification body's accreditation with an accreditation body recognised under the Global ACI arrangement. The certification buyer's checklist

Cost

How much does ISO 10001–10004 implementation cost?

With no certification body for the guidelines themselves, the budget is mostly consulting and your team's time. It grows with ISO 9001 certification, many channels or several countries.

Cost componentWhat affects it
Consulting and implementationHow many of the four parts you adopt, whether an ISO 9001 system already exists, and whether you choose Design™ or Drive™
ISO 9001 certification, if neededAudit days, sites and travel, quoted by the certification body
External dispute resolutionAny fees of the provider you select under ISO 10003, agreed with that provider
Your team's timeComplaint volumes, channels to connect and survey work
Software and learningEffivity and Sterling Academy access, itemised at no additional cost

What moves the price

  • Channels in scope: phone, e-mail, social media, stores, portals
  • Languages, brands and countries
  • Satisfaction data already collected, or starting from nothing

What a Sterling proposal always shows

  • Deliverables, assumptions and exclusions in writing
  • Milestones linked to deliverables
  • One all-inclusive proposal for our work

Timeline

How long does ISO 10001–10004 implementation take?

Designing a complaints process is quick; proving it works takes real complaints and at least one round of satisfaction measurement. An existing ISO 9001 system shortens the work. As an estimate, alignment typically takes two to four months, with ISO 9001 certification adding its own timeline where it is needed.

PhaseWhat sets the pace
Scope and gap assessmentAccess to customer-facing teams and complaint data
Process design and launchApprovals of the code, procedure and escalation route; system changes
Operating periodEnough closed complaints and survey responses to show trends
Internal audit and reviewManagement availability and time to close findings

FAQs

Frequently asked questions about ISO 10001–10004

Can we get ISO 10002 certified?

Not in the way you can with ISO 9001. ISO 10002 gives guidelines rather than auditable requirements.

Does ISO 9001 require us to follow ISO 10002?

No. ISO 9001 expects you to monitor customer satisfaction and deal with nonconformities, but it leaves the method to you. ISO 10002 is one well-tested way to meet those expectations for complaints.

Do we have to adopt all four documents?

No. Most start with ISO 10002 and ISO 10004. ISO 10001 suits organisations that publish customer promises, and ISO 10003 those whose complaints can reach an external scheme.

Is ISO 10002 suitable for a small business?

Yes. The documents include guidance written for small businesses: a single page, a log and a monthly review can be enough.

How does ISO 10002 relate to ISO 18295 for contact centres?

ISO 18295 sets requirements for customer contact centres and their clients, while ISO 10002 guides complaints handling across the whole organisation.
