ISO 9001 certification in the UK: UKAS accreditation, public tenders and supplier pre-qualification

Clause by clause: ISO 9001:2026 requirements: every clause explained →

What is different about ISO 9001 in the United Kingdom: how UKAS accredits certification bodies, how to check a certificate, what the Procurement Act 2023 means for tenders, and how construction pre-qualification treats certification.

Key points

  • UKAS, the United Kingdom Accreditation Service, is the national accreditation body appointed by government. It accredits the certification bodies that audit you; it does not certify organisations itself.
  • UKAS is an EA MLA signatory and states that its accreditations remain internationally recognised under the Global ACI arrangement that superseded the IAF and ILAC arrangements on 1 January 2026.
  • New public procurement rules came into force on 24 February 2025 under the Procurement Act 2023. The Act does not name ISO 9001, and a condition asking for a particular qualification must allow its equivalents.
  • In construction, supplier pre-qualification through PAS 91 questionnaires and Constructionline gives certified firms a shorter route, and Constructionline accepts ISO certificates only from UKAS-accredited or mutually recognised bodies.

Why UK organisations pursue ISO 9001 certification

In the UK the question is whether your certificate passes the buyer's supplier checks. Main contractors, facilities management groups, public bodies and large private customers run their supply chains through questionnaires and accreditation platforms, and a current, accredited certificate is one of the quickest ways to clear the quality section.

Two routes shape most requests. The first is public procurement under the Procurement Act 2023, where contracting authorities set their own conditions of participation. The second is supply-chain pre-qualification, strongest in construction, where schemes built around PAS 91 and the Common Assessment Standard reward a firm that already holds accredited certification.

The local landscape: UKAS, recognition and checking a certificate

UKAS describes itself as the national accreditation body for the United Kingdom, appointed by government to assess organisations that provide certification, testing, inspection and calibration. For ISO 9001 that means UKAS assesses the certification body, and the certification body audits you and decides on your certificate. Neither UKAS nor Sterling issues the certificate.

UKAS is a signatory to the European co-operation for Accreditation multilateral agreement and reports that its recognition continues under the Global ACI Multilateral Recognition Arrangement. That is why a UKAS-accredited certificate is accepted by buyers outside the UK, and why a certificate from a body accredited by another recognised accreditation body is usually accepted in the UK. The Global ACI list of recognised bodies did not show UKAS when we checked, so confirm the current position on both sites before you rely on it.

Accreditation is voluntary in many sectors, and UKAS says it cannot comment on the competence of unaccredited certification bodies. The practical test: is the body accredited, is quality management in its accredited scope, and did it issue this certificate? UKAS runs CertCheck, a free database for verifying UKAS-accredited management system certificates. IAF CertSearch covers certificates internationally, though UKAS notes that uploading to it is voluntary, so an absent entry is not proof of a fake. The verification guide covers the full check.

Public tenders and the Procurement Act 2023

New rules for public procurement came into force on 24 February 2025 under the Procurement Act 2023. Under section 22 a contracting authority may set conditions of participation, and they must be proportionate. Government guidance on conditions of participation adds that a condition cannot require a particular qualification without allowing for its equivalents.

That guidance does not name ISO 9001, quality management certificates or quality assurance standards. Some authorities still ask for ISO 9001 or equivalent evidence of quality management in their tender documents. Read the conditions for each opportunity, and if you are not yet certified, prepare evidence of an equivalent system rather than assume the door is closed.

Local practice that changes the project

Construction and facilities pre-qualification

PAS 91 is a standard pre-qualification questionnaire for construction procurement, with modules that include quality management. Constructionline explains that holders of certain recognised certifications, ISO 9001 among them, are exempt from some sections. Its Gold membership, built around the Common Assessment Standard, accepts ISO certificates only from UKAS-accredited bodies or bodies accredited by an EA, IAF or ILAC member.

Group and multi-site structures

Many UK firms have a head office in London or another city with regional depots, branches or sites in Scotland, Wales and Northern Ireland. The certification body samples sites, so each must follow the same processes.

Scope wording that buyers read

Pre-qualification assessors and tender panels compare the certificate's scope with the work they are buying. A scope that says "design and installation" when you only install, or omits a service line, causes rejected submissions. Write the scope around what you sell into UK supply chains.

ISO 9001 in the UK: questions buyers ask

Does ISO 9001 certification in the UK have to be UKAS accredited?

No law requires it, but many buyers and platforms do. Constructionline, for example, accepts ISO certificates only from UKAS-accredited bodies or bodies accredited by an EA, IAF or ILAC member, so check your buyers' rules first.

Is ISO 9001 required for public sector tenders in the UK?

Not as a rule: the government guidance on the Procurement Act 2023 does not name it. A contracting authority may ask for it in its conditions of participation, but must allow equivalent evidence.

How do I check if an ISO 9001 certificate is UKAS accredited?

Search UKAS CertCheck, then confirm the certification body's accreditation schedule covers quality management. If a certificate is missing, contact the issuing body, since not every certificate is uploaded.

Does ISO 9001 help with Constructionline or PAS 91?

Yes. Holders of recognised certifications such as accredited ISO 9001 are exempt from some PAS 91 sections, which shortens pre-qualification.
