ISO 9001 certification in India: NABCB accreditation, tenders, MSME support and local practice

Clause by clause: ISO 9001:2026 requirements: every clause explained →

What is different about ISO 9001 in India: who asks for it, how NABCB under the Quality Council of India accredits certification bodies, how to check a certificate, MSME support and the local practice that shapes the project.

Key points

  • In India, certification bodies for quality management are accredited by the National Accreditation Board for Certification Bodies (NABCB), a constituent board of the Quality Council of India set up by the Ministry of Commerce and Industry.
  • NABCB accredits management system certification bodies against ISO/IEC 17021-1 and states that it is a member of IAF, ILAC and APAC and a signatory to their arrangements. Check the current status on NABCB's site before relying on it.
  • Export buyers, multinational supply chains and public-sector tenders drive most requests; tender conditions are set bid by bid, so read each one.
  • The Office of the Development Commissioner (MSME) lists an ISO 9000/ISO 14001 certification reimbursement scheme for registered micro and small enterprises. Confirm that it is open before you count on it.

Why Indian organisations pursue ISO 9001

The first request usually arrives with an export order. An engineering component maker in Pune, a garment exporter in Tiruppur or a chemicals plant in Gujarat is asked for a current certificate before a European, American or Middle Eastern buyer approves it as a vendor.

At home, demand comes from vendor registration with large private buyers, from automotive and capital-goods supply chains and from public-sector undertakings. Government purchasers write ISO certification into some bid documents as a qualification or an evaluation criterion, and leave it out of others. Treat each tender separately: the bid document, not a general rule, decides whether you need the certificate and in what scope.

The local landscape: NABCB, QCI and checking a certificate

NABCB is one of the constituent boards of the Quality Council of India and describes itself as an autonomous body set up by the Ministry of Commerce and Industry. It accredits bodies that audit and certify management systems to ISO/IEC 17021-1, alongside inspection, product certification, personnel certification and validation and verification bodies. Laboratories are a separate matter, handled by a different board.

NABCB states that it is a member of the International Accreditation Forum, ILAC and the Asia Pacific Accreditation Cooperation, and a signatory to their mutual recognition arrangements. Those arrangements have been moving into the Global ACI arrangement. When we checked the Global ACI list of recognised accreditation bodies, it showed no Indian body, so confirm NABCB's current standing on its own site before you depend on it.

Many certification bodies operating in India are accredited by overseas accreditation bodies rather than NABCB. That is normally acceptable to customers, provided the accreditation body is internationally recognised and its scope covers quality management and your sector. To check a body, use the list of accredited bodies on NABCB's site or the relevant overseas accreditation body's directory. To check a certificate, NABCB points to IAF CertSearch. The verification guide walks through the full check.

Support for micro and small enterprises

The Office of the Development Commissioner (MSME) lists an ISO 9000/ISO 14001 certification scheme that reimburses the cost of certification to registered micro and small enterprises once they hold a certificate. Its pages do not give a current window or closing date, so confirm with the nearest MSME field office that claims are being accepted, and on what conditions, before planning your budget around it.

ZED Certification is a separate MSME scheme with its own assessment and rating. It is not ISO 9001 and does not replace an ISO 9001 certificate that a customer has asked for. Plan the two as separate projects that can share evidence.

Local practice that changes the project

Multi-plant and multi-state operations

A registered office in Mumbai with plants in two other states is typical. The certification body samples sites, so each location must run the same processes. Agree the site list with the body early, including warehouses in scope.

Job work and outsourced processes

Much Indian manufacturing depends on job workers for machining, plating, heat treatment or stitching. Show how you select them, pass on requirements and check what comes back; auditors sample incoming inspection and job-worker records closely.

Language of records

Management records are usually in English, while shop-floor instructions may be in Hindi, Marathi, Gujarati, Tamil or another state language. Either works if users understand them; confirm the body can assign an auditor who reads them.

ISO 9001 certification in India: questions buyers ask

Does an ISO 9001 certificate in India have to be NABCB accredited?

No. A certificate from a body accredited by NABCB or by another internationally recognised accreditation body is generally accepted. Check what your customer or the tender document specifies before you choose a body.

Can an MSME get ISO 9001 certification costs reimbursed?

Possibly. The Office of the Development Commissioner (MSME) lists a reimbursement scheme for registered micro and small enterprises that obtain ISO 9000 certification; confirm with your MSME field office that it is currently open and that you qualify.

Is ZED certification the same as ISO 9001?

No. ZED is a separate MSME scheme with its own assessment and rating, and it does not replace ISO 9001 where a customer asks for it.

How do I check whether an Indian ISO 9001 certificate is genuine?

Search IAF CertSearch and the issuing body's own register, then confirm the body's accreditation covers quality management and your sector. A certificate found in neither place should be questioned.
