ISO/IEC 29100 · Privacy framework

The ISO/IEC 29100 privacy framework, turned into privacy your teams practise every day.

ISO/IEC 29100 gives your organisation one privacy vocabulary, a map of who does what with personal data and eleven principles to design around. It is guidance, so no certificate exists. Sterling's expert and experienced consultants turn it into policies, controls and records your people use. We help our clients put it into practice and prove it.

  • Fixed scope, one proposal: consulting, Effivity software, Sterling Academy access and internal auditor training, as applicable to your standard, in one proposal
  • A team of expert and experienced privacy consultants, putting privacy principles to work across sectors and countries since 2003
  • The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements. Sterling does not certify; ISO/IEC 29100 has no certificate, and where one is needed an accredited body audits an ISO/IEC 27701 system and decides

8,100+ client engagements in 60+ countries.

What it is

What is the ISO/IEC 29100 privacy framework?

ISO/IEC 29100 is the international privacy framework published by ISO and IEC through their joint committee on information security, cybersecurity and privacy protection. It sets out a common set of privacy terms, names the parties involved when personally identifiable information (PII) is processed, describes the factors that shape how PII must be safeguarded and lists the privacy principles that information technology should respect.

In practice it is the reference point that lets legal, engineering, security, procurement and business teams talk about personal data in the same words. Product teams use it to build privacy in from the first requirement; privacy leads use it as the backbone of a programme spanning several national laws. Running a certifiable management system is the role of ISO/IEC 27701.

Current edition. ISO/IEC 29100:2024, the second edition, published in February 2024. It cancels and replaces ISO/IEC 29100:2011 as a minor revision and absorbs the 2011 edition's 2018 amendment. No further revision was shown as under way on iso.org when this page was prepared.

Who it is for

Who uses ISO/IEC 29100?

The framework applies to any organisation, large or small, whose systems or services touch personal data, whether it decides why the data is used or processes it for someone else. Organisations come to Sterling for ISO/IEC 29100 from four starting points:

  • A customer wants to see how you handle their people's data. Privacy questionnaires assume recognised principles and roles; the framework gives your answers a structure reviewers recognise.
  • A tender or procurement framework references international privacy standards. Bid teams need to show a governed approach, and to know accurately whether the buyer expects a framework or a certificate.
  • Regulators in several countries expect accountability. Different data protection laws, one programme: the framework's neutral principles give legal advisers and operations one baseline to map each law against.
  • Group companies need one privacy language. Subsidiaries and acquired businesses use different terms for the same things; a common framework makes group policy and reporting possible.

Requirements

What are the main ISO/IEC 29100 requirements?

Strictly, ISO/IEC 29100 contains no certifiable requirements. It is built from two main parts, the basic elements of the privacy framework and a set of eleven privacy principles, with an informative annex relating its concepts to the ISO/IEC 27000 information security vocabulary. The summary follows the standard's own headings in plain language.

  • Terms and definitions: the shared privacy vocabulary, including PII, PII principal, controller and processor.
  • Actors and roles: PII principals, PII controllers, PII processors and third parties, and how they interact.
  • Recognising PII: identifiers, linkable information, pseudonymous data, metadata, unsolicited PII and sensitive PII.
  • Privacy safeguarding requirements: the legal and regulatory, contractual, business and other factors that set your obligations.
  • Privacy policies and privacy controls: how the organisation states its intentions and puts measures in place.
  • Principles on collecting data: consent and choice; purpose legitimacy and specification; collection limitation; data minimisation.
  • Principles on using data: use, retention and disclosure limitation; accuracy and quality.
  • Principles on individuals: openness, transparency and notice; individual participation and access.
  • Principles on governance: accountability; information security; privacy compliance.

What does useful ISO/IEC 29100 evidence look like?

A personal data inventory with your role and purpose for each activity; notices people actually see; consent records where consent is relied on; retention applied and disposal logged; dated request handling; supplier contracts that match the roles; and privacy reviews for new systems, all kept in Effivity from the start.

Putting it into practice

How do you implement ISO/IEC 29100?

Because the framework is guidance, the route ends in demonstrated alignment, not a certificate. If a certificate is part of the goal, the same work becomes the foundation for ISO/IEC 27701.

  1. 01
Agree the scope and the question you must answer. The services, systems, countries and processing activities in scope, and who is asking for assurance: a client, a regulator, the board or the group.
  2. 02
Gap assessment against the framework and your laws.We compare current notices, contracts, registers and system designs with the roles and principles, alongside the privacy laws your legal advisers confirm apply, and agree actions with owners and dates.
  3. 03
Map the data and assign the roles.Record what personal data you hold, where it flows and your role for each activity, then correct contracts that say otherwise.
  4. 04
Put the principles into policies, controls and design.Minimisation, retention, notice, access and security built into procedures and system requirements, with people trained and records kept.
  5. 05
Review, demonstrate and decide the next step.An internal review of the programme, an alignment report you can share with clients, and a decision on whether to proceed to ISO/IEC 27701 certification.

Check the route before you sign. Nobody can issue a genuine ISO/IEC 29100 certificate, so treat any offer of one as a warning sign. If you need certification, ask which body will audit your ISO/IEC 27701 system, whether it is accredited for privacy management certification, and whether its accreditation body is a signatory to the Global ACI arrangement; then confirm the answers with the accreditation body itself. The certification buyer's checklist

Cost

How much does an ISO/IEC 29100 programme cost?

Cost follows the size of your personal data footprint and how much of the groundwork already exists, not the length of the standard. With no certification body involved, there are no audit fees unless you add ISO/IEC 27701.

Cost componentWhat affects it
Consulting and implementationProcessing activities, systems and countries in scope, the state of your data inventory and contracts, and whether your team leads the work (Design™) or Sterling runs it (Drive™)
Independent certificationNot applicable to ISO/IEC 29100; arises only if you choose ISO/IEC 27701 certification, when the certification body sets its own audit days
Internal resourcesTime from legal, IT, product, HR and marketing owners, system or contract changes, and training
Software and learningIncluded in a Sterling engagement: Effivity for the programme and Sterling Academy access for your people, with users, courses and access period confirmed in the proposal
Continued supportPeriodic reviews, refreshed data maps, new-system privacy reviews and awareness for new joiners under Sustain™

What moves the price

  • The number of countries and privacy laws to map
  • How many systems, products and suppliers handle personal data
  • Whether a data inventory and records of processing exist
  • Sensitive data, children's data or large-scale monitoring in scope
  • Whether ISO/IEC 27701 certification is planned as a next step

What a Sterling proposal always shows

  • Deliverables, assumptions and exclusions, in writing
  • Any certification-body fees for a later ISO/IEC 27701 audit shown separately
  • Effivity, training and Academy access itemised at no additional cost
  • Milestones linked to deliverables
  • One all-inclusive proposal. No surprises, ever

Timeline

How long does ISO/IEC 29100 implementation take?

Pace depends mostly on how quickly the people who know the data can map it, and how many contracts and systems need to change. As an estimate, an alignment programme typically takes two to four months; multi-country groups with legacy systems take longer.

PhaseWhat determines the pace
Scope and gap assessmentAccess to legal, IT and product owners, and to existing notices, contracts and registers
Data mapping and rolesThe number of systems, processing activities and suppliers to trace
Controls and design changesContract renegotiation, system changes, approvals and training
Review and demonstrationRecords accumulating long enough to show the principles operate, then the internal review

If a client questionnaire or tender has a deadline, tell us at the start and we will say what can accurately be shown by then.

What personal data you hold, where it goes and whether you are controller or processor for each activity.

  • Effivity ISO & GRC software

Your privacy registers and records run in Effivity, included with the engagement at no additional cost.

  • Training for everyone

Internal auditor training for your review team, as applicable to your standard, and preferential Sterling Academy access, including complimentary awareness training for your people as part of the engagement.

How Sterling implements ISO and GRC standards

Effivity · privacy programme software, included in every engagement

How Effivity helps you apply ISO/IEC 29100:2024 in daily work.

Every Sterling ISO/IEC 29100 engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant sets up the workspace within the agreed scope, so documents, risks, audits, nonconformities, training records and management review sit alongside your data inventory and role register, and privacy work becomes part of normal operations instead of a spreadsheet only one person understands. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Actors and roles

Role register by processing activity

Each activity recorded with whether you act as controller or processor, the third parties involved and the contract that governs it, reviewed when services change.

Recognising PII

Personal data inventory

Data categories, sensitive data, systems and flows held as a living register, so the answer to "what do we hold?" is one screen.

Safeguarding requirements

Legal, contractual and business obligations

The laws, client clauses and internal rules that apply, linked to the processes and controls they affect and reviewed on a schedule.

Privacy policies

Controlled policies and notices

Versions, approvals and distribution tracked, so only the current policy and notice are in use.

Privacy controls

Privacy risks and treatments

Risks to individuals and to the business, with owners, actions and review dates tracked to closure.

Individual participation and access

Requests from individuals

Access, correction and deletion requests logged with dates received and answered, and overdue items flagged.

Accountability

Internal review, findings and training

Review programmes, findings and corrective actions, with awareness records for every person linked to Sterling Academy.

Across the programme

Your own forms and workflows

Privacy review forms for new systems, supplier checks and reports adapted to how you work, without code.

What this means when a client asks

A client questionnaire asks for your data inventory, your role for their data, your retention rules, your request log and your last privacy review. In Effivity each answer is already a record with dates and owners attached. If you later pursue ISO/IEC 27701, the certification auditor finds the same workspace, and Sustain™ keeps it running.

FAQs

Frequently asked questions about ISO/IEC 29100

Can you get ISO/IEC 29100 certified?

No. ISO/IEC 29100 is a framework of terms, roles and principles, not a set of auditable requirements, so no accredited body certifies against it. What you can show is a documented alignment backed by records; where a client insists on a certificate, the route is ISO/IEC 27701.

What is the difference between ISO/IEC 29100 and ISO/IEC 27701?

ISO/IEC 29100 explains the concepts; ISO/IEC 27701 tells you how to run a certifiable privacy information management system. ISO/IEC 27701 sets requirements for policies, risk assessment, controls, internal audit and management review that an accredited body can audit.

Is ISO/IEC 29100 a legal requirement?

Generally not; it is a voluntary international standard. Your legal obligations come from the data protection laws that apply to you, which your legal advisers confirm. Its neutral principles let one programme map to several laws.

What changed in ISO/IEC 29100:2024 compared with the 2011 edition?

Very little in substance. ISO describes the 2024 edition as a minor revision that incorporates the 2018 amendment, adds a normative references clause, replaces "secondary use" with "secondary purpose" and updates the bibliography. Existing programmes need a terminology check, not a rebuild.

Is ISO/IEC 29100 useful for software and product teams?

Yes, and that is one of its main audiences. It is written for people who design, build and run ICT systems that process personal data, so principles such as data minimisation become design requirements and acceptance criteria.
