What it is

What is APEC CBPR and what is it used for?

The APEC Cross-Border Privacy Rules (CBPR) System is a voluntary, accountability-based certification for organisations that move personal information between participating economies. A company aligns its privacy policies and practices with the APEC Privacy Framework, an independent Accountability Agent assesses them against the system's Program Requirements, and compliance is then enforceable by law. A companion system, Privacy Recognition for Processors (PRP), covers organisations that handle personal information on behalf of others.

In April 2022 the participating economies set up the Global CBPR Forum to open the model beyond APEC. Its Global CBPR and Global PRP Systems went live on 2 June 2025. The Forum states that the Global and APEC systems were substantively the same at the outset but are now administered separately and will diverge as the Global requirements are updated.

For a business, the value is a single, recognised answer to the question every enterprise customer and partner asks before sharing data: can you show that personal information stays protected wherever it goes?

Current version. The Global CBPR System Program Requirements in force now remain valid until 31 March 2027; an updated version, published in September 2025, takes effect on 1 April 2027. The Forum members are Australia, Canada, Japan, the Republic of Korea, Mexico, the Philippines, Singapore, Chinese Taipei and the United States, with associates that include the United Kingdom, Bermuda, the Dubai International Financial Centre, Mauritius and, since September 2025, Nigeria. Confirm with your Accountability Agent which system, APEC or Global, your certification sits under.

Who it is for

Who needs APEC CBPR or Global CBPR certification?

CBPR suits organisations whose business model depends on personal information crossing borders: regional headquarters, shared service centres, SaaS and cloud providers, BPOs, payment and fintech firms, and multinational groups with entities in several member jurisdictions. Clients usually approach Sterling from one of four positions:

  • An enterprise customer wants independent proof. Procurement and vendor-risk teams increasingly ask for a recognised privacy certification rather than a completed questionnaire. A current CBPR or PRP listing answers that request with a third-party check.
  • A tender or contract names cross-border privacy. Read the wording closely: whether it asks for APEC CBPR, Global CBPR or PRP decides which Accountability Agent and requirements apply.
  • A regulator or data protection framework in your market recognises it. Where local rules treat certification as one way to support international transfers, your legal advisers decide how far it helps; Sterling builds the programme that earns it.
  • Group companies need one privacy baseline. Entities across several jurisdictions follow different practices. Certification to one set of requirements gives the group a common standard and a common evidence trail.

The certification demonstrates accountable practice at the time of review. The protection it signals depends on the programme continuing to operate between renewals.

Requirements

What are the main CBPR requirements?

CBPR has no management system clauses. It is a set of published documents that together define what an organisation must show and how an Accountability Agent checks it. The summary below follows the documents the Global CBPR Forum publishes; the APEC system has equivalent documents on cbprs.org. Your practices are assessed against the version of the Program Requirements that applies on the date of review.

  • Privacy framework: the principles the system is built on, the APEC Privacy Framework for APEC CBPR and the Global CBPR Framework for the Global systems.
  • Program Requirements: the criteria your privacy policies and practices are assessed against, with separate sets for CBPR and for PRP.
  • Intake Questionnaire: the applicant's structured account of how it collects, uses, shares, secures and corrects personal information.
  • Accountability Agent review: independent verification of the questionnaire answers and evidence, and any changes the agent requires before certifying.
  • Policies, Rules and Guidelines: how the systems operate, including the role of Accountability Agents and participating jurisdictions.
  • Public listing: certified organisations appear in the directory of the system concerned, which customers can check.
  • Enforcement and renewal: compliance is enforceable by law, privacy authorities cooperate through the Global Cooperation Arrangement for Privacy Enforcement, and Global certifications are renewed every year.

What evidence does an Accountability Agent look for?

Expect to show a privacy notice that matches what actually happens, internal policies with owners, records of how individuals' requests and complaints were handled, contracts and checks on the suppliers and group entities that receive data, security measures proportionate to the information held, and training records. We help you produce that evidence from working processes, recorded in Effivity, so the answers in the questionnaire can be traced to real practice.

Certification process

How do you get CBPR certified?

First bring your privacy practices into line with the Program Requirements. Then a recognised Accountability Agent verifies them. Sterling prepares and supports your organisation; the Accountability Agent alone decides whether to certify.

  1. 01
Choose the system and the Accountability Agent.Decide between CBPR, PRP or both, and APEC or Global, then select an agent recognised for that system and your jurisdiction.
  2. 02
Gap analysis against the Program Requirements.Compare your policies, notices, data flows and supplier arrangements with each requirement and agree actions, owners and dates.
  3. 03
Remediate and build the evidence.Update notices and policies, set up request and complaint handling, tighten supplier controls and train the people involved.
  4. 04
Submit the Intake Questionnaire for review. The Accountability Agent examines your answers and evidence, asks questions and may require changes before it decides.
  5. 05
Certification, listing and annual renewal.Once certified, you appear in the public directory; keep the programme running, since Global certifications are renewed every year.

Check the route before you sign. Confirm that the Accountability Agent appears on the Global CBPR Forum's list, or is recognised in the APEC CBPR System, for the certification you need and your jurisdiction; afterwards, confirm your organisation's entry in the relevant directory. A certificate issued by anyone else carries no weight in the system. The certification buyer's checklist

Cost

How much does CBPR certification cost?

The budget depends far more on how mature your privacy programme is than on the certification itself. A processor with one service and established controls faces a very different effort from a group certifying several entities that share customer data across jurisdictions.

Cost componentWhat affects it
Consulting and remediationCurrent privacy maturity, the number of entities, services and data flows in scope, and whether you choose Design™ or Drive™
Accountability Agent feesSet by the agent you select, typically reflecting the size and complexity of the organisation and the annual renewal
Internal resourcesTime from privacy, legal, IT security and business owners to supply information and put changes into use
Software and learningEffivity and Sterling Academy access, itemised in the proposal at no additional cost
Continued supportAnnual renewal preparation, the 2027 Program Requirements update and internal reviews under Sustain™

What moves the price

  • CBPR, PRP or both, and the number of entities certified
  • How many systems, suppliers and countries personal information passes through
  • Whether notices, policies and request handling already exist and work
  • Any deadline set by a customer, tender or partner

What a Sterling proposal always shows

  • Deliverables, assumptions and exclusions in writing
  • Accountability Agent fees shown separately, so the whole programme is comparable
  • Effivity, training and Academy access itemised at no additional cost
  • One all-inclusive proposal, with milestones tied to deliverables

Timeline

How long does CBPR certification take?

Timing is set by the depth of remediation, how quickly your teams can supply answers and evidence, and the Accountability Agent's review calendar, including any rounds of follow-up questions. As an estimate, a first certification commonly takes four to eight months; we confirm a realistic plan once the gap analysis is complete.

PhaseWhat sets the pace
Scoping and gap analysisAccess to data-flow information, contracts and the people who own each process
RemediationChanges to notices, policies, supplier terms and systems, and internal approvals
Intake and agent reviewCompleteness of the questionnaire and evidence, and the number of follow-up rounds
Certification and listingThe agent's decision and the directory update

If a customer or contract deadline is driving the project, tell us at the outset so the plan puts the critical requirements first.

Your engagement

What your CBPR engagement includes

Each engagement follows Sterling OS™. You choose the support level that suits your team: Design™, where we guide and your people carry out the work, or Drive™, where we manage the programme and do more of the work with you. After certification, Sustain™ keeps the programme ready for each renewal, and Automate™ is Effivity, which runs it day to day.

  • Scoping and gap analysis

The system, entities and data flows in scope, mapped against the Program Requirements, with an agreed action plan.

  • Policies, notices and procedures

Written or revised with your privacy and legal teams to reflect how personal information is actually handled.

  • Effivity ISO & GRC software

Your privacy programme runs in Effivity from the start, included with the engagement at no additional cost.

  • Training for everyone

Internal auditor training for your review team, as applicable to your standard, and preferential Sterling Academy access, including complimentary awareness training for your people as part of the engagement.

  • Intake Questionnaire preparation

Answers drafted from evidence, reviewed internally and cross-checked before submission.

  • Support through the agent's review

Help with follow-up questions and required changes until the certification decision.

Sterling is not an Accountability Agent and does not certify; the recognised Accountability Agent you select reviews your organisation and makes the certification decision. Where legal interpretation is needed, we work alongside your legal advisers.

How Sterling implements ISO and GRC standards

Effivity · privacy programme software, included in every engagement

How Effivity helps you fulfil, automate and simplify the CBPR Program Requirements.

Every Sterling CBPR engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures the workspace within the agreed scope, so data flows, notices, policies, individuals' requests, complaints, supplier reviews, incidents and training records are held together and kept current between renewals. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Effivity: Context of the Organisation dashboard with issues, interested parties and scope
Effivity QMS · Context of the Organisation dashboard
Scope

Entities, services and data flows

Each entity and service in scope recorded with the personal information it handles and where that information travels, so the scope in the questionnaire matches reality.

Notices

Privacy notices and their versions

Every notice controlled with approval dates and linked to the collection points it covers, so the agent sees the version that applied.

Risk

Privacy and security risks

Risks to personal information with owners, safeguards and review dates, tracked to closure and reported to management.

Requests

Access, correction and complaints

Requests and complaints logged on arrival, assigned and closed with dates, giving the agent a record rather than an assurance.

Documents

Policies and procedures

Versions, approvals and distribution controlled, so staff work from the current policy and old ones are withdrawn.

Suppliers

Processors and group recipients

Everyone who receives personal information listed with the checks performed and the contract terms that bind them.

Incidents

Incidents and corrective action

Events recorded with containment, investigation, decisions and follow-up in a single trail.

Across the system

Training, reviews and your own forms

Awareness records linked to Sterling Academy, internal reviews and management reviews, with workflows adapted to your organisation without code.

What this means at renewal

Each year the Accountability Agent wants to know what has changed and whether the programme kept working. With Effivity, the new supplier, the revised notice and last quarter's requests are already recorded with dates and owners, so renewal is a review of evidence rather than a scramble to rebuild it. Sustain™ runs in the same workspace.

In your engagement

  • Subscription included with the engagement, at no additional cost
  • Configured by your Sterling consultant within the agreed scope
  • Existing registers and policies migrated, not retyped
  • Admin and user training for your team
  • Modules for EMS, OHSMS, ISMS, FSMS and more when you integrate other standards

Sterling Academy · privacy e-learning

Make sure everyone who touches customer data knows the rules.

An Accountability Agent looks for trained people, not just written policies. Sterling Academy offers e-learning with video lessons, practice checkpoints, a final exam and a numbered Certificate of Completion for each learner, verifiable online. Sterling consulting clients benefit from preferential course access and special pricing through their Sterling consultant, including complimentary awareness training for their people as part of the engagement.

  • Awareness for staff who collect, share or support personal information
  • Deeper learning for the privacy lead and process owners
  • Internal auditor training for your review team, as applicable to your standard, as part of the engagement
  • Completion records by team, ready for the agent's review

The Sterling Promise

What our CBPR certification success guarantee means

100%on-time completion · success · 8,100+ client engagements

We stay with you until your agreed CBPR certification outcome is achieved, supporting remediation, questionnaire preparation and the response to the Accountability Agent's findings. Clear explanations, practical delivery, included software and employee learning turn the investment into lasting capability rather than a directory entry alone.

The engagement identifies the system, scope, outcome and responsibilities. Your organisation supplies accurate information and puts the agreed practices into use. The recognised Accountability Agent assesses compliance and retains its certification decision. Our commitment concerns the agreed certification support, not a promise of every future contract award or error-free handling of data.

FAQs

Frequently asked questions about APEC CBPR

What is the difference between APEC CBPR and Global CBPR?

They are two systems run by different bodies. APEC CBPR operates within APEC, while the Global CBPR System is run by the Global CBPR Forum, which admits jurisdictions outside APEC. The Forum says the two started with substantively the same requirements but are now administered separately and will diverge, so check which one your customer asks for.

Is CBPR certification mandatory?

No. APEC describes its system as voluntary. Some customers, contracts and data protection frameworks give it weight when personal information is transferred; your legal advisers can confirm what it means for your transfers.

Do we need CBPR, PRP or both?

That depends on your role in the data flow. PRP, Privacy Recognition for Processors, is designed for organisations that process personal information on behalf of others, while CBPR assesses an organisation's own privacy policies and practices. Service providers that also hold data of their own sometimes pursue both.

Does Sterling issue CBPR certification?

No. Sterling is not an Accountability Agent. We prepare your organisation and support it through the review; a recognised Accountability Agent verifies your practices and decides whether to certify.

How does CBPR relate to ISO/IEC 27701?

They complement each other. ISO/IEC 27701 is a management system standard certified by an accredited certification body, while CBPR is certification against a set of Program Requirements by an Accountability Agent. A working privacy management system gives you much of the evidence a CBPR review asks for.
