What it is

What is an Authorised Economic Operator?

An Authorised Economic Operator is a business that a customs administration has examined and accepted as a trusted trader. The concept comes from the SAFE Framework of Standards published by the WCO, and each customs administration runs its own programme on that basis. The WCO publishes guidance for administrations, including an AEO Validator Guide and an AEO Compendium of national programmes.

In the European Union, AEO status is part of the Union Customs Code and is granted by the customs authorities of the member states, with Commission guidelines describing the criteria. Customs administrations also agree mutual recognition arrangements, so that an AEO in one country can be recognised by the other.

Current status. The WCO announced a new edition of the SAFE Framework of Standards in September 2025. National programmes adopt changes on their own timetables, so we confirm the criteria that apply with your customs administration when the engagement starts.

Who it is for

Who applies for AEO status?

Any operator with a role in the international movement of goods may be eligible under its customs administration's rules. Applications usually start from one of three points:

  • Customs processes are slowing the business. Management wants the facilitation that trusted-trader status can bring and is ready to show customs how the company is controlled.
  • A customer or partner asks for it. Buyers and logistics partners increasingly look for AEO or an equivalent programme in their supply chain.
  • The company trades across recognising countries. Mutual recognition means one status can count with more than one customs administration.

Requirements

What does AEO status require?

The criteria are set by each customs administration, on the common basis of the WCO SAFE Framework, and differ between programmes and types of authorisation. The list shows what Sterling's work covers rather than any one programme's official criteria, which we confirm with your customs administration.

  • Customs compliance record: a review of past declarations, errors and how they were corrected.
  • Records and internal controls: record-keeping, logistics and accounting systems that let customs trace goods and data.
  • Customs processes: classification, valuation, origin and declaration controls with clear owners.
  • Safety and security: premises, access, cargo handling, business partners and personnel security.
  • Application and self-assessment: the self-assessment questionnaire and the evidence that supports each answer.

What does useful AEO evidence look like?

Written customs procedures, a log of declaration errors and corrections, access and visitor records, seal and cargo checks, partner security assessments and training records. Customs officers usually want to see the control working, so we help you keep live records rather than a file written for the visit.

Your engagement

What your AEO engagement includes

Route: validation by your customs administration. Choose one of two support levels under Sterling OS™: Design™ (guided), where your team does the work with our method and reviews, or Drive™ (managed), where our consultants carry more of it. Sustain™ keeps the controls in use once status is granted; Automate™ is Effivity.

  • Scope and self-assessment

The entities, sites and authorisation type in scope, and an accurate first pass at the questionnaire.

  • Gap closure plan

Customs, record-keeping and security actions with owners and dates.

  • Effivity ISO & GRC software

Procedures, checks, partner assessments and actions in one place, included with the engagement at no additional cost.

  • Training for your people

Internal auditor training, as applicable to your standard, and preferential Sterling Academy access, including complimentary awareness training for your people as part of the engagement.

  • Internal review

A rehearsal of the customs validation, with gaps closed before officers visit.

  • Validation support

Help with the application, the customs visit and any follow-up questions until a decision is made.

Sterling does not grant, validate or register AEO status; the customs administration examines the application and makes the decision.

How Sterling implements ISO and GRC standards

Effivity · ISO and GRC software, included in every engagement

How Effivity helps you run, automate and simplify AEO controls.

Every Sterling AEO engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant sets up the workspace within the agreed scope, so customs procedures, error logs, security checks, partner assessments, training records and internal reviews sit together, and the controls customs examined keep running after the validation. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

What this means when customs asks to see your controls

Customs officers ask how errors are found and corrected, who has access to cargo, how partners are checked and whether staff are trained. In Effivity each answer is a screen with dates, owners and evidence attached. After status is granted, Sustain™ runs in the same workspace, so the controls stay ready for any reassessment.

The Sterling Promise

What the Sterling Promise means for AEO

100%on-time completion · success · 8,100+ client engagements

We stay with you until the agreed AEO outcome is reached: controls implemented, evidence in place and the application supported through the customs validation. Clear explanations, practical delivery, included software and employee learning leave you with controls that last.

The engagement identifies the programme, entities, scope, outcome and responsibilities. Your organisation supplies accurate information and puts the agreed controls into use. The customs administration examines the application and retains its decision on AEO status. Our commitment concerns the agreed support, not a promise of any particular customs benefit.

FAQs

Frequently asked questions about AEO

Is AEO a certificate?

No, AEO is a status granted by a customs administration after it has validated the operator. There is no certification body involved; the application, the examination and the decision all sit with customs.

What is AEO mutual recognition?

It is an arrangement between two customs administrations to recognise each other's trusted traders. Which countries are covered depends on your programme, so check your customs administration's published list of arrangements.

Is AEO the same as C-TPAT?

No. C-TPAT (now written CTPAT) is the programme run by U.S. Customs and Border Protection, while AEO programmes are run by other customs administrations. CBP publishes its own list of mutual recognition arrangements with other programmes.
